NEWPORT HISTORIC PRESERVATION COMMISSION June 5, 2024 5:00 p.m. Special Call Meeting Minutes CALL TO ORDER AND ROLL CALL A Special Call meeting was called to order by NHPC Chair Nick Miller on June 5, 2024, at 5:00 pm in the Multipurpose Room of the Newport Municipal Building at 998 Monmouth Street. Commission members present were Ken Clift, Mary Beth Crocker, Michael Haas, Mike Kolb, Mark Ramler, and Nick Miller. Commissioner Scott Fleckinger was absent. William Summe, Assistant City Attorney, and Jennifer Williams, Acting Historic Preservation Officer, were present. The meeting was held in person in conjunction with a live stream on Newport’s YouTube page. APPROVAL OF MINUTES Commissioner Clift moved to approve the minutes as corrected from the May 22, 2024 meeting, seconded by Commissioner Crocker. Motion passed unanimously. PUBLIC HEARING ITEMS 1. Application for Certificate of Appropriateness to replace non-original windows with fiberglass windows in the East Row Local Historic District at 717 Park Ave., Newport, KY 41071 (HP 2400569) Requested By: Barbara Fowler Comments:  Assistant City Attorney William Summe swore in any of those who wished to testify about a project that evening.  Acting Historic Preservation Officer Jennifer Williams gave a staff report.  Chair Miller discussed the Newport Historic Design Review Guidelines’ requirement to replace vinyl windows with wood windows and the precedent of requiring wood on the front but being more flexible on the sides of the home.  Homeowner Mike Johnson spoke about the use of non-wood windows elsewhere in the district. He and applicant Barbara Fowler discussed their budget for the project.  Gilkey Windows representative Bob Cohen spoke about the fiberglass windows the applicants wished to use.  A discussion took place about the pros and cons of wood windows. Motion by Chair Miller, seconded by Commissioner Ramler, to approve the Certificate of Appropriateness with the stipulation that the applicants 1|Page put wood windows on the front and fiberglass windows on the side with the option of placing vinyl windows on the side according to their budget and timeline requirements, and that the bay window be configured as one- over-one. Hearing regarding the painting of unpainted masonry in the East Row Local Historic District at 514 E. 6th St., Newport, KY 41071 (HP 2400571) Requested By: City of Newport Comments:  Acting Historic Preservation Officer Jennifer Williams gave a staff report.  Homeowner Andrea Holthouse spoke about her work restoring her home and argued that she should be permitted to paint the remainder of the side of her home.  The Commission discussed concerns about setting precedent and the hazards of painting unpainted historic masonry. A motion by Chair Miller, seconded by Commissioner Kolb, to deny the application to paint the dormer and require the removal of the primer currently in place at 514 E 6th based on the findings of fact and testimony presented at the hearing. (HP 2400572) Requested By: City of Newport 2|Page A motion by Commissioner Crocker, seconded by Chair Miller, to change the meeting time to 5:00 pm.
