CITY OF NEWPORT, KY REGULAR MEETING OF THE BOARD OF COMMISSIONERS Monday, June 12, 2023 MINUTES Call to Order: op A regular meeting was called to order by Mayor Guidugli Jr. on June 12, 2023, at 7:00 p.m. in the Multipurpose Room of the Newport Municipal Building at 998 Monmouth Street. The y meeting was opened with a silent invocation and the Pledge of Allegiance. In attendance were: Commissioner Radwanski, Commissioner Smith-Morrow, Commissioner Rechtin, Vice Mayor lC Fennell, Mayor Guidugli Jr., City Manager Thomas Fromme, Assistant City Manager John Hayden, City Attorney Billy Summe, Police Chief Christopher Fangman, Fire Chief Frank Peluso, City Clerk Tiffany Myers. Presentations, Awards, and Proclamations: ca  Mike Bezold with Kentucky Transportation Cabinet gave an update on the 4th Street Bridge. KYTC has partnered with Rosales & Partners. Rosales has a well-known reputation for designing bridges all over the world. He will be ready to present alternate bridge designs in late summer. We have committed to making a signature aesthetically ffi pleasing bridge with pedestrian and bicycling safety in mind. The total cost for the project will be $68 million. Mr. Ackerman stated that attendance is up this year. So far, we have had 1,473 visitors. We have eight An homes that are available for tours. Three of these are single-family homes priced at $1.5-$1.9 million dollars, and five are townhomes priced at $750,000-$950,000. Comments: y Ray Ebert, Public Works Director, said the city has only seen a slight price increase compared to last year for the annual supplies. FROMME TO ENTER INTO O AGREEMENTS WITH KENTUCKY LEAGUE OF CITIES (KLCIS) FOR PROPERTY AND LIABILITY INSURANCE AND WITH KENTUCKY EMPLOYERS MUTUAL (KEMI) FOR WORKERS’ COMPENSATION INSURANCE. Comments: Steve Crawford with Assured Partners stated that the city has only seen a $3,000 increase to their policy, and he recommends that the city stays with KLC because they offer the best rate. ot City Manager Thomas Fromme said that the city has been fortunate not to see a significant increase in our insurance policies. The city has gone the private route for Workers’ Compensation insurance and partnered with KEMI, which helps keep costs down. Comments: op y Ray Ebert, Public Works Director, stated that Mr. Shiveley has a well-rounded resume with experience in property management, EMT/firefighter skills, and snowplowing. R-2023-052 ca AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, ffi KENTUCKY, AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN AGREEMENT WITH THE CITY OF FT. THOMAS, REGARDING A COST-SHARING ARRANGEMENT FOR RESURFACING OF KYLES LANE/LONDON ACRES BETWEEN CHESAPEAKE AVENUE AND WATERWORKS ROAD. O A motion by Commissioner Radwanski, seconded by Vice Mayor Fennell, to approve Order R- 2023-052 as read. Comments: An Ray Ebert, Public Works Director, said Ft. Thomas is spearheading this project. They put this project out to bid, and Eaton Asphalt was the lowest bidder. Eaton plans to start work in September and finish the job by November. Yes Yes Page 3|5 Commissioners Comments: Commissioner Radwanski  Thanked all the volunteers in different neighborhood groups that actively support Homearama and welcome people into our city. Commissioner Smith-Morrow   op A lot of exciting events in the city last weekend, Italian Fest and Homearama. The events were a success because of the volunteerism this city has. y A new business opened in the city called Mannequin Boutique that sells gently used clothes and donates proceeds to local charities. Commissioner Rechtin    lC The city had estimated 120,000 people attend Italian Fest this past weekend. The two people that started this festival are still volunteering. Thanked public works and the city manager for improving the Wagon Wheel Bridge. Amazed by the volunteers who planted flowers at Buena Vista Park and cleaned up litter    in the city. ca Italian Fest had significant volunteer participation. The Clifton Neighborhood Association is staffing a booth at Homearama. Terry and Carl got married; they are a couple that advocates for LGBTQ+ rights in our  ffi city, and I wish them the best. Cincinnati Rowing Junior Club had eight rowers who took second place for the second consecutive year.  O On April 24th, the city had an ordinance first reading for outdoor dining, and some businesses reached out and felt that this was not inclusive enough, so some amendments were requested. When will we be having a second reading of this? City Manager Thomas Fromme said this would be brought up later. With the requested An amendments, they are significant enough to have to start this process over with a first and second reading. Vice Mayor Fennell  Thanked Mike Bezold with KYTC on the bridge updates. ot   Would like KYTC to come back and provide updates on the Brent Spence Bridge project since this will affect our city. Thanked the volunteers and staff for their involvement in Italian Fest. N  The Garden Walk had a good turnout. Mayor Guidugli Jr.  June has been a busy month for the city. We had the Garden Walk, Italian Fest, and Homearama.  Trees and pollinators are being planted in the city.  Juneteenth Celebration will be held Friday, June 16th.
