CITY OF NEWPORT, KY REGULAR MEETING OF THE BOARD OF COMMISSIONERS Monday, July 22, 2024 MINUTES Call to Order: Vice Mayor Beth Fennell called a regular meeting to order on July 22, 2024, at 7:00 p.m. in the op Multipurpose Room of the Newport Municipal Building at 998 Monmouth Street. The meeting was opened with a silent invocation and the Pledge of Allegiance. In attendance were: y Commissioner Radwanski, Commissioner Smith-Morrow, Commissioner Rechtin, Vice Mayor Fennell, City Attorney Daniel Braun, Police Chief Christopher Fangman, Fire Chief Frank lC Peluso, and City Clerk Tiffany Myers. Absent was Mayor Guidugli Jr. PRESENTATIONS, AWARDS, PROCLAMATIONS  ca Vice Mayor Beth Fennell read a proclamation for Nick Miller PUBLIC FORUM  Mel Bomprezzi, 841 Washington Ave., asked if the Board was looking into updating the ffi Fireworks Ordinance for residential fireworks being lit off too close to buildings. City Attorney Dan Braun stated the city has been looking into this. APPROVAL OF MINUTES O A motion by Commissioner Smith-Morrow, seconded by Commissioner Rechtin, to approve the Regular Meeting minutes from June 17, 2024, and Special Meeting minutes from June 18, 2024, as presented. Motion carried- so ordered. An NEW BUSINESS COMMISSIONERS ORDER NO. R-2024-48 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING MAYOR THOMAS L. GUIDUGLI, JR. TO ENTER INTO AND EXECUTE AN ot AGREEMENT WITH THE KENTUCKY TRANSPORTATION CABINET REGARDING THE KY 9 RECONSTRUCTION PROJECT RELATING TO NEW OUTFALL UNDER THE FLOODWALL. N A motion by Commissioner Rechtin, seconded by Commissioner Smith-Morrow, to approve Order R-2024-48 as read. FROMME TO ACCEPT THE BIDS OF VARIOUS SUPPLIERS FOR THE DEPARTMENT OF COMMUNITY SERVICES PURSUANT TO BIDS RECEIVED JULY 2, 2024. A motion by Commissioner Radwanski, seconded by Commissioner Smith-Morrow, to approve Order R-2024-49 as read. R-2024-50 lC AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY, ACCEPTING THE BID OF AND AUTHORIZING THE CITY MANAGER THOMAS J. FROMME TO ENTER INTO AND EXECUTE A CONTRACT WITH RIEGLER BLACKTOP FOR THE BAUM STREET ASPHALT PAVING PROJECT. ca A motion by Commissioner Radwanski, seconded by Commissioner Smith-Morrow, to approve Order R-2024-50 as read. R-2024-51 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING AND ACCEPTING AN APPLICATION WITH THE COMMONWEALTH OF KENTUCKY DEPARTMENT OF LOCAL GOVERNMENT FOR UP TO $7,500,000 REGARDING THE RESTORATION OF GENERAL JAMES TAYLOR PARK AND AUTHORIZING MAYOR THOMAS L. GUIDUGLI, JR. TO ot EXECUTE AN AGREEMENT BETWEEN THE DEPARTMENT FOR LOCAL GOVERNMENT AND THE CITY OF NEWPORT FOR THE PROJECT AND FURTHER AUTHORIZING THE MAYOR TO ACT AS AUTHORIZED CORRESPONDENT FOR THE SAME N Comments:  City Attorney Dan Braun stated that this project was originally with Campbell County, but for some reason, the County did not want to do it, so they passed a resolution to give control of this project back to us. A motion by Commissioner Smith-Morrow, seconded by Commissioner Rechtin, to approve Order R-2024-51 as read. BOARD OF COMMISSIONERS' COMMENTS: Commissioner Ken Rechtin op  Want something more stringent on the books for the residential fireworks in the city. Commissioner Smith-Morrow  The Hometown Heroes banners are a huge success. y  Jungle Jam was another great event that took place in the city. lC  Excited to see the General James Taylor Park project moving forward.  Would like to review the Fireworks Ordinance and see what can be done. Commissioner Radwanski  Would like the city to look at other ways to get news out there. Not everyone uses social media platforms. ca  I presented a Proclamation on Mayor Guidugli’s behalf to Kenny Anderson at the Jungle Jam Event, which had 3,000 people present. ffi  Bev Holiday, John Hayden, and all the city staff involved in the planning process for the Jungle Jam event did a great job.  The city has many upcoming events, such as Newport Night Out and the Car Show. Vice Mayor Fennell O  Thank everyone for their patience tonight.  I agree that we need to review the Fireworks Ordinance.
