SPECIAL PRESENTATIONS
Stephen Raider, Eagle Scout wants to build a 3x5 sign at the State Street Cemetery. He
explained his proposed sign. He presented 4 different options. Council asked specific questions
regarding different sign options. He will work with the Mayor and more details will be reported
at a later time.
Dean Kale spoke to council about his neighborhood issues. He talked about zoning and how
this will help our town.
COMMITTEE REPORTS
BUILDINGS & GROUNDS‐ CHAIRPERSON DAVID SHEPHERD:
Reported streetlight out near subway. Update on Systems III closing is October 6th. Would like
to regroup within next few months to have a plan for building.
SEWER & PUBLIC WORKS & COMMUNITY EVENTS‐ CHAIRPERSON HEATHER STEIN‐WELLS:
BPA met last week. Heather asked about some of the trees scheduled to be removed. Mayor
said these trees should be down soon.

Working on estimated 2021 budget that is due to county by September 30th. Went over
summary of pool season. Overall a loss of $1434.31. Which is an improvement of $1749.17
from the 2019 season. Covid grant update‐ received 4 applications so far. Reminder that this
is a reimbursement grant. Reminder to council to log on to attend AOS Public records training.
AEP rate discussion‐ current electric rate is .03940‐ contract doesn’t expire until December
2021. Offered rate is .03783. Potential savings of $10,038 over the term.

Systems III update‐ papers signed and closing is October 6th.
516 E State St‐ house down for $1750‐ very cheap. Owner is willing to quick deed to the Village.
KC Demo did great job at Simonds on cleaning up debris to help get ready for the abatement
company.
Mayor reported complete update on timeline of Simonds demo plan.
Columbia Gas finishing up on fixing pot holes.

$5,616.91 FROM THE 2020 PERMANENT ANNUAL (revised) BUDGET CORONAVIRUS RELIEF
FUND (206) TO VARIOUS FUNDS AND DECLARING AN EMERGENCY ‐ reimbursing funds for
COVID related expenses
16‐2020 An Ordinance setting the costs for the Certificate of Registration
Fee and the Construction Permit Fees for the Right‐of‐Way program and declaring an
Emergency;
Approve annual agreement with Local Government Office for the 2020 financial
statements. Not to exceed $2,200.
Discuss and approve two (2) field work orders for the Simonds Demo‐ see
attached documents for description.
