BUILDINGS & GROUNDS- CHAIRPERSON DAVID SHEPHERD: Planning Commission and BZA
will have annual meeting next Monday . They will have an open seat on the board. Would like
to have a building and grounds meeting before the next council meeting to review quotes on
rooves at 5pm.

Striping is done, the street shop is painted. The street department is currently making brine for
the winter months. Rotary donated 2 pavilions for Simonds-Heller park-they are installed.
Motion to approve a new shelter at Simonds-Heller for $5600 made by Jay and seconded by
Jan.

POLICE DEPARTMENT: There were a total of 165 incidents this month.
FISCAL OFFICER- LISA SPILLMAN: nothing to report
WATER/WASTE-WATER – JARED MCFARLAND:
Doing cleanup and small projects. Preparing for next year’s projects including West Street and
Canal Street hydrant replacements.
FIRE-CHIEF PARKS: There have been 5 calls since the last report. We got our ladder truck back
from being worked on, it passed inspection. We are working on getting everyone trained on
how to use it, though we have members who were able to use it when it was in service.
EMERGENCY SERVICES:
TRI COUNTY- Nothing to report
MAYOR: Done with painting for the year. There are four properties we’re going to foreclose on,
nobody is living in them. They will go up for sheriff’s auction

25-25 Ordinance setting rate of pay for 2026 1st Reading
26-25 RESOLUTION ESTABLISHING COMPENSATION FOR MEMBERS OF THE VILLAGE COUNCIL
OF NEWCOEMRSTOWN, OHIO AND DECLARING AN EMERGENCY 1st reading.
27-25 2026 PERMANNET ANNUAL APPROPRIATIONS ORDINANCE AND ORDINANCE TO MAKE
PERMANENT APPROPRIATIONS FOR CURRENT EXPENSES AND EXPENDITURES OF THE VILLAGE
OF NEWCOMERSTOWN STATE OF OHIO DURING FISCAL YEAR ENDING IN DECEMBER 31, 2026

28-25 Resolution to allow the Mayor of the Village to apply for the Brownfield Grant. Motion to
