ACTION: A RESOLUTION RECOMMENDING ADOPTION OF THE
MARSHALL-RIDLEY CHOICE NEIGHBORHOOD
TRANSFORMATION PLAN.
BACKGROUND: The Plan is the product of a Choice Neighborhoods Initiative
Planning Grant award from the Department of Housing and
Urban Development (HUD) and an 18 month community-
driven planning process.
The Plan has three components: Neighborhood, Housing, and
People, with each component addressing different elements of
resident self-sufficiency and stability.
On May 2, 2018, the Planning Commission voted unanimously
6:0 to recommend endorsement of the Plan.

A RESOLUTION OF THE NEWPORT NEWS CITY COUNCIL RECOMMENDING ADOPTION OF
THE MARSHALL-RIDLEY CHOICE NEIGHBORHOOD TRANSFORMATION PLAN.
WHEREAS, the Newport News City Council has before it this day the Transformation Plan for the
Marshall-Ridley Choice Neighborhood (MRCN). With the award of a Choice Neighborhoods Initiative
(CNI) Planning Grant funded by the U.S. Department of Housing and Urban Development (HUD) on
June 28, 2016, co-applicants of the grant, the City of Newport News and the Newport News
Redevelopment & Housing Authority (NNRHA), led an 18 month community-driven planning process
resulting in the Marshall-Ridley Choice Neighborhood Transformation Plan; and
WHEREAS, the planning process included the formation of several committees and task forces to
address specific components of the Transformation Plan including the Steering Committee, Citizen
Advisory Committee, Neighborhood Task Force, Housing Task Force, People Task Force, and Early
Action Activities Subcommittee; and
WHEREAS, from the time the planning process began, a variety of special events, workshops, task
force meetings, and other activities gave residents of all ages the opportunity to be involved and shape the
Plan; and
WHEREAS, the MRCN Transformation Plan was completed in May of 2018; and
WHEREAS, the Transformation Plan contains three individual components: Neighborhood,
Housing, and People Plans, the lines within and between the components are intentionally blurred as the
goals and strategies are designed to complement one another and work together to maximize the overall
neighborhood revitalization effort; and
WHEREAS, the Transformation Plan contains inter-related recommendations to include connecting
MRCN residents with excellent businesses, services, schools, and safe streets; providing diverse,
accessible mixed-income housing options; and improving access to the knowledge, resources, and
amenities that allow residents to be active, healthy, and self-sufficient; and
WHEREAS, on May 2, 2018, the Newport News Planning Commission voted unanimously to
recommend that the City Council approve and adopt the Marshall-Ridley Choice Neighborhood
Transformation Plan; and
WHEREAS, the CNI Steering Committee, comprised of representatives of the City of Newport
News, NNRHA, partner organizations, and MRCN residents, endorsed the Marshall-Ridley Choice
Neighborhood Transformation Plan as reported on May 3, 2018.
NOW, THEREFORE BE IT RESOLVED, that the City Council for the City of Newport News,
Virginia, hereby approves and adopts the Marshall-Ridley Choice Neighborhood Transformation Plan.

ACTION: A REQUEST TO ADOPT AN ORDINANCE AUTHORIZING
AND DIRECTING THE CITY MANAGER TO EXECUTE
ANY AND ALL DOCUMENTS, INCLUDING DEEDS,
NECESSARY TO EFFECTUATE THE CONVEYANCE OF A
CITY-OWNED PARCEL LOCATED AT 1014 28TH STREET
TO THE NEWPORT NEWS REDEVELOPMENT AND
HOUSING AUTHORITY (NNRHA) IN SUPPORT OF ITS
CONTINUED REVITALIZATION EFFORTS IN THE
SOUTHEAST COMMUNITY.
BACKGROUND: NNRHA is requesting the City to convey a City-owned
parcel, located at 1014 28th Street to NNRHA in support of
its revitalization activities in the Southeast Community.
NNRHA intends to facilitate development of the property as a
parking area to increase parking opportunities in conjunction
with the Whittaker Place Project.
A review by appropriate City departments indicated there
were no objections to the City conveying the requested surplus
parcel.
The City Manager recommends approval.

EFFECTUATE THE CONVEYANCE OF CERTAIN CITY-OWNED PROPERTY TO THE

WHEREAS, the City Manager has recommended that certain City-owned property be
conveyed to the Newport News Redevelopment and Housing Authority; and
WHEREAS, the City Council concurs with this recommendation, finding that it is in the
public interest to make such a conveyance.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Newport News,
Virginia:
1. That it desires to, and hereby does, authorize and direct the City Manager to execute
and the City Clerk to attest, on behalf of the City of Newport News, Virginia, any and all documents
necessary to effectuate the conveyance, by special warranty, of the City owned property listed below
to the Newport News Redevelopment and Housing Authority:

as part of its First-Time Homebuyer Program.

BACKGROUND: The Campbell Road Improvement Project consists of
reconstructing, to current City standards, the existing
Campbell Road between Bland Boulevard and Warwick
Boulevard.
The property being acquired will be used to construct the
proposed road improvements and install storm water drainage
facilities in the project area.
FISCAL IMPACT: Funding for these acquisitions is available from previously
appropriated General Obligation Bonds and State Revenue
Sharing Funds.
Appraisals have been conducted for each location, totaling
$96,982.36.
The City Manager recommends approval.

