MINUTES Village of Newburg Village Board of Trustees & Committee of the Whole Meeting Thursday, July 24, 2025 – 7:00 P.M. NOTICE IS HEREBY GIVEN that the next meeting of the Newburg Village Board & Committee of the Whole, Washington & Ozaukee Counties, Wisconsin is scheduled for Thursday, July 24, 2025, at 7:00 p.m. at Village Hall, 620 W. Main St. I. Call to order and roll call. (I certify that a quorum is present, and the agenda was properly noticed.) All members present, except Enright who was excused, a quorum was met. 6-0-1 The meeting was called to order at 7:00pm. II. Pledge of Allegiance. III. Correction and Approval of minutes from June 26, 2025 (possible action), minutes attached (1) Motion to adopt the meeting minutes as presented. Moved by Heili; seconded by Probelski. Motion prevailed by a voice vote 6-0-1. IV. Public Hearing: None V. Public Forum - No one from the public was here to speak. VI. The opening of Sealed Bids: None VII. Presentations: a. County Updates – Tony Thoma, Washington County Supervisor - District 19. Mr. Thoma was not in attendance. b. Newburg Fire Department Updates No one from the Newburg Fire Department was in attendance. c. Swearing in of Chief Jilling Clerk Loveland swore Chief Jilling in. VIII. Report of Department Heads a. Village Administrator – Nathan Wendelborn, verbal report Administrator Wendelborn stated there is nothing significant going on at this time. b. Clerk – Brandy Loveland Seelow, Memo Attached. (2) Clerk Loveland stated that things have been on the quiet side, she and the Deputy Clerk have been making some flyers and such for the Community Events Committee for the upcoming events for fall and Christmas. They also attend Clerk & Treasurers Institute in July which always is a great place to learn new things and refreshers on other items. c. Treasurer – Financial Reports, Memo attached. Financial reports will be finalized and published before the July 24th meeting. (3) Treasurer Loveland presented financials to the board with few questions. Also noted the difference in recycling cost collection vs actual costs. d. Police Chief – Justin Jilling, Memo (4) Captains position has been offered to Officer Chistopher Janich, official swearing in will be at the August meeting. Nothing significant occurred in the month of July other than Newburg Fireman’s picnic. e. Building Inspection – Jeff Thoma Multiple building inspections happening, final inspection on new houses coming soon. f. Public Works, verbal report Road shouldering began on Steepleview Rd. The garage addition is underway and should be completed in August. Main St. project landscapers were back, reseeded where appropriate and all road imperfections have been noted for repair. g. Sanitary Director – Nathan Wendelborn, verbal report There have been several setbacks on the WWTP Upgrade, testing was failing. New chemical (RE300) needs to be used to clear up the imbalance. DNR would like us to use this going forward. A very large component of the plant upgrade was dropped during installation and could set the project back 1 week. IX. Committee Reports a. Community Events Committee Update – Brooke Stangel The committee is on track for Fall Festival and beginning stages of planning Christmas in the Village. We need more volunteers to make these events successful. b. Proposed Trick or Treat time for 2025 – October 25th, 2025, from 4:00pm – 6:00pm Motion to approve the 2025 Trick or Treat hours for the Village of Newburg was by Stangel; seconded by Beimborn. Motion prevailed by a roll call vote 6-0-1. X. Unfinished Business: a. Discussion and Possible Action on Committee Assignments from President DeLuka Committee Assignment appointments by President DeLuka: Police Commission – 3yr appointment, Bill Chesak Jr. Motion to approve Committee Assignment appointed by President DeLuka. Moved by Heili; seconded by Kohn. Motion prevailed by a voice vote 6-0-1. XI. New Business a. Discussion and Possible Action on WWTP Upgrade PayApp #10 – Documents Attached. (6) Motion to approve WWTP Upgrade Pay App #10. Moved by Beimborn; seconded by Probelski. Motion prevailed by a roll call vote 6-0-1. b. Discussion and Possible Action on File No. 2025-xx[15] – A Resolution Setting Rates for Recycling Services Motion to approve File No. 2025-xx[15] - A Resolution Setting Rates for Recycling Services. Moved by Kohn; seconded by Stangel. Motion prevailed by a roll call vote 6-0-1. XII. Announcements a. Next BOT/COW Meeting will be August 28, 2025 @ 7:00 PM b. Plan Commission Meeting – August 7, 2025 at 6:30 pm, if required c. Community Events Meeting August 14, 2025 @ 5:30PM XIII. Adjourn Brandy Loveland Seelow Clerk / Treasurer It is possible that individual members of other governmental bodies of the Village may attend the above meeting. Pursuant to State ex.rel. vs. Greendale Village Board, 173 West 20 533,494 NW 2nd 408 (1993), such attendance may be considered a meeting of the respective governmental body. This notice is given so that members of other governmental bodies of the village may attend the meeting without violating the open meeting law. Person with disabilities requiring special accommodations for attendance at the meeting should contact the Municipal Building at (262) 675-2160 at least one (1) day prior to the meeting.
