MINUTES Village of Newburg Village Board of Trustees & Committee of the Whole Meeting Thursday, September 25, 2025– 7:00 P.M. NOTICE IS HEREBY GIVEN that the next meeting of the Newburg Village Board & Committee of the Whole, Washington & Ozaukee Counties, Wisconsin is scheduled for Thursday, September 25, 2025, at 7:00 p.m. at Village Hall, 620 W. Main St. I. Call to order and roll call. (I certify that a quorum is present, and the agenda was properly noticed.) All members present, a quorum was met. 7-0 The meeting was called to order at 7:00pm II. Pledge of Allegiance. III. Correction and Approval of minutes from August 28, 2025 (possible action), minutes attached (1) Motion to adopt the meeting minutes as presented. Moved by Enright; seconded by Beimborn. Motion prevailed by a voice vote 7-0. IV. Public Hearing: None V. Public Forum VI. The opening of Sealed Bids: None VII. Presentations: a. County Updates – Tony Thoma, Washington County Supervisor - District 19. Mr. Thoma was not in attendance. b. Newburg Fire Department Updates No one from the Newburg Fire Department was in attendance. VIII. Report of Department Heads a. Village Administrator – Nathan Wendelborn, verbal report Loans closed for the 2 new vehicles, a couple building permits, and plan commission items submitted. b. Clerk – Brandy Loveland Seelow, Memo Attached. Clerk Loveland is on the way the Work Horse conference, Deputy Wellman is here in her place. c. Treasurer – Financial Reports, Memo attached. (2) Clerk Loveland is on the way the Work Horse conference, Deputy Wellman is here in her place. The board asked for a report showing all bills paid / checks written in detail per month. Nate agreed to provide a street light LED map at the next meeting. d. Police Chief – Justin Jilling, Memo (3) Chief Jilling is continuing to look for supplemental insurance for officers. e. Building Inspection – Jeff Thoma Administrator Wendelborn stated that St. John’s Lutheran Church has submitted plans to Plan Commission of approval, that meeting will be October 2nd, 2025. A resident on Decorah Rd is looking to build a large commercial building and this will also go before Plan Commission. There is also a possible occupancy to a house being built on Penny Lane if final inspection goes well. f. Public Works, verbal report Public Works reported that a new truck has been received and staff are working on fitting the chipper box onto it. The yard is being prepared for the upcoming bulk drop-off event, and all brush has been transported to Doc Weber Park for the Fall Fest bonfire. In addition, crews are preparing the trucks for winter operations. g. Sanitary Director – Nathan Wendelborn, verbal report Plants aerator is offline due to the construction project and is turning septic. Engineering has been on site and found construction errors that must be fixed before it can be put back online. There will be chargebacks on this project in the villages favor. IX. Committee Reports a. Community Events Committee Update – Brooke Stangel Trustee Stangel reported that Fall Fest is finalized. A banner will be put up on the outskirts of the Village to advertise. Christmas in the Village planning is well underway. X. Unfinished Business: XI. New Business a. Discussion and Possible Action on WWTP Upgrade PayApp #12 – Documents Attached. (4) Motion to approve WWTP Upgrade Pay App #12. Moved by Probelski; seconded by DeLuka. Motion prevailed by a roll call vote 7-0. b. 2026 Budget Progress (5) Clerk Loveland is on the way the Work Horse conference, Deputy Wellman is here in her place. President DeLuka presented the proposal of the beginning of the budget. Administrator Wendelborn explained that this is what the Trustees could use to make recommendations for any changes at the October 9th special meeting. XII. Announcements a. Special BOT/COW Budget Meeting will be October 9, 2025@ 7:00 PM b. Next BOT/COW Meeting will be October 23, 2025@ 7:00 PM c. Plan Commission Meeting – October 2, 2025 at 6:30 pm, if required d. Community Events Meeting October 9, 2025 @ 5:30PM XIII. Pursuant to State ex.rel. vs. Greendale Village Board, 173 West 20 533,494 NW 2nd 408 (1993), such attendance may be considered a meeting of the respective governmental body. This notice is given so that members of other governmental bodies of the village may attend the meeting without violating the open meeting law. Person with disabilities requiring special accommodations for attendance at the meeting should contact the Municipal Building at (262) 675-2160 at least one (1) day prior to the meeting.
