ACTION: A REQUEST TO ADOPT AN ORDINANCE
AUTHORIZING THE CONVEYANCE OF SURPLUS
CITY-OWNED PROPERTY LOCATED AT 1214 29TH
STREET TO THE NEWPORT NEWS
REDEVELOPMENT AND HOUSING AUTHORITY
(NNRHA) AND AUTHORIZING THE CITY MANAGER
TO EXECUTE ALL DOCUMENTS NECESSARY TO
EFFECTUATE THE TRANSACTION.
BACKGROUND: l NNRHA requested that the City convey surplus, City-
owned property located in the Southeast Community
to the NNRHA.
l The vacant parcel is identified as 1214 29th Street.
l The NNRHA intends to convey the parcel to Habitat
for Humanity for the development of a single family
home.
l The City Manager recommends approval.

ORDINANCE NO. _______________
AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE
AND THE CITY CLERK TO ATTEST ON BEHALF OF THE CITY OF NEWPORT NEWS
ANY AND ALL DOCUMENTS NECESSARY TO EFFECTUATE THE CONVEYANCE OF
CERTAIN CITY PROPERTY DESCRIBED HEREIN TO NEWPORT NEWS
REDEVELOPMENT AND HOUSING AUTHORITY.
WHEREAS, the City of Newport News (the “City”) is the owner of a certain vacant parcel
of land acquired for delinquent taxes for which it has no public use; and
WHEREAS, the Newport News Redevelopment and Housing Authority (NNRHA) has
indicated an interest in acquiring the vacant parcel; and
WHEREAS, the proposed conveyance has been investigated by appropriate City
departments and agencies and determined to be surplus, and the City Manager recommends that
the conveyance be consummated; and
WHEREAS, the Council of the City of Newport News concurs with the City Manager’s
recommendation and wishes to approve and authorize the proposed conveyance.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Newport News,
Virginia:
1. That it desires to and hereby does authorize and direct the City Manager to execute
and the City Clerk to attest on behalf of the City any and all documents, including deeds, necessary
to effectuate the conveyance, by special warranty, of the following property to the Newport News
Redevelopment and Housing Authority:
1214 - 29th Street
#301.0401-16
Lot 42, Block 10-D
The City Manager shall not execute documents until they have been reviewed and approved by the
City Attorney. The City Manager and City Attorney are hereby authorized to resolve title issues
or other matters necessary to effectuate the conveyance of the properties to the Authority.
2. That this Ordinance shall be effective from and after the date of its adoption, April
9, 2013.

ACTION: CITY COUNCIL WILL RECEIVE COMMENTS FROM THE
PUBLIC ON THE CITY MANAGER'S FISCAL YEAR 2014
RECOMMENDED OPERATING BUDGET.
BACKGROUND: l This is the first of two advertised public hearings on the
City Manager's recommended operating budget for the
upcoming fiscal year.
l The second public hearing will be held at 7:00 p.m. on
Thursday, April 11, 2013, at Mary Passage Middle School,
located at 400 Atkinson Way.

BACKGROUND: l The City has made many renovations to the Justice
Building as recommended in the 2003 Hampton-
Newport News Community Services Board
(HNNCSB), Facilities Plan, CSB Central Extract.
l The final phase of the project will be the upgrading of
the existing elevators.
l The project addresses the purchase and installation of
new equipment and wiring to replace and update the
existing elevators.
FISCAL IMPACT: l The total estimated project cost including contingencies
is $425,000.
l Funding of $200,000 is available from the FY 2013
Bonds Authorized and Unissued, Public Buildings
category.
l The remaining $225,000 is available from previously
appropriated funds in the Public Building category.
l The City Manager recommends approval.

BACKGROUND: l The City has received additional Transportation
Enhancement Grant Funds in the amount of $500,000 for
the rehabilitation phase of the Lee Hall Depot project.
l The work performed in this phase will include
installation of restroom facilities, handicap accessibility,
and interior renovations.
FISCAL IMPACT: l A required local match of $125,000 is available from FY
2013 Cash Capital, which was appropriated as part of the
FY 2013 Operating Budget.
l The City is required to front-fund the project, with
quarterly reimbursements as expenses are submitted.
l The City Manager recommends approval.

BACKGROUND: l Richneck Road has a narrow pavement section with
ditches on both sides which is hazardous to travelers.
l This Richneck Road Improvements Phase 2 Project
connects to the Richneck Road Improvements Phase
1 Project.
l The construction of improvements includes new
sidewalk, curb and gutter, pavement, storm sewer
system, sanitary sewer upgrades, water upgrades,
and traffic calming.
FISCAL IMPACT: l The total estimated project cost is $3,979,413.
l The City has received $1,750,000 from the State
Revenue Sharing Program to fund a portion of this
project.
l The remaining funding sources are as indicated in
this item's action above, in addition to $221,672
from previously appropriated funds.
l The City Manager recommends approval.
