City OF NEWPORT, KY REGULAR MEETING OF THE BOARD OF COMMISSIONERS Monday, February 24, 2020 MINUTES CALL TO ORDER / ROLL CALL The meeting was called to order by Mayor Peluso at 7:00 p.m. in the Multi-Purpose Room of the Newport Municipal Building at 998 Monmouth Street. The meeting was opened with a moment for silent invocation and the mayor led the Pledge of Allegiance. In attendance were: Commissioner Thomas Guidugli, Jr., Commissioner Frank Peluso, Commissioner Ken Rechtin, and Mayor Jerry Peluso. Absent was Commissioner Beth Fennell. Also in attendance were: City Manager Thomas Fromme, City Attorney Daniel Braun, Assistant City Manager Larisa Sims, Police Chief Chris Fangman, Fire Chief William Darin, Historic Preservation Officer Scott Clark, Community Liaison Bev Holiday, and City Clerk Amy Able. PERSONNEL ORDERS The city clerk read R-2020-007. AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY, PROMOTING: DANIEL DELANEY, JOSHUA BUCCHI, AND TODD SUSZEK TO SERGEANT IN THE NEWPORT POLICE DEPARTMENT. Commissioner Peluso made a motion to approve; second to the motion was offered by Commissioner Guidugli. Upon hearing there were no comments or questions, the mayor called for a roll call vote. Commissioner Peluso: Yes Commissioner Rechtin: Yes Commissioner Guidugli: Yes Mayor Peluso: Yes Motion carried 4-0. The mayor administered the oath of office to the newest Sergeants of the Police Department, and insignia were pinned by spouses. At 7:05 the mayor called for a brief recess. The meeting reconvened at 7:15 with Commissioners Guidugli, Peluso, and Rechtin and Mayor Peluso present. PRESENTATONS Ms. Jill Morenz of the Catalytic Development Funding Corp. of Northern KY stated Beyond the Curb will be April 19, 2020 and will feature tours of several Newport properties. Mr. Fromme reviewed the 2019 Year End Report. In 2020 Newport celebrates its 225 th year. There have been many accomplishments and growth in recent years. Looking ahead retirement contributions will continue to be a challenge. Mr. Bill Cole, a Newport resident and president of Mentoring Plus announced the annual Seeds of Hope gala fundraiser this year on March 20 will recognize the contributions of Tom Fromme. PUBLIC FORUM Mr. Phillip Johnson commended city services including the recent cleanup of Grandview. He stated he was sorry the walkway over the tracks near AD Owens came down. Mr. Fromme stated the structure was not owned by the City and it was not economically feasible to take on the neglected structure which was in disrepair. APPROVAL OF MINUTES Commissioner Peluso made a motion to approve the minutes of the Monday, January 27, 2020 Board of Commissioners of Newport, KY February 24, 2020 Meeting Minutes regular meeting and the Monday, February 10, 2020 special and caucus meetings. Commissioner Guidugli offered a second to the motion. Upon hearing there were no changes, corrections, comments or questions, the mayor called for a roll call vote. Commissioner Peluso: Yes Commissioner Rechtin: Yes Commissioner Guidugli: Yes Mayor Peluso: Yes Motion carried 4-0. OLD BUSINESS The city clerk gave second reading by title and summary to O-2020-002. AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AMENDING CHAPTER 37, TAXES AND FEES, CREATING AND INCLUDING THE INCENTIVE DRIVING ENTREPRENEURIAL ACCESSIBILITY (IDEA) PROGRAM Commissioner Guidugli made a motion to approve; second to the motion was offered by Commissioner Peluso. Upon hearing there were no comments or questions, the mayor called for a roll call vote. Commissioner Guidugli: Yes Commissioner Rechtin: Yes Commissioner Peluso: Yes Mayor Peluso: Yes Motion carried 4-0. NEW BUSINESS The city clerk read R-2020-008. AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING CITY MANAGER THOMAS J. FROMME TO EXECUTE A MUNICIPAL AID CO-OP PROGRAM CONTRACT BETWEEN THE CITY OF NEWPORT, KENTUCKY AND THE COMMONWEALTH OF KENTUCKY, TRANSPORTATION CABINET, DEPARTMENT OF RURAL AND MUNICIPAL AID FOR THE FISCAL YEAR BEGINNING JULY 1, 2020, AS PROVIDED IN THE KENTUCKY REVISED STATUTES AND ACCEPTING ALL STREETS REFERRED TO THEREIN AS BEING STREETS WHICH ARE A PART OF THE CITY OF NEWPORT, KENTUCKY. Commissioner Peluso made a motion to approve; second to the motion was offered by Commissioner Guidugli. Upon hearing there were no comments or questions, the mayor called for a roll call vote. Commissioner Guidugli: Yes Commissioner Rechtin: Yes Commissioner Peluso: Yes Mayor Peluso: Yes Motion carried 4-0. COMMENTS FROM THE CITY MANAGER Mr. Fromme stated in addition to the items highlighted in the presentation, there are exciting developments to come. Some projects take years such as Ovation which began planning in 2006 and is now taking shape and the Pavilion which took ten years. COMMENTS FROM THE BOARD OF COMMISSIONERS Commissioner Guidugli • Complimented the staff and stated this evening’s presentation paints a picture. • Reiterating the fact that no sales tax comes to the City is warranted, many don’t know this. Commissioner Peluso • BB Riverboats, Executive Transportation, and Last Call Trivia are Newport Businesses recognized by Northern Kentucky magazine as being among the best places to work. Commissioner Rechtin • Thanked and congratulated Bev Holiday and the Newport Business Association for their efforts and successful annual meeting which had 140 in attendance. Interested parties can apply online. • The Campbell County What’s Happening details solid waste events including drop off on April 24 and 25 at Fredrick’s Landing in Wilder and a Shred and Prescription drop off March 28 at Cold Spring Furniture Fair.