BACKGROUND: The requested lease amendment is to continue to provide
AT&T use of space on the City-owned tower at the GAT Site
Tower location.
The proposed terms, equipment requirements, and pricing have
been negotiated in coordination with the Department of
Development and the City's consultant for cell tower issues.
FISCAL IMPACT: The Amendment will extend the lease for a five-year period,
from June 18, 2018 through June 17, 2023.
Rent will begin at $42,643.70 per annum and continue to be
increased annually by an amount equal to three percent (3%)
of the rent for the prior lease year.
All other terms and conditions of the original lease shall
remain the same and in full force and effect.
The City Manager recommends approval.

BACKGROUND: A final inspection was conducted on April 26, 2018 following
the required one year warranty period of The Preserve at

The inspection indicates compliance with all requirements.
FISCAL IMPACT: Once accepted, the streets, which were constructed at the
owner's expense will be eligible for State Maintenance
reimbursements to the City.

THE PRESERVE AT FISHER’S CREEK SUBDIVISION, SECTION ONE AND SHIP HAVEN
DRIVE, THE PRESERVE AT FISHER’S CREEK SUBDIVISION, SECTION TWO, AND THE
PHYSICAL IMPROVEMENTS CONTAINED THEREIN AND THEREON INTO THE CITY
STREET SYSTEM.
WHEREAS, FISHER’S CREEK ASSOCIATES, LLC, a Virginia limited liability
company, owner of a certain subdivision in the City of Newport News, as shown on a certain plat
entitled, "The Preserve at Fisher’s Creek Section One", dated June 20, 2014, made by A. D. Potts
& Associates, Inc., which was recorded on August 7, 2014, in the Clerk's Office of the Circuit Court
for the City of Newport News, Virginia, by Instrument Number 140010501, has requested the City
of Newport News to accept into the City System of Streets for public maintenance those certain
streets named Steffi Place, Hawser Bend and Ship Haven Drive, and the physical improvements
which were required and constructed pursuant to the various ordinances of the City of Newport News
and which have been approved by the City for acceptance; and
WHEREAS, FISHER’S CREEK ASSOCIATES, LLC, a Virginia limited liability
company, owner of a certain subdivision in the City of Newport News, as shown on a certain plat
entitled, "The Preserve at Fisher’s Creek Section Two", dated October 29, 2015, made by A. D. Potts
& Associates, Inc., which was recorded on November 17, 2015, in the Clerk's Office of the Circuit
Court for the City of Newport News, Virginia, as Instrument Number 150016461, has requested the
City of Newport News to accept into the City System of Streets for public maintenance that certain
street named Ship Haven Drive, and the physical improvements which were required and constructed
pursuant to the various ordinances of the City of Newport News and which have been approved by
the City for acceptance; and
WHEREAS, the said streets and improvements have been constructed to City standards; and
WHEREAS, a public need exists for the said streets and the physical improvements
contained therein and thereon.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Newport News:
That it hereby accepts those certain streets and physical improvements contained therein and
thereon into the City System of Streets, the said streets named and known as:
Steffi Place (variable width right-of-way) - Beginning at its
intersection with Barclay Road as a 50' right-of-way, extending in an
easterly direction for approximately 820.63 feet through its
intersection with Ship Haven Drive where it then reduces down to a
40' right-of-way and continues for approximately 294 feet where it
terminates in a cul-de-sac;
Hawser Bend (40' right-of-way) - Beginning in a cul-de-sac and
extending in an easterly direction for approximately 806.97 feet
where it terminates in a cul-de-sac;
Ship Haven Drive (50' right-of-way) - Beginning at its intersection
with Hawser Bend and extending in a southerly direction for
approximately 396.75 feet to its intersection with Steffi Place
as shown on that certain plat entitled, "The Preserve at Fisher’s Creek Section One", dated June 20,
2014, made by A. D. Potts & Associates, Inc., which was recorded on August 7, 2014, in the Clerk's
Office of the Circuit Court for the City of Newport News, Virginia, as Instrument Number
140010501.
NOW, THEREFORE, BE IT FURTHER ORDAINED by the Council of the City of Newport
News:
That it hereby accepts that certain street and physical improvements contained therein and
thereon into the City System of Streets, the said street named and known as:
Ship Haven Drive (40' right-of-way) - Beginning at its intersection
with Steffi Place and extending in a southerly direction for
approximately 699.37 feet where it terminates in a cul-de-sac
as shown on that certain plat entitled, "The Preserve at Fisher’s Creek Section One", dated June 20,
2014, made by A. D. Potts & Associates, Inc., which was recorded on August 7, 2014, in the Clerk's
Office of the Circuit Court for the City of Newport News, Virginia, as Instrument Number

BACKGROUND: In accordance with the Comprehensive Agreement for the
SCOT Relocation Project, the City requires ownership of an

This action would provide the City with the necessary
ownership to facilitate construction of new SCOT facilities for
the benefit of Newport News Public Schools (NNPS).

ACTION: A REQUEST TO APPROVE A RESOLUTION
APPROPRIATING $620,000 FROM THE FY 2018 GENERAL
OBLIGATION BOND AUTHORIZATION FOR THE
PETERSON YACHT BASIN DREDGING PROJECT.
BACKGROUND: Peterson Yacht Basin is situated at the mouth of Salters
Creek.
In recent years, sedimentation has reduced the functionality of
the Salters Creek Watershed and the dredging operations will
remove accumulated sediment and decayed vegetation.
The City Manager recommends approval.
