City OF NEWPORT, KY REGULAR MEETING OF THE BOARD OF COMMISSIONERS Monday, May 21, 2018 MINUTES CALL TO ORDER / ROLL CALL The meeting was called to order by Mayor Peluso at 7:00 p.m. in the Multi-Purpose Room of the Newport Municipal Building at 998 Monmouth Street. The meeting was opened with a moment for silent invocation and the mayor led the Pledge of Allegiance. In attendance were: Commissioner Frank Peluso, Commissioner Beth Fennell, Commissioner Thomas Guidugli and Mayor Jerry Peluso, Commissioner Ken Rechtin. Also in attendance were: City Manager Thomas Fromme, City Attorney Dan Braun, Police Chief Tom Collins, Fire Chief Bill Darin, Community Liaison Bev Holiday, and Executive Assistant Joy Rovno. PRESENTATIONS Jake Saivati of IAFF local 45 presented scholarships to two seniors, Caroline Wallace and Jacob Coles. Joy Rovno read Order R-2018-025 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY, AUTHORIZING MAYOR JERRY PELUSO TO PROCLAIM THE MONTH OF MAY AS “HISTORIC PRESERVATION MONTH” IN THE CITY OF NEWPORT. Scott Clark, Historic Preservation Officer gave a brief description of the history of several historic districts within the city. He went on to congratulate the recipient’s of the 20th annual Excellence in Preservation award winners. Commissioner Peluso made a motion for approval, Commissioner Fennell offered a second to the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote. Commissioner Fennell: Yes Commissioner Guidugli: Yes Commissioner Peluso: Yes Mayor Peluso: Yes Commissioner Rechtin: Yes Motion carried 5-0. Duke Engery Smart Meter Program: Tabled. PUBLIC FORUM No one addressed the Board. APPROVAL OF MINUTES Commissioner Guidugli made a motion to approve the minutes of the Monday, April 23, 2018 regular meeting and the Monday, May 7, 2018 caucus meeting. Commissioner Peluso offered a second to the motion. Upon hearing there were no changes, corrections, comments or questions, the mayor called for a roll call vote. Commissioner Fennell: Yes Commissioner Guidugli: Yes Commissioner Peluso: Yes Mayor Peluso: Yes Commissioner Rechtin: Abstain Motion carried 4-0. Board of Commissioners of Newport, KY May 21, 2018 Meeting Minutes NEW BUSINESS Joy Rovno read Order R-2018-026 AN ORDER DECLARING CERTAIN PERSONAL PROPERTY OF THE CITY OF NEWPORT AS SURPLUS AND AUTHORIZING DISPOSAL IN ACCORDANCE WITH STATE LAW. Commissioner Peluso made a motion for approval, Commissioner Guidugli offered a second to the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote. Commissioner Fennell: Yes Commissioner Guidugli: Yes Commissioner Peluso: Yes Mayor Peluso: Yes Commissioner Rechtin: Yes Motion carried 5-0. Joy Rovno read Order R-2018-027 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY, AUTHORIIZING THE CITY MANAGER THOMAS J. FROMMEE TO ACCEPT THE BIDS OF VARIOUS SUPPLIERS FOR THE DEPARTMENT OF COMMUNTIY SERVICES PURSUANT TO BIDS RECEIVED MAY 15, 2018 ANNUAL SUPPLIES. Commissioner Peluso made a motion for approval, Commissioner Fennell offered a second to the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote. Commissioner Guidugli: Yes Commissioner Peluso: Yes Commissioner Fennell: Yes Mayor Peluso: Yes Motion carried 5-0. Commissioner Rechtin: Yes COMMENTS FROM THE CITY MANAGER  Extended invitation to the Memorial Day Parade.  Development of Skywheel.  Sale of Newport on the Levee.  City Budget. COMMENTS FROM THE BOARD Commissioner Rechtin  Recognized Scott Clark, Historic Preservation Officer and Habitat for Humanity. Commissioner Fennell  Thanked Joy Rovno for her help with the meeting.  Excited about local company, North American Properties acquiring Newport on the Levee. Mayor Peluso  Taste of Newport. Upon hearing there were no comments or questions, the mayor called for a roll call vote.
