MOTION
The Mayor called for nominations of the Vice Mayor. Councilwoman Johnson
nominated Martin A. Thomas, Jr. Councilman Smigiel seconded the nomination of
Martin A. Thomas, Jr. for Vice Mayor.
ACTION: Adopted [Unanimous]
AYES: McGee, Clanton, Doyle, Johnson, Paige, Smigiel Jr., Thomas Jr.,
Alexander
Therefore, A Resolution Electing Martin A. Thomas, Jr. to Serve as Vice Mayor of the
Norfolk City Council Until December 31, 2026 was adopted. - (Resolution No. 1933)

Resolution No. 1933
A RESOLUTION ELECTING MARTIN A. THOMAS, JR. TO
SERVE AS VICE MAYOR OF THE NORFOLK CITY COUNCIL
UNTIL DECEMBER 31, 2026.

WHEREAS, Va. Code Section 15.2-1422 provides that
every governing body at its first meeting after its election
shall elect a vice chairman or vice mayor, as the case may be,
who shall preside at meetings in the absence of the chairman or
mayor and may discharge any duty of the chairman or mayor during
his absence or disability; and
WHEREAS, Va. Code Section 15.2-1422 allows the
governing body to elect the vice mayor to serve for a term
corresponding with his or her term as a councilmember; and
WHEREAS, the term of Martin A. Thomas, Jr. ends
December 31, 2026; and,
WHEREAS, it is the desire of the Council to elect
Martin A. Thomas, Jr. to serve as Vice Mayor of the Council from
January 7, 2025 until December 31, 2026; now, therefore,
BE IT RESOLVED by the Council of the City of Norfolk:
Section 1: - That the Council hereby elects
Martin A. Thomas, Jr. as Vice Mayor of the Council.
Section 2: - That the term of Vice Mayor of the
Council shall be from January 7, 2025 until December
31, 2026.
Section 3: - That this resolution shall be in
effect from and after its adoption.
Adopted by Council January 7, 2025
