City OF NEWPORT, KY REGULAR MEETING OF THE BOARD OF COMMISSIONERS Monday, February 25, 2019 MINUTES CALL TO ORDER / ROLL CALL The meeting was called to order by Mayor Peluso at 7:00 p.m. in the Multi-Purpose Room of the Newport Municipal Building at 998 Monmouth Street. The meeting was opened with a moment for silent invocation and the mayor led the Pledge of Allegiance. In attendance were: Commissioner Thomas Guidugli, Jr., Commissioner Frank Peluso, Commissioner Ken Rechtin, and Mayor Jerry Peluso. Absent: Commissioner Beth Fennell. Also in attendance were: City Manager Thomas Fromme, Assistant City Manager Larisa Sims, City Attorney Daniel Braun, Police Chief Tom Collins, Fire Chief Darin, Community Services Director Doug Roell, Community Liaison Bev Holiday, and City Clerk Amy Able. PRESENTATIONS, AWARDS AND PROCLAMATIONS Mr. Bruno Giacomuzzi, SVP/COO of St. Elizabeth presented a check to, received by ReNewport Board members Josh Tunning, Gordon Henry, and Steve Mathisen for an outdoor fitness court coming to Newport. It will be the first in the region supported through local fundraising and the donation from St. Elizabeth, this will be free to use for residents and visitors. Ms. Amber Onkst, Newport Intermediate Family Resource Coordinator, thanked Local 45 for their continued support and recent Power Pack Drive and Coat Drive. NFD collected 110 winter coats and collected donations for Power Packs (nourishment provisions sent home with students for the weekend.) Each week 120 students are served through the program. Mr. Fromme delivered a State of the City address. PUBLIC FORUM No one present responded to the Mayor’s invitation to address the Board. APPROVAL OF MINUTES Commissioner Peluso made a motion to approve the minutes of the Monday, January 28, 2019 regular meeting, and the Monday, February 11 caucus meeting. Commissioner Guidugli offered a second to the motion. Upon hearing there were no changes, corrections, comments or questions, the mayor called for a roll call vote. OLD BUSINESS The city clerk gave second reading of O-2019-003 AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY ENACTING AND ADOPTING A SUPPLEMENT TO THE CODE OF ORDINANCES OF THE CITY OF NEWPORT, KENTUCKY. Commissioner Guidugli made a motion to approve; second to the motion was offered by Commissioner Peluso. Upon hearing there were no comments or questions, the mayor called for a roll call vote. Commissioner Guidugli: Yes Commissioner Rechtin: Yes Commissioner Peluso: Yes Mayor Peluso: Yes Motion carried 4-0. Board of Commissioners of Newport, KY February 25, 2019 Meeting Minutes NEW BUSINESS The city clerk read R-2019-012 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING AND DIRECTING CITY MANAGER THOMAS J. FROMME TO EXECUTE AN AGREEMENT FOR COOPERATIVE PURCHASING WITH THE HOUSTON-GALVESTON AREA COUNCIL CONCERNING THE PURCHASE OF A 2018 HORTON AMBULANCE FOR USE IN THE NEWPORT FIRE DEPARTMENT FROM SPECIALTY TRUCK SALES AND SERVICE. Commissioner Peluso made a motion to approve; second to the motion was offered by Commissioner Guidugli. Chief Darin stated this mirrors the 2015 purchase but has an upgraded chassis to accommodate the loading system to prevent back injuries (as now required by Kentucky law.) The committee reviewed the unit and savings will be about $15k purchasing the demo unit which will serve the west side. Trade-in of the 2005 unit will cover modification. The Chief recognized the efforts of Capt. Klaserner and Capt. Pedicord. Responding to questions Chief Darin confirmed that both front line units will have the mechanism that pulls cots in and this was included in the budget. Factors considered included the maintenance cost on the fourteen-year old unit which has 140,000 miles, the national standards of replacement on average at eight years in service, and NFD having the two busiest units in the County. The city clerk read R-2019-013 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING AND DIRECTING CITY MANAGER THOMAS J. FROMME TO EXECUTE A CONTRACT WITH TEAM TURF LLC DBA TEAM ALL SPORTS FOR TURF MAINTENANCE. Commissioner Guidugli made a motion to approve; second to the motion was offered by Commissioner Peluso. Mr. Roell reviewed the results of the bid for maintenance to the ball fields and traffic islands. Commissioner Peluso asked the next bid include landscaped areas at the city building. The city clerk read R-2019-014 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY GRANTING A PROPERTY ASSESSMENT MORATORIUM TO MARK RAMLER RELATING TO THE RESTORATION OF PROPERTY AT 222 EAST EIGHTH STREET, NEWPORT, KENTUCKY. Commissioner Guidugli made a motion to approve; second to the motion was offered by Commissioner Peluso. Mr. Fromme stated the property was valued at $65k, the moratorium will be for the cost of improvements increment above that amount. The mayor commented on the ripple effect. COMMENTS FROM DEPARTMENT HEADS Chief Collins reflected on challenges that arise with unfunded mandates such as NFD faced with the squad purchase. Though there had been concern, the new model has had very few issues; they are working out well and he recently noted getting over 19 mpg in town. Chief Darin stated there was another house fire on Elm Street. Firefighters were able to save some pets but some were lost. COMMENTS FROM THE BOARD Commissioner Guidugli: • Noted Mansion Hill Bridal is now open at Fourth and Overton. Mayor Peluso: • Extended sympathy to the family and friends of Paul Baker, a former Board Member (1970-1972), Public Works Director, teacher at Newport and NKY, and local grocer. • Congratulations to NHS Senior Marina Combs for wining the State Bowling Championship. • Thanks to the Public Works crews for the good work keeping up with pot holes. • Thanks to the Board for supporting local businesses and attending events such as ribbon cuttings. • “Welcome” to Father Matt Young, Chaplain to NFD, is now a Newport resident. • There will be a ribbon cutting on March 4 for Centennial, Inc., now located at the Wiedemann mansion. They have also launched two new businesses, a co-working space and pod casting studio space. • The Newport Business Association meeting will be on February 26.
