CITY OF NEWPORT, KY SPECIAL MEETING OF THE BOARD OF COMMISSIONERS Monday, February 10, 2020 MINUTES CALL TO ORDER / ROLL CALL FOR SPECIAL MEETING The special meeting was called to order by Mayor Peluso at 7:00 p.m. in the Multi-Purpose Room of the Newport Municipal Building at 998 Monmouth Street. In attendance were: Commissioner Thomas Guidugli, Commissioner Ken Rechtin, Commissioner Frank Peluso, and Mayor Jerry Peluso. Absent: Commissioner Beth Fennell. Also in attendance were: City Manager Thomas Fromme, Assistant City Manager Larisa Sims, Assistant City Attorney John Hayden, Police Chief Christopher Fangman, Fire Chief William Darin, and City Clerk Amy Able. OLD BUSINESS The city clerk gave second reading by title and summary to tentative O-2020-001 AN ORDINANCE OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION NOTES IN AN AMOUNT NOT TO EXCEED $2,350,000 SERIES 2020; APPROVING THE FORM OF NOTES; AUTHORIZING DESIGNATED OFFICERS TO EXECUTE AND DELIVER THE NOTES; AUTHORIZING AND DIRECTING THE FILING OF NOTICE WITH THE STATE LOCAL DEBT OFFICER; PROVIDING FOR THE PAYMENT AND SECURITY OF THE NOTES; CREATING A NOTE PAYMENT FUND; MAINTAINING THE HERETOFORE ESTABLISHED SINKING FUND; AND AUTHORIZING ACCEPTANCE OF THE PROPOSAL OF THE PURCHASER OF THE NOTES. Commissioner Peluso made a motion to approve; second to the motion was offered by Commissioner Guidugli. Upon hearing there were no comments and questions, the mayor called for a roll call vote. Commissioner Peluso: Yes Commissioner Rechtin: Yes Commissioner Guidugli: Yes Mayor Peluso: Yes Motion carried 4-0. ADJOURNMENT OF SPECIAL MEETING There being no further business, Commissioner Peluso made a motion to adjourn the special meeting. Commissioner Guidugli offered a second to the motion. The Mayor asked for a roll call vote. Commissioner Peluso: Yes Commissioner Rechtin: Yes Commissioner Guidugli: Yes Mayor Peluso: Yes Motion carried 4-0. In attendance were: Commissioner Thomas Guidugli, Commissioner Ken Rechtin, Commissioner Frank Peluso, and Mayor Jerry Peluso. Absent: Commissioner Beth Fennell. Also in attendance were: City Manager Thomas Fromme, Assistant City Manager Larisa Sims, Assistant City Attorney John Hayden, Police Chief Christopher Fangman, Fire Chief William Darin, and City Clerk Amy Able. FUTURE AGENDA ITEMS / PROPOSED LEGISLATION / CITY BUSINESS There was a report given from ReNewport and the Newport Education Task Force given by Mr. Mark Ramler. There was a presentation on the US 27 Corridor Project given by Mrs. Sims. PUBLIC FORUM AND COMMENTS Anyone wishing to discuss any City service issue not on the agenda was invited to do so. ADJOURNMENT OF SPECIAL MEETING There being no further business, Commissioner Peluso made a motion to adjourn the caucus meeting. Commissioner Guidugli offered a second to the motion. The Mayor asked for a roll call vote. Commissioner Peluso: Yes Commissioner Rechtin: Yes Commissioner Guidugli: Yes Mayor Peluso: Yes Motion carried 4-0.
