Improve Scott and Evangeline Street Drainage: $60,000 FY 2024 Mid-Year Budget Review and Financial Update FY 2024 General Fund Mid-year Revenues  FY 2024 General Fund Revenues are on track to meet budget  Consumption-based, use of city facilities, and cultural facilities ticket sales are performing above budget FY 2024 General fund Mid-year Expenditures  General Fund Expenditures are tracking below budget  Majority of savings is due to vacancies across the city FY 2025 Outlook National Gross Domestic Product (GDP) Growth  Slow, steady growth The Consumer  Income growth steady  Spending strong Employment  Job growth steady  Unemployment low Used Vehicles  Prices down 9.2% Year over Year (YoY) Inflation  Growth falling steadily  CPI up 3.4% YoY Monetary Policy  Federal Reserve holding rates high  Timing of rate cuts Housing  Prices up 5.4% YoY  Starts down 9.0% YoY -2-  Regional 2024 Outlook for Hampton Roads  Defense Spending will continue to provide a boost for the Hampton Roads Economy.  Regional Economy is expected to grow at the same pace as the national economy.  Port of Virginia should see a moderate growth in tonnage and loaded Twenty-foot equivalent units (TEUs).  With anticipated lower annual mortgage rates in 2024, existing home sales are likely to stabilize, but median prices are expected to continue to increase.  Going forward, uncertainty in Washington will continue to be a major concern for the health of the regional economy. Takeaways  FY 2023 ended with a 1.7% surplus  FY2024 is projected to end the year with a modest surplus  FY 2025 outlook is generally positive with slower growth Councilwoman Doyle commented that projects already scheduled in the queue should continue as planned and not be held up by the recommended projects. Councilman Smigiel reiterated that some of the $17,800,000 in surplus funds should be used to reduce the real estate tax for citizens. Constitutional Officers Compensation Mr. Buryk stated in September 2023, the General Assembly passed budget amendments to the ’22 to FY 24 biennium budget and those included compensation actions for compensation Board and state employees. The fiscal impact of this for Norfolk is approximately $1.7 million in new ongoing state revenue. The city manager has worked with the city attorney’s office and constitutional officers and is recommending Council to pass through all the new state revenue to the constitutional offices. These actions include a 2% across the board increase to all comp board funded positions, a 2% increase to all state funded election officer positions, targeted increase to select compensation board positions experiencing compression, and funding for previously unfunded positions in the treasurer and commissioner’s office. This ordinance will come before Council at the February 27th meeting. -3-  City Planning Update Presenter: Mr. Robert Tajan, Director of Planning Mr. Tajan reported as follows: 542 Mowbray Arch Appeal of a Certificate of Appropriateness Location  542 Mowbray Arch Existing Conditions  Single-family home Request  Appeal the granting of a Certificate of Appropriateness for lighting Timeline  Homeowner applies for Certificate of Appropriateness (COA) for the approval of site and landscape lighting  Initial application heard on October 23, 2023 by the Architectural Review Board (ARB)  Continued by the ARB to have the property owner reconsider lighting options  Revised application heard on November 13, 2023  Applicant reduced lighting brightness by 20% from initial submittal  ARB approved the application with the following conditions:  No uplighting on the front yard tree is permitted.  The clapboard addition in the rear shall not be lit.  The mushroom lights shall be lowered towards the ground a minimum of three additional inches from original installation.  Resident in the Historic District is appealing the granted COA for lighting  Appeals of COAs are adjudicated by City Council  Resident states:  “…(T)he ARB erred in allowing the number, brightness, and area of coverage of the lights requested in this after-the-fact application and in allowing the lights to remain on all night.” (Photographs and schematic drawing presented.) They also want to develop a one-flood message essentially across the city involving all departments that deal with flooding.
