VILLAGE OF NICHOLS -- Board Meeting
October 11, 2022
Call to Order: by President Terry Scheller at 6:30 p.m. with Trustees Jerry Krull, Kathy Krull, and
Tom Daniels present. Also present: Roger Ort, Linda Hoes and NRFD Fire Chief Wayne Seitz.
Agenda: Motion by Kathy/Tom to approve the Agenda, carried.
Outagamie County Police Report: (no report)
Minutes: Motion by Tom/Jerry to approve the September 13th Board minutes, carried.
Treasurer’s Report: Motion by Kathy/Tom to approve the September Treasurer’s Report
and bank statements, carried.
Bills to Approve: Motion by Kathy/Jerry to approve the bills and VISA charges, paid on Village
checks #18725–18754 and four electronic withdrawals; and, Water Utility checks #2627-#2632,
carried.

Black Creek Police Report: Reviewed the 3 Quarter report received.
Water & Sewer Report (Roger):
Hydrants: The hydrants were flushed.
Sludge Tank: The sludge tank was pumped out today.
Lift Station: The lift station will be cleaned tomorrow.
Fall Prep: Will be starting the fall maintenance.
Unfinished Business:
Star Communications (Star): tabled
USDA Grant:
1. Reviewed landscaping quote. Lawn area has been seeded.
2. Motion by Terry/Kathy to approve the Language Access Plan Policy & Procedures,
carried.
Corporate Network Solutions (CNS): Most of the work is done.
ARPA: tabled.
Security Cameras: tabled. Clerk will check with Todd at CNS.
Comprehensive Plan: tabled
Storage Buildings & Containers: tabled
New Business:
Storm Review: (Items discussed at the July 26 and October 3 Fire Committee meetings.)
1. Generator: Agreed that service and maintenance of the generator will be split
50/50 between the Village of Nichols and the Nichols Rural Fire Department.
2. Radio: Purchasing a radio for emergency situations was unnecessary at this time
as none of the phones or radios worked during the June storm.
3. Financial Person: Terry said he would be the Village’s contact person, with Roger
as backup, to make decisions for the Village in emergency situations.
4. WI Disaster Funding (WDF): It was decided the Village would use the funds
received for emergency items, such as purchasing additional barricades, etc.
which would be stored at the municipal garage and available for fire department
use when needed.
5. NRFD Overhead Doors: Replacing the overhead doors is not a maintenance item.
As the NRFD is leasing the fire station for $1.00 a year, replacement costs are the
responsibility of the fire department.
6. Alarm System: The Village is not interested in adding on to the fire department’s
alarm system.
7. Generator Life Expectancy: The life expectancy could be 2,000 operating hours.
2023 Black Creek Fire & Rescue Service Agreement: Motion by Kathy/Tom to approve
the 2023 Agreement.
Janitor: Motion by Terry/Jerry to hire Ginger Casper, carried.
2023 Budget: The Budget Prep meeting will be on November 1 st at 6:30 p.m. The Public
Budget Hearing will be held November 8th with the Regular Board meeting immediately
following.
Guests: Reviewed with Fire Chief Wayne Seitz the above decisions made by the Village board
regarding the Fire Committee’s “Storm Review” discussions.
Correspondence:
2023 County Sales Tax Revenue: The County is projecting the sales tax collections to
increase by 9% in 2023.
Trick or Treat: The Advertiser is running a free collective ad for Trick or Treat hours.

The Village hours will be from 4 – 7 p.m. on Monday, October 31 .
