Regular Meeting Minutes
CALL TO ORDER AND ROLL CALL
A regular meeting was called to order by NHPC Chair Nick Miller on July 24,
2024, at 5:00 pm in the Multipurpose Room of the Newport Municipal Building at

998 Monmouth Street. Commission members present were Ken Clift, Mary Beth
Crocker, Scott Fleckinger, Michael Haas, Mike Kolb, and Nick Miller.

Commissioner Mark Ramler was absent. William Summe, Assistant City
Attorney, and Jennifer Williams, Historic Preservation Officer, were present. The
meeting was held in person in conjunction with a live stream on Newport’s
YouTube page.
APPROVAL OF MINUTES

Commissioner Clift moved to approve the minutes as corrected from the June

5th, 2024 Special Call meeting, seconded by Commissioner Crocker. Motion
passed unanimously.
PUBLIC HEARING ITEMS

1. Application for Certificate of Appropriateness to replace a
cinderblock retaining wall with Allan Block at 332 E 2nd St., Newport,

Comments:
An Assistant City Attorney William Summe swore in any of those who
wished to testify about a project that evening.
Acting Historic Preservation Officer Jennifer Williams gave a staff
report.
Applicant Todd Majors spoke in favor of the project.
Chair Miller noted that cinderblock is not considered a contributing
ot material.
Findings of Fact – Chair Miller noted the following:
N o The proposed work is consistent with the Design Review
Guidelines that govern the property.
o The proposed work is not replacing historic materials, is an
improvement to the appearance of the property, and will not
harm the historic character of the property.
o The proposed work is consistent with work done elsewhere
in the district.

A motion by Chair Miller, seconded by Commissioner Kolb, that the
Commission approves the COA request.

door that has been converted to a window at 735 Monroe St.,

Acting Historic Preservation Officer Jennifer Williams gave a staff
report.

Applicant Amber Gerdsen spoke in favor of the project.
A discussion ensued on how to ensure that observers could see
what was originally there.

Findings of Fact – Chair Miller noted the following:
o The proposed work is consistent with the Design Review
Guidelines because it is not altering an original opening.

o There will be no harmful effect of the proposed work on the
historic character of the property because it has already
been altered; this is a second alteration which will leave in
architectural details.
An o The proposed work does not affect the surrounding
properties in any way.
A motion by Chair Miller, seconded by Commissioner Crocker, that the
Commission approves the COA application with the condition that the
ot lintel be maintained in place, the sill be removed, the window frame be
removed, and the brick not be toothed in.

The Commission and the potential applicant discussed a potential
application and how the Guidelines would be applied to their project, were
a full application to be completed.

Historic Preservation Officer Jennifer Williams and the Commission
thanked Chair Miller for his years of service to and leadership of the
