BACKGROUND: At its November 28, 2017 meeting, City Council received one bid in response to a request to receive bids for granting an utility easement over City-owned property located at 161 Picketts Line, along Dozier Road. The successful bidder was Virginia Electric Power Company (d/b/a Dominion Energy Virginia). The easement is needed as part of its Strategic Underground Initiative. BACKGROUND: NNRHA has requested that the City convey City-owned property, located at 646 Hampton Avenue to NNRHA in support of its revitalization activities in the southeast community. NNRHA, in turn, would then convey the property to Habitat for Humanity for the purpose of constructing a single family home with the support of Newport News Shipbuilding. This will be the 16th home funded and constructed by employees of Newport News Shipbuilding, of which 13 have been constructed within the city. The City Manager recommends approval. WHEREAS, City Code Sec. 2-614 requires that the Council of the City of Newport News set the number of days which is sufficient for the Board of Review of Real Estate Assessments (the “Board”) to complete its work for each year; and WHEREAS, the Commissioner of the Revenue’s office acts as the staff to the Board and the Commissioner recommends that ten (10) days be allotted for the work of the Board; and WHEREAS, the City Manager concurs with the recommendation that ten (10) days be allotted for the work of the Board. Memorandum of Agreement between the City of Newport News and the U.S. Coast Guard (USCG) for Enforcement of Maritime Safety and Security Zone ACTION: A REQUEST TO APPROVE A RESOLUTION APPROVING A MEMORANDUM OF AGREEMENT (MOA) BETWEEN THE CITY OF NEWPORT NEWS, VIRGINIA AND THE U.S. COAST GUARD (USCG) FOR ENFORCEMENT OF MARITIME SAFETY AND SECURITY ZONES. BACKGROUND: The City of Newport News has been a party to a Memorandum of Agreement (MOA) with the USCG for enforcement of maritime safety and security zones since 2008. The current agreement outlines the legal authority for enforcement action by the USCG and the Newport News Police Department. Responsibilities of the Captain of the Port (COTP), Hampton Roads, Virginia and the Newport News Police Chief are outlined regarding joint operations, use of force, and patrol and enforcement authority of Newport News Police Officers. BACKGROUND: Dominion Energy Virginia has approached the City and requested permission to erect two (2) interpretive/educational signs. The signs contain historical and educational information pertaining to the James River and its tributaries. These signs, as well as eight others to be placed along the lower James River waterfront, are required as a stipulation of multiple agencies' approval of the Memorandum of Understanding (MOU) for the proposed Surry-Skiffes Creek- Whealton Transmission Line Project. The signs will be placed at Denbigh Park Boat Ramp and Riverview Farm Park. City staff from Parks, Recreation and Tourism have reviewed and approved the text and illustrations on the proposed signs. Under the proposed license agreement, Dominion Energy Virginia would be responsible for fabricating, installing and maintaining the signs. The agreement requires Dominion Energy to relocate the signs  in the future if desired or needed by the City. The license agreement is revocable by either party with 30 days prior notice. FISCAL IMPACT: Dominion Energy Virginia would pay a one-time license fee of $500 for authorization to place the two signs on the City's property. The City Manager recommends approval. Resolution Approving the Issuance of Multi-Family Housing Revenue Bonds by Newport News Redevelopment and Housing Authority (NNRHA) in an Amount Not to Exceed $18 Million for the Benefit of CC Newsome, LLC and The Soundview Townhomes Project ACTION: A REQUEST TO APPROVE A RESOLUTION APPROVING THE ISSUANCE OF MULTI-FAMILY HOUSING REVENUE BONDS BY NEWPORT NEWS REDEVELOPMENT AND HOUSING AUTHORITY (NNRHA) IN AN AMOUNT NOT TO EXCEED $18 MILLION FOR THE BENEFIT OF CC NEWSOME, LLC AND THE SOUNDVIEW TOWNHOMES PROJECT. BACKGROUND: CC Newsome, LLC desires to acquire and renovate an existing apartment complex consisting of 250 units to be known as Soundview Townhomes located 827- 41st Street. In order to assist with the financing of the project, CC Newsome, LLC sought the NNRHA's issuance of Multi- Family Housing Revenue Bonds in an amount not to exceed $18 million. NNRHA approved a resolution at its November 21, 2017 Board meeting for issuance of the bonds for the benefit of CC Newsome, LLC and the Soundview Townhomes Project and held the required public hearing. NNRHA recommends that City Council approve the issuance of the NNRHA bonds as required by the statute and the Internal Revenue Code. The City Manager recommends approval.
