CITY OF NEWPORT, KY SPECIAL MEETING OF THE BOARD OF COMMISSIONERS January 13, 2025 Minutes Call to Order: Mayor Guidugli Jr. called a special meeting to order on January 13, 2025, at 6:30 p.m. in the Multipurpose Room of the Newport Municipal Building at 998 Monmouth Street. The meeting was opened with a silent invocation and the Pledge of Allegiance. In attendance were: Commissioner Radwanski, Vice Mayor Smith-Morrow, Commissioner Rechtin, Commissioner Sutherland, Mayor Guidugli Jr., City Manager John Hayden, Assistant City Manager Brian Steffen, City Attorney Dan Braun, Police Chief Christopher Fangman, Fire Chief Frank Peluso, and City Clerk Tiffany Myers. OATH OF OFFICE ADMINISTERED TO COMMISSIONERS & MAYOR  The Honorable Supreme Court Justice Michelle Keller administered the Oath for the 2025-2027 term for the Commissioners and 2025-2029 for the Mayor. PERSONNEL ORDERS COMMISSIONERS ORDER NO. R-2025-01 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY, APPOINTING JULIE SMITH-MORROW TO THE POSITION OF VICE MAYOR IN THE CITY OF NEWPORT, KENTUCKY EFFECTIVE JANUARY 1, 2025. A motion by Commissioner Radwanski, seconded by Commissioner Sutherland, to approve Order R-2025-01 as read. Roll Call: Commissioner Radwanski Yes Commissioner Sutherland Yes Vice Mayor Smith-Morrow Abstain Commissioner Rechtin Yes Mayor Guidugli Yes 5-0- Motion carried- so ordered. COMMISSIONERS ORDER NO. R-2025-02 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY, APPOINTING MELISSA HOFFSTEDDER TO THE POSITION OF PAYROLL/ACCOUNTS PAYABLE SPECIALIST IN THE FINANCE DEPARTMENT EFFECTIVE JANUARY 20, 2025. A motion by Vice Mayor Smith-Morrow, seconded by Commissioner Rechtin, to approve Order R-2025-02 as read. CONSENT AGENDA FIRST READING OF COMMISSIONER ORDINANCE NO. O-2025-03 AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AMENDING SECTION 31.42 OF THE CODE OF ORDINANCES REGARDING PERSONNEL WITHIN THE OFFICE OF THE CITY MANAGER. FIRST READING OF COMMISSIONERS ORDINANCE NO. O-2025-04 AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AMENDING SECTION 31.48 OF THE CODE OF ORDINANCES REGARDING THE PLANNING AND DEVELOPMENT DEPARTMENT. SECOND READING OF COMMISSIONERS ORDINANCE NO. O-2024-20 AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AMENDING SECTION 31.44 OF THE CODE OF ORDINANCES REGARDING PERSONNEL WITHIN THE POLICE DEPARTMENT. A motion by Commissioner Rechtin, seconded by Commissioner Radwanski, to approve the Consent Agenda as presented with the amendment for Ordinance O-2025-03 for an assistant to the city manager. APPROVAL OF MINUTES A motion by Commissioner Rechtin, seconded by Vice Mayor Smith-Morrow, to approve December 9, 2024, Regular Minutes as presented. Motion carried- so ordered. NEW BUSINESS: FIRST READING OF COMMISSIONERS ORDINANCE NO. O-2024-02 AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AMENDING SECTIONS 30.025(A) AND (B) OF THE CODE OF ORDINANCES REGARDING MEETINGS. A motion by Commissioner Radwanski, seconded by Commissioner Rechtin, to approve O-2024-02 as read. COMMISSIONERS ORDER NO. R-2025-03 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING AND DIRECTING THE CITY MANAGER TO ENTER INTO AND EXECUTE A SHORT FORM LEASE AGREEMENT WITH STRYKER SALES, LLC FOR THE PURCHASE OF EQUIPMENT TO BE USED IN THE FIRE/EMS DEPARTMENT. A motion by Commissioner Radwanski, seconded by Commissioner Rechtin, to approve R-2025-03 as read. DEPARTMENT HEAD COMMENTS  Police Chief Fangman congratulated the Mayor and Commissioners on their new terms in office.  Assistant City Manager Brian Steffen thanked the public works department for keeping up with the snowstorms. CITY MANAGER COMMENTS  Public works did a great job in the snowstorm clearing the streets.  Thanked the police department for taking the initiative to clear out lots for the emergency crews to get through during the snowstorms.  My goal is to increase transparency efforts.  We are also looking at ways to enhance the website for everything to be more accessible. BOARD OF COMMISSIONERS' COMMENTS Commissioner Sutherland  Thanked the public for their votes.  Public works did a great job in the snowstorms.  Excited to be working for John and Brian. They have a lot of cutting-edge ideas to help bring Newport forward.  Offered condolences for the recent passing of Pat Crowley. Page 3|4 Commissioner Rechtin  Congratulated the Mayor and Commissioners on their new terms  Ray Ebert did a great job in the recent snowstorms  Offered his condolences for the recent passing of Pat Crowley and Jimmy Carter. Commissioner Radwanski  Congratulated all the mayor and commissioners.  Public works did a great job in the snowstorms. Vice Mayor Smith-Morrow  Thanked the citizens for their support.  Happy to see the city is promoting within.  Public works did a great job in the snowstorms.  In Campbell County, St. Paul Episcopal Church operates a cold shelter to help those in need during this cold weather. Mayor Guidugli  Thanked the citizens for showing up tonight and supporting the commissioners and myself with the swearing-in of the Ceremony. ADJOURNMENT A motion by Commissioner Radwanski, seconded by Commissioner Rechtin, to adjourn the meeting. Motion carried—so ordered.
