SCHEDULED COUNCIL MEETING MINUTES OF SEPTEMBER 20, 2021 Meeting was called to order by Mayor Patrick M. Cadle at 7:00pm. Zoning Committee had public meeting; all and all, it went well. Moving forward with 1st reading this evening. David had some concerns with the recent paving project with Tuscarawas County Engineer. SEWER & PUBLIC WORKS & COMMUITY EVENTS- CHAIRPERSON HEATHER STEIN-WELLS: Absent FINANCE & LONG-TERM PLANNING- CHAIRPERSON ALLEN COLLINS: Nothing to report STREETS, SIDEWALKS & RECREATION- CHAIRPERSON JAY LAMBES: Met this evening to discuss the need to split street and cemetery departments. PUBLIC SAFETY & PUBLIC RELATIONS CHAIRPERSON JIM FRIEL: Nothing to report. LEGISLATION & PERSONNEL- CHAIRPERSON RANDY LITTLE: Nothing to report DEPARMENT REPORTS: STREET/CEMETERY- TRAVIS: Update of paving project issues. LEVCO will be here next Monday to re-strip College and State Streets. POLICE DEPARTMENT- CHIEF HOLLAND: Monthly Report for August: Total incidents: 285 Total Officer Reports: 40 Total Misdemeanor and Felony Arrest: 6 Total Citations: 57 Police Department wants to hire Rochelle Conrad and William Dostroph for part time dispatchers. WATER/WASTE-WATER – JARED MCFARLAND: Nothing to report EMERGENCY SERVICES: NERS- absent TRI COUNTY- 207 total calls PARK/POOL: N/A LEGAL COUNSEL- BOB STEPHENSON: N/A MAYOR: Lisa, Shannon , and I met with the director of Heritage Ohio. This is one of the first steps of our Main Street project. We will be putting together a diverse group of residents, business owner, building owner, and others to begin the process. In December, Heritage Ohio will be sending a team to evaluate our Main Street. Their assessment will be presented to the group and provide some direction of strengths, weaknesses, and where to start. We have OMEGA on board with researching what grants will be available and the timing of each. Lisa has been approved to set up an account which will be where we will keep funding for our land transactions NEW BUSINESS: Accept bid for 2021 street paving project-Albatross Management, LLC for $208,200.59. There have been suggestions that came up. First reading is postponed until Zoning Commission can meet again. OLD BUSINESS: Westfield Solar Contract is postponed until Bob Stephenson can review it. OTHER BUSINESS: Create a new salary position for an Assistant Cemetery Superintendent (salary of $33,033). Jay brought the motion forward, Randy seconded it.
