Minutes Village of Newburg Village Board of Trustees & Committee of the Whole Meeting Thursday, August 28, 2025 – 7:00 P.M. NOTICE IS HEREBY GIVEN that the next meeting of the Newburg Village Board & Committee of the Whole, Washington & Ozaukee Counties, Wisconsin is scheduled for Thursday, August 28, 2025, at 7:00 p.m. at Village Hall, 620 W. Main St. I. Call to order and roll call. (I certify that a quorum is present, and the agenda was properly noticed.) All members present, except Heili who was excused, a quorum was met. 6-0-1 The meeting was called to order at 7:00pm. II. Pledge of Allegiance. III. Correction and Approval of minutes from July 24, 2025 (possible action), minutes attached (1) Motion to adopt the meeting minutes as presented. Moved by Beimborn; seconded by Kohn. Motion prevailed by a voice vote 6-0-1. IV. Public Hearing: None V. Public Forum VI. The opening of Sealed Bids: None VII. Presentations: a. County Updates – Tony Thoma, Washington County Supervisor - District 19. Mr. Thoma was not in attendance. b. Newburg Fire Department Updates No one from the Newburg Fire Department was in attendance. c. Swearing in of Captain Janich Clerk Loveland swore Captain Janich in. d. Appreciation for years of service as Police Chief– Michael Foeger Chief Jilling presented Officer Foeger with a plaque of appreciation. VIII. Report of Department Heads a. Village Administrator – Nathan Wendelborn, verbal report Administrator Wendelborn stated there is nothing significant going on at this time. St. John’s has contacted the Village regarding an addition, and we will be reaching out to Amanda for guidance. b. Clerk – Brandy Loveland Seelow, Memo Attached. (2) Heather and Brandy were at Wisconsin Municipal Clerks Association conference last week and there were many classes that provided good information. Next week is National Voter Registration Day, we will be promoting that. Continuing to work with the Community Events Committee on Fall Fest and Christmas in the Village. c. Treasurer – Financial Reports, Memo attached. (3) Began 2026 Budget process has begun, and we will have preliminary numbers to present at the next BOT/COW meeting. Last years auditors Adjusting Journal Entries are being worked on. No questions regarding the financial reports from the board currently. d. Police Chief – Justin Jilling, Memo (4) Chief Jilling reported out on hours worked and provided call activity. e. Building Inspection – Jeff Thoma Administrator Wendelborn reported out on building inspection, stating that occupancy was given to the new house on Pheasant Lane. The road between the houses off of Steepleview, this will be turned over to the village near the end of 2025. No update on Emmers development. f. Public Works, verbal report Administrator Wendelborn discussed the DPW shed and is awaiting year end budget numbers to determine if this will be completed this year or next. Chipping is being completed monthly and clean up of roadsides. They are also preparing for upcoming winter needs. g. Sanitary Director – Nathan Wendelborn, verbal report The last heavy rainfall effected the upgrade and operation of the plant for a short period of time. It has now been resolved, and we are back on track for the upgrade and daily operations. IX. Committee Reports a. Community Events Committee Update – Brooke Stangel Fall Fest is coming along nicely, we are still looking for volunteers. Food truck fees will be waived for this event. X. Unfinished Business: XI. New Business a. Discussion and Possible Action Committee Assignments from President DeLuka - Community Events Chairperson Motion to appoint Brooke Stangel as the Community Events Committee chair. Moved by DeLuka; seconded by Kohn. Motion prevailed by a voice vote 6-0-1. b. Discussion and Possible Action on municipal vehicles. Administrator Wendelborn presented quotes for a new DPW Truck and squad car, totaling $140,000. The board discussed the need for a new vehicle to replace aging ones and potential impact on the budget and debt services. Administrator Wendelborn explained the benefits of replacing vehicles before breaking down and the potential for selling the old vehicles to offset the costs. Motion to purchase a new Ford F350 DPW Truck and Ford Intercept NPD Vehicle and sell the 2016 Ford Explorer NPD vehicle. Moved by DeLuka; seconded by Stangel. Motion prevailed by a voice vote 6-0-1. c. Discussion and Possible Action on WWTP Upgrade PayApp #11 – Documents Attached. (6) Motion to approve WWTP Upgrade Pay App #11. Moved by Stangel; seconded by Probelski. Motion prevailed by a roll call vote 6-0-1. XII. Announcements a. Labor Day, September 1st, 2025 – Village Hall Closed b. Next BOT/COW Meeting will be September 25, 2025 @ 7:00 PM c. Plan Commission Meeting – September 4, 2025 at 6:30 pm, if required d. Community Events Meeting September 11, 2025 @ 5:30PM XIII. Pursuant to State ex.rel. vs. Greendale Village Board, 173 West 20 533,494 NW 2nd 408 (1993), such attendance may be considered a meeting of the respective governmental body. This notice is given so that members of other governmental bodies of the village may attend the meeting without violating the open meeting law.
