Regular Meeting Minutes
CALL TO ORDER AND ROLL CALL
A regular meeting was called to order by NHPC Vice Chair Mike Kolb on August
28, 2024, at 5:09 pm in the Multipurpose Room of the Newport Municipal Building
at 998 Monmouth Street. Commission members present were Ken Clift, Mary
Beth Crocker, Scott Fleckinger, Michael Haas, Mike Kolb, and Mark Ramler.
John Hayden, Assistant City Manager, and Jennifer Williams, Historic
Preservation Officer, were present. The meeting was held in person in
conjunction with a live stream on Newport’s YouTube page.
PRESENTATIONS
Historian and Heritage Preservation Officer Scott Clark discussed the
2025 Historic Preservation Conference to be held in Newport.
Kentucky Heritage Council Site Protection Program Administrator Nicole
Konkol discussed the Section 106 process and invited Commission
members to weigh in on Section 106 reviews.
APPROVAL OF MINUTES
Commissioner Crocker moved to approve the minutes of the July 24, 2024
regular meeting, seconded by Commissioner Ramler. Motion passed
unanimously.
Commissioner Ramler moved to approve the minutes of the August 7,
2024 working session, seconded by Commissioner Fleckinger. Motion
passed unanimously.
PUBLIC HEARING ITEMS
1. Election of a Chairperson for the Newport Historic Preservation
Commission (HP 2400885)
Requested by: City of Newport
A motion by Commissioner Fleckinger, seconded by Commissioner Clift,
to nominate Commissioner Kolb for Chair.

A motion by Commissioner Fleckinger, seconded by Commissioner
Crocker, to nominate Commissioner Ramler for Vice Chair.

3. Application for a Certificate of Appropriateness to build a detached
garage at 503 E. 4th St., Newport, KY 41071 (HP 2400726)
Requested by: Clay O’Daniel
Comments:
Assistant City Manager John Hayden swore in all who wished to
testify during the evening’s public hearings.
Historic Preservation Officer Jennifer Williams gave a staff report.
Applicant Clay O’Daniel spoke in favor of the project.
Vice Chair Ramler asked whether the windows would be a darker
color than the rest of the garage; Mr. O’Daniel replied in the
affirmative.
A discussion ensued on the garage’s visibility.
Findings of Fact – Chair Kolb noted the following:
o The proposed work is consistent with the Design Review
Guidelines.
o The proposed design will not be highly visible from the public
right of way and will not effect the historic character of the
property.
o The proposed design will not be highly visible from the street
but even so the design will complement the surrounding
historic properties.
A motion by Chair Kolb, seconded by Vice Chair Ramler, to approve the
COA application, with the stipulation that the applicants use one-over-one,
wood windows.

4. Application for a Certificate of Appropriateness to replace side vinyl
windows with vinyl windows at 922 Monroe St., Newport, KY 41071

Comments:
Historic Preservation Officer Jennifer Williams gave a staff report.
Applicant Edward Lauterbach spoke in favor of the project.
A discussion ensued on the visibility of the windows in question and
concern about the effect of vinyl on the district.
The Commission asked the applicant to explore wood windows as
an option, and Mr. Lauterbach agreed.
A motion by Vice Chair Ramler, seconded by Commissioner Fleckinger, to
table the COA application to give the applicant time to investigate using
wood windows instead.

Comments:
Historic Preservation Officer Jennifer Williams gave a staff report.
Applicant Ramzi Nuseibeh spoke in favor of the project.
A discussion ensued on the visibility of the windows in question and
the condition of the property.
The Commission asked the applicant to use wood for the two
windows closest to the public right of way and vinyl for the others,
and Mr. Nuseibeh agreed.

Findings of Fact – Vice Chair Ramler noted the following:
o The proposed project is being granted an exception to the
Guidelines due to low visibility.
o There will be minimal effect on the integrity of the property.
o There will be minimal impact on the district.
A motion by Vice Chair Ramler, seconded by Commissioner Crocker, to
approve the COA with the stipulation that the two highly visible windows
on the side be two-over-two wood windows, and the remaining be vinyl,
two-over-two, which black frames.

6. Application for a Certificate of Appropriateness to alter the roofline
and install a rooftop deck at 216 Park Ave., Newport, KY 41071 (HP

Comments:
Historic Preservation Officer Jennifer Williams gave a staff report.
Applicant Mark Cooper spoke in favor of the project.
A discussion ensued on the visibility of the deck and the planter box
on the Park Ave. side of the deck.
Findings of Fact – Vice Chair Ramler noted the following:
o The proposed project meets the Guidelines because it is on
a secondary façade and has minimal visibility.
o It preserves the appearance of the original roofline, and the
applicant had made a concerted effort to minimize the visual
effect of the deck while maintaining the visual integrity of the
property from the public right-of-way
o There will be minimal impact on the district.
A motion by Vice Chair Ramler, seconded by Commissioner Clift, to
approve the COA as proposed.
