CITY OF NEWPORT, KY SPECIAL MEETING OF THE BOARD OF COMMISSIONERS Monday, September 16, 2024 MINUTES Call to Order: Mayor Guidugli Jr. called a regular meeting to order on September 16, 2024, at 5:00 p.m. in the Multipurpose Room of the Newport Municipal Building at 998 Monmouth Street. The meeting was opened with a silent invocation and the Pledge of Allegiance. In attendance were: Commissioner Radwanski, Commissioner Smith-Morrow, Commissioner Rechtin, Vice Mayor Fennell, Mayor Guidugli Jr., City Manager Thomas Fromme, City Attorney Daniel Braun, Lt. Col. Herschel Day, Fire Chief Frank Peluso, Finance Director Lenny Kuntz, Finance Officer Matt Shipp, and City Clerk Tiffany Myers. Public Hearing: Property Tax Rate As required by statute, the following notice was published twice on LinkNKY (on September 2 and 9), and a notice was posted at the entrance of the city building. Pursuant to KRS 132.027, the City of Newport will hold its Public Hearing on Monday, September 16, 2024, at 5:00 p.m. The public hearing will be held at 998 Monmouth Street, 1st Floor Multi-Purpose Room, City of Newport, KY, to hear comments from the public regarding the 2024 proposed tax rate. Tax Rate Per $1000.00 of assessed value Revenue 2023 Tax Rate and 2.60 (Real) $ 2,580,367 Revenue Generated 2.74 (Personal) $ 263,248 2024 Proposed Tax Rate 2.15 (Real) $ 2,728,319 And Expected Revenue 2.59 (Personal) $ 278,433 2024 Compensating Rate 2.07 (Real) $ 2,623,383 And expected Revenue 2.49 (Personal) $ 267,724 Expected Revenue Generated 2.15 $ 0 From New Property The City of Newport proposes a tax rate that will exceed the compensating tax rate by levying a real property tax rate of 2.15 (per $1,000.00 of assessed value) and a personal property tax rate of 2.59 (per $1,000.00 of assessed value). The excess revenue generated will be utilized for general fund expenses. NEW BUSINESS: Page 1|3 FIRST READING OF COMMISSIONERS ORDINANCE NO. O-2024-18 AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY LEVYING AND ASSESSING AD VALOREM TAXES FOR CITY PURPOSES FOR THE FISCAL YEAR 2024 – 2025 ON ALL PROPERTY LOCATED WITHIN THE CITY. A motion by Commissioner Radwanski, seconded by Commissioner Smith-Morrow, to approve Ordinance O-2024-18 as read. COMMENTS:  City Manager Fromme and Finance Director Lenny Kuntz presented the tax rate presentation.  Ray, a Newport Resident, wanted to see a breakdown of the values of properties from the 2000s to the present. Finance Director Lenny Kuntz stated that he could get that information to him. R-2024-64 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING AND DIRECTING MAYOR THOMAS L. GUIDUGLI, JR. TO EXECUTE A SECOND AMENDMENT TO MASTER GROUND LEASE (AQUARIUM EXPANSION), EFFECTIVE AS OF MAY 31, 2023, BY AND BETWEEN THE CITY OF NEWPORT, KENTUCKY AND NOTL PROPERTY OWNER LLC. A motion by Commissioner Smith-Morrow, seconded by Vice Mayor Fenell, to approve Order R-2024-64 as read. Roll Call: Commissioner Smith-Morrow Yes Commissioner Rechtin Yes Vice Mayor Fennell Yes Commissioner Radwanski Yes Mayor Guidugli Yes Motion 5-0. Motion carried- so ordered. EXECUTIVE SESSION: A motion by Commissioner Radwanski, seconded by Commissioner Smith-Morrow, to go into Executive Session pursuant to KRS 61.810 (F): Discussions or hearings that might lead to the appointment, discipline, or dismissal of an employee, member, or student without restricting that employee’s, member’s, or student’s right to a public hearing if requested.
