MINUTES
CALL TO ORDER / ROLL CALL
The meeting was called to order by Mayor Peluso at 7:00 p.m. in the Multi-Purpose Room of the
Newport Municipal Building at 998 Monmouth Street. The meeting was opened with a moment for
silent invocation and the mayor led the Pledge of Allegiance.
In attendance were: Commissioner Frank Peluso, Commissioner Beth Fennell, Commissioner
Thomas Guidugli and Mayor Jerry Peluso, Commissioner Ken Rechtin. Also in attendance were:
City Manager Thomas Fromme, Assistant City Attorney John Hayden, Police Chief Tom Collins,
Captain Childress, Community Liaison Bev Holiday, and Executive Assistant Joy Rovno.

AN ORDER AUTHORIZING AND DIRECTING CITY MANAGER THOMAS J. FROMME TO
EXECUTE A UNION CONTRACT WITH LOCAL 45, I.A.F.F. (NEWPORT PROFESSIONAL
FIREFIGHTERS UNION), SETTING FORTH RATES OF PAY, HOURS OF WORK AND
CONDITIONS OF EMPLOYMENT.
Commissioner Peluso made a motion for approval, Commissioner Guidugli offered a second to
the motion. Upon hearing there were no comments or questions, the mayor called for a roll call vote.

COUNTY AND MUNICIPAL EMPLOYEES, SETTING FORTH RATES OF PAY, HOURS OF
WORK AND CONDITIONS OF EMPLOYMENT.

PUBLIC FORUM
Anyone wishing to discuss any city service issue not on the agenda may do so at this time.
Ed Davis, York Street resident and West Side Coalition President addressed the Board.
Thanked City for free tree plantings.
Extended invitation to picnic in Buena Vista Park, hosted by Brighton Center and Live Well.

KENTUCKY AMENDING THE BUDGET FOR THE CITY FOR THE FISCAL YEAR JULY 1,
2017 TO JUNE 30, 2018, INCLUDING AN ESTIMATE OF REVENUES AND RESOURCES
AND MAKING THE ANNUAL APPROPRIATION IN ACCORDANCE THEREWITH.

Budget Power Point Presentation.

City proactive in capital improvements.
General Fund revenues increased.
2019 Budget surplus.
2% increase for employees.
No increase in health care.
No TAN increases credit rating.
Participation in Kentucky Cooperative Emergency Program.

AND EXECUTE A TRUST PARTICIPATION AGREEMENT IN ASSOCIATION THEREWITH.

AGREEMENTS WITH KENTUCKY LEAGUE OF CITIES (KLCIS) FOR PROPERTY AND
LIABILITY INSURANCE, WITH KENTUCKY EMPLOYERS MUTUAL (KEMI) FOR WORKERS
COMPENSATION INSURANCE, WITH THE HARTFORD FOR CRIME COVERAGE, AND
WITH OHIO CASUALTY AND TRAVELERS INSURANCE FOR PUBLIC OFFICIALS BONDS.

Premiums going down.
36K in savings.
New ways to continue cost saving.

DEVELOPMENT AGREEMENT WITH SKYWHEEL NEWPORT, LLC REGARDING THE
NEWPORT SKYWHEEL PROJECT.

Project coming to conclusion.
Waiting on Corps of Engineer approval of development plan and copy of lease.
Skywheel is a City development.
Met on site with potential new owners of NOTL, interested in purchase regardless of
skywheel development.

Received positive feed back.
Catalysis for sale of Levee.

Concerned about projected revenues to City.

REAL PROPERTY LOCATED AT 800 MONMOUTH STREET AS PART OF THE
BERNADETTE WATKINS PARK REPLACEMENT DEVELOPMENT AGREEMENT.

Residents on Monmouth are excited about 4th Street School development.
Cities vision of living on Monmouth Street coming to fruition.
Those who rent in Newport are buying homes in Newport.
Jack Rabbit soft opening.
Commissioner Fennell
Resident of Monmouth Row Apartments hopes to purchase home in Newport.
Contacted KYTC about improving signage for traffic circles.
KYTC will provide traffic circle video to be posted on City facebook page.
Inquired on how a resident could obtain permit for an event.
Commissioner Guidugli
Springbrook and Open Gov.
No TAN puts City in good lending position.
Commissioner Rechtin
Thanked Thomas Fromme for his financial stewardship.
How to make Dispatch Center more cost effective.
Work with surrounding city’s for cost effective ways to deal with CERS increase.
