CITY OF NEWPORT, KY CAUCUS AND SPECIAL MEETING OF THE BOARD OF COMMISSIONERS February 3, 2025 MINUTES Newport Municipal Building, 998 Monmouth Street, 1st Floor Multi-Purpose Room Call to Order: A caucus meeting was called to order by Mayor Guidugli Jr. on February 3, 2025, at 6:30 p.m. in the Multipurpose Room of the Newport Municipal Building at 998 Monmouth Street. In attendance were: Commissioner Radwanski, Vice Mayor Smith-Morrow, Commissioner Sutherland, Commissioner Rechtin, Mayor Guidugli Jr., City Manager John Hayden, Assistant City Manager Brian Steffen, City Attorney Daniel Braun, Police Chief Christopher Fangman, Fire Chief Frank Peluso, and City Clerk Tiffany Myers. PRESENTATION: Megan Golike from Habitat for Humanity gave a presentation on the services they offer. PUBLIC FORUM: Those in the audience who wished to address the Board or Habitat for Humanity could do so. ADJOURNMENT OF CAUCUS MEETING: With no further business to discuss, Mayor Guidugli Jr. adjourned the meeting. The meeting was opened with a silent invocation and the Pledge of Allegiance. In attendance were: Commissioner Radwanski, Vice Mayor Smith-Morrow, Commissioner Rechtin, Commissioner Sutherland, Mayor Guidugli Jr., City Manager John Hayden, Assistant City Manager Brian Steffen, City Attorney Dan Braun, Police Chief Christopher Fangman, Fire Chief Frank Peluso, and City Clerk Tiffany Myers. PERSONNEL ORDERS: COMMISSIONERS ORDER NO. R-2025-11 AN ORDER OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING AND DIRECTING CITY MANAGER JOHN HAYDEN TO EXECUTE AN EMPLOYMENT AGREEMENT WITH MICHAEL WOLOSHIN FOR VARIOUS LEGAL SERVICES. A motion by Commissioner Radwanski, seconded by Vice Smith-Morrow, to approve Commissioners Order R-2025-11, as read. A motion by Vice Mayor Smith-Morrow, seconded by Commissioner Radwanski, to approve Commissioners Order R-2025-12, as read. A motion by Commissioner Rechtin, seconded by Commissioner Radwanski, to approve Commissioners Order R-2025-13, as read. A motion by Commissioner Radwanski, seconded by Vice Mayor Smith-Morrow, to approve Commissioners Order R-2025-14, as read. OLD BUSINESS: SECOND READING OF COMMISSIONERS ORDINANCE NO. O-2025-01 AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY AMENDING SECTION 31.44 OF THE CODE OF ORDINANCES REGARDING PERSONNEL WITHIN THE POLICE DEPARTMENT. A motion by Commissioner Radwanski, seconded by Vice Mayor Smith-Morrow, to approve Commissioners Ordinance O-2025-01, as read. Roll Call: Vice Mayor Smith-Morrow Yes Commissioner Rechtin Yes Commissioner Radwanski Yes Commissioner Sutherland Yes Page 3|4 Mayor Guidugli Yes 5-0- Motion carried- so ordered. NEW BUSINESS: RESOLUTION NO. R-2025-15 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE CITY OF NEWPORT, KENTUCKY, OPPOSING ANY BILLS BROUGHT FORTH DURING THE 2025 KENTUCKY GENERAL ASSEMBLY SESSION BY ANY MEMBER OF THE KENTUCKY LEGISLATURE, IN FULL OR IN PART, THAT PROVIDES FOR THE CENTRALIZED COLLECTION OF LOCAL OCCUPATIONAL BUSINESS FEES/TAXES BY THE COMMONWEALTH OF KENTUCKY. A motion by Commissioner Radwanski, seconded by Vice Mayor Smith-Morrow, to approve Resolution R-2025-15 as read. Subject: Agenda Overview for Newport Board of Commissioners Meeting — February 3, 2025 Please find attached the agenda for the upcoming Newport Board of Commissioners meeting, which is scheduled for Monday, February 3, 2025, at 6:30 PM. The city is hosting a caucus meeting and will have habitat for’ Humanity provide a presentation about Veterans programs and grant opportunities for Community Improvement. A special meeting will follow immediately after the caucus meeting. The meeting items are listed below. 1. Personnel- This is a contractual position for’ an attorney to cover citizen board meetings, primarily Board of Adjustments, Historic Preservation, Code and Tree Boards. Michael Woloshin will be appointed to this role. Michael has operated a law practice in Newport for approximately fifteen years. 2. Personnel- This is the official appointment of Daylin Garland and Kim Colston for their respective roles in Parks and Recreation. 3. Personnel- This item is for’ the appointment of the Economic Development Coordinator’. John Willis a Newport resident has been chosen for this position. 4. Resolution- Upcoming Board Action: Resolution to Oppose Proposed Legislation Key Details: -KLC anticipates a bill creating a statewide occupational license tax collection clearinghouse -Proposal marketed as” voluntarily" tax collection method -Pervious similar attempt failed in 2012 -Primary Concerns: -Creates administrative confusion for taxpayers and city administrators -Threatens local control of critical revenue sources, which especially harms Newport's revenue stream -Potential expansion to include Insurance Premium Tax collection Current Landscape: -Gaining statewide support as KLC's 2025 priority -Already opposed by Northern Kentucky municipalities (Fort Wright, Crestview Hills, Boone County) This summary highlights the key agenda items for the meeting.
