City OF NEWPORT, KY REGULAR MEETING OF THE BOARD OF COMMISSIONERS Monday, April 23, 2018 MINUTES CALL TO ORDER / ROLL CALL The meeting was called to order by Mayor Peluso at 7:00 p.m. in the Multi-Purpose Room of the Newport Municipal Building at 998 Monmouth Street. The meeting was opened with a moment for silent invocation and the mayor led the Pledge of Allegiance. In attendance were: Commissioner Frank Peluso, Commissioner Beth Fennell, Commissioner Thomas Guidugli and Mayor Jerry Peluso, Absent: Commissioner Ken Rechtin. Also in attendance were: City Manager Thomas Fromme, City Attorney Dan Braun, Police Chief Tom Collins, Fire Chief Bill Darin, Community Liaison Bev Holiday, and City Clerk Amy Able. PRESENTATIONS An update covering ReNewport “Year 1 Accomplishments” was given by Mr. Gordon Henry, Mr. Steve Matheson, and Mr. Josh Tunning. PUBLIC FORUM Mr. Kevin Henchuld of Aqua Way addressed the Board advocating for expedience in the Syringe Exchange program. APPROVAL OF MINUTES Commissioner Guidugli made a motion to approve the minutes of the Monday, March 26, 2017 regular meeting and the Thursday, April 12, 2018 special meeting. Commissioner Fennell offered a second to the motion. Upon hearing there were no changes, corrections, comments or questions, the mayor called for a roll call vote. Commissioner Guidugli: Yes Commissioner Peluso: Yes Commissioner Fennell: Yes Mayor Peluso: Yes Motion carried 4-0. NEW BUSINESS The City Clerk read Order R-2018-018 AN ORDER AUTHORIZING AND DIRECTING THE CITY MANAGER TO ISSUE PURCHASE ORDERS FOR THE PURCHASE OF FOUR POLICE VEHICLES, TWO 2018 DODGE CHARGER PURSUIT AWD 5.7 LITER V8 HEMI VVT ENGINE WITH FST, ONE 2018 FORD EXPLOERER UTILITY AWD V6, AND ONE 2018 JEEP GRAND CHEROKEE LAREDO 4X4 3.6 LITER V6 VVT ENGINE WITH ESS. Commissioner Fennell made a motion for approval, Commissioner Peluso offered a second to the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote. Commissioner Fennell: Yes Commissioner Guidugli: Yes Commissioner Peluso: Yes Mayor Peluso: Yes Motion carried 4-0. The City Clerk read Order R-2018-019 AN ORDER DECLARING CERTAIN PERSONAL PROPERTY OF THE CITY OF NEWPORT AS SURPLUS AND AUTHORIZING DISPOSAL IN ACCORDANCE WITH STATE LAW. Upon hearing there were no comments or questions, the mayor called for a roll call vote. Commissioner Guidugli: Yes Commissioner Peluso: Yes Commissioner Fennell: Yes Mayor Peluso: Yes Motion carried 4-0. The City Clerk read Order R-2018-020 AN ORDER AUTHORIZING CITY MANAGER THOMAS J. FROMME TO MAKE APPLICATION(S) FOR, ENTER INTO AGREEMENT(S) WITH, ACT AS THE AUTHORIZED CORRESPONDENT FOR, AND TO SIGN ANY DOCUMENTATION NECESSARY TO FACILITATE AND ADMINISTER PROJECT(S) WITH THE KENTUCKY OFFICE OF HOMELAND SECURITY (KOHS) AND ESTABLISHING THE PROCUREMENT POLICY FOR ANY KOHS APPROVED PROJECT FOR THE APPLICATION CYCLES FOR FISCAL YEAR ENDING JUNE 30, 2019 AND THE FISCAL YEAR ENDING JUNE 30, 2020. Commissioner Fennell made a motion for approval, Commissioner Peluso offered a second to the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote. FROMME TO EXECUTE A MEMORANDUM OF AGREEMENT WITH IMPACT SALES, LLC FOR PARTICIPATION IN THE CITY OF NEWPORT’S JOB DEVELOPMENT INCENTIVE PROGRAM (JDIP) PURSUANT TO SECTION 37.212 ET. SEQ. OF THE CODE OF ORDINANCES AND REVOKING COMMISSIONERS ORDER R-2012-059. Commissioner Peluso made a motion for approval, Commissioner Fennell offered a second to the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote. OF THE CODE OF ORDINANCES. Commissioner Guidugli made a motion for approval, Commissioner Fennell offered a second to the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote. OF THE CODE OF ORDINANCES. Commissioner Guidugli made a motion for approval, Commissioner Fennell offered a second to the motion. The City Clerk read Order R-2018-024 AN ORDER GRANTING A PROPERTY ASSESSMENT MORATORIUM TO FEDDERS PROPERTIES, LLC RELATING TO THE RESTORATION OF PROPERTY AT 1102 BRIGHTON ST., NEWPORT, KENTUCKY. Commissioner Peluso made a motion for approval, Commissioner Guidugli offered a second to the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote. Commissioner Peluso: Yes Commissioner Fennell: Yes Commissioner Guidugli: Yes Mayor Peluso: Yes Motion carried 4-0. COMMENTS FROM THE CITY MANAGER  Congratulated Mr. Fedders and stated start-ups like Divisions can grow in Newport.  Thanked ReNewport for the report and a great relationship.  Thanked Newport High Senior Douglas Carroll for his recent interview.  Pension contribution increases are to be expected at $275-300k. COMMENTS FROM THE BOARD Commissioner Fennell  Commented on the “synergistic” feel of the meeting with Fedders and ReNewport.  YWCA honors eight women each year and this year Newport resident Wijdan Jreisat of Katz Teller was included. Mayor Peluso  With increased participation in the recycling program evident he looks forward to a report.  This week the Flying Pig kicks off in Newport. ADJOURNMENT There being no further business, Commissioner Fennell made a motion to adjourn the meeting. Commissioner Peluso offered a second to the motion.
