SCHEDULED COUNCIL MEETING MINUTES OF DECEMBER 7th, 2020. Meeting was called to order by Mayor Patrick M. Cadle at 7:00pm. Meeting held via GoTo Meeting due to Coronavirus pandemic. Motion seconded by Allen Davis. General fund: $225,625.56 Cemetery fund: $1,016.61 Police fund: $19,840.66 Street fund: $4,888.00 Water fund: $15,388.95 Sewer: $13,397.09 Covid 19: $25,880.07 MVL: $789.95 Street Levy: $5,681.58 Sewer R&I $9,352.41 Total All Funds: $321,860.88 PAY ORDINANCE #22: Motion by Allen Collins and seconded by Randy Little to approve Pay Ordinance # in the amount of $321,860.88. Thanked street and water department for their help with getting demo done. Thanked Wargo Enterprises and Dave Wilson. Also encouraged Mayor to get with NERS and Police to secure the site. December 14th next meeting for the planning commission. Moving forward to get zoning started. SEWER & PUBLIC WORKS & COMMUNITY EVENTS- CHAIRPERSON HEATHER STEIN-WELLS: Absent FINANCE & LONG-TERM PLANNING- CHAIRPERSON ALLEN COLLINS: Nothing STREETS, SIDEWALKS & RECREATION- CHAIRPERSON JAY LAMBES: Absent PUBLIC SAFETY & PUBLIC RELATIONS CHAIRPERSON JIM FRIEL: Had safety meeting last week regarding golf carts in Village. Committee decided this will be tabled for now. LEGISLATION & PERSONNEL- CHAIRPERSON RANDY LITTLE: Nothing DEPARMENT REPORTS: STREET/CEMETERY- TRAVIS: Next Wednesday will be the final leaf pick up. Sidewalk issue at Ford tire. People driving through. Mayor will talk to Jay since he is head of street committee. POLICE DEPARTMENT- CHIEF HOLLAND: Monthly report: Total Incidents, 269; Total Officer Reports, 36; Total Misdemeanor & Felony Arrests, 3; Total Citations, 44. FISCAL OFFICER- LISA STITELER: Second reading of 2021 budget. Updated the credit card policy. WATER/WASTE-WATER – JARED MCFARLAND: Nothing EMERGENCY SERVICES: NERS- Absent TRI COUNTY- Had special meeting regarding living quarters. They are planning on purchasing a trailer. This will be beside current building. PARK/POOL: N/A LEGAL COUNSEL- BOB STEPHENSON: N/A MAYOR: Congrats to “Our Village” on the Christmas event. Phase 2 Simonds demo complete. Thanked Jared and Travis on their help and support with demo. Notified last week that Industrial Park received their certification. The CIC has been working on this for 10 years. County Road 15 is open now. Crossing gates not installed yet. No train activity yet. Allen had some questions on hazmat training. Mayor will look into. OLD BUSINESS: 20-2020 – 2020 Permanent annual appropriations ordinance- second reading. NEW BUSINESS: 23-2020 A Resolution authorizing the Mayor to solicit bids/proposals from architect/engineer teams to plan and design a Village Administration Building. Motion to accept Resolution 23- 2020 by Allen Collins and seconded by David Shepherd.
