Call to Order:
Mayor Guidugli Jr. called a regular meeting to order on August 19, 2024, at 7:00 p.m. in the

Multipurpose Room of the Newport Municipal Building at 998 Monmouth Street. The meeting
was opened with a silent invocation and the Pledge of Allegiance.

A motion by Commissioner Smith-Morrow, seconded by Commissioner Rechtin, to approve the
Regular Meeting minutes from July 22, 2024, and Special Meeting minutes from July 30 and August
5, 2024, as presented. Motion carried- so ordered.

Ordinance O-2024-17 as read.

Comments:
City Manager Fromme advised the Board that there were only three options that we, as a city,
could choose from: opt-in, vote to put on the November ballot, or opt-out. During the legislative
session, the State passed the use of Medical Cannabis; this law will be in effect on January 1,
2025. This law restricts how and where a dispensary could be in a city and how one can apply to

receive medical cannabis. Also, if the city were to pass this, there is no guarantee that a medical
cannabis shop would open in the city because it is a lottery. If the Board decides to pass this, the
city must update the zoning to reflect the changes.
Charles Williams, a Newport resident, stated he is against this.
Jerry Peluso, Newport resident and business owner, is against this.

CITY MANAGER COMMENTS
Thanked the Board for their leadership in the bike plan.
I will write an article for the Voice News about the tax rate. The city will see a decrease of .45
cents. We plan to have the first reading in September before our regular BOC meeting and
the second reading at the regular BOC meeting on September 23.
There have been many complaints about the Campbell County PVA evaluations this year.
This was Newport’s year for assessments, and the city has nothing to do with this.

Reminded everyone about the September Mammoth Music and Arts Festival and the Car
Show in October.

Purple People Bridge will hopefully open in a few weeks. However, we do not have a
definitive date for its official reopening.
Many cities have been dealing with complaints about the Campbell County PVA
ca
assessments and the procedures for how these are conducted. This has made it to KLC to
review for the legislative session.
