She stated that they realized that planning for the Sail250 started before Juneteenth became an official holiday. She added they also want to hear from their colleagues on Council. Councilman Paige stated he is not in favor of mixing Juneteenth with all the other events. Mayor Alexander expressed concern that Juneteenth celebrations will be lost amid all the -5-  other festivities. Certainly, we are trying to be inclusive and accommodate all because the only place we can really do Sail250 and Harborfest is in Norfolk’s harbor. However, we can celebrate Juneteenth anywhere in the City of Norfolk. Mayor Alexander stated that there is a Juneteenth committee that has planned events over the last four years and they should also be involved in the planning for Sail250. Councilwoman Johnson stated one of the things they have been monitoring since Juneteenth has been a national holiday is that some cities celebrate it on another day. Councilman Smigiel asked to be mindful that when we spread events around the city, we have a limited police force and it might be a good idea for the Committee to consider an indoor facility for an event. Mr. Roberts stated that staff will take suggestions and comments into consideration for Juneteenth and reconvene with the committee and external stakeholders and come up with alternatives for Council to consider. Coastal Storm Risk Management Update Presenters: Mr. Doug Beaver, Deputy City Manager Mr. Keith Lockwood, Acting Deputy District Engineer for Programs and Project Manager, Norfolk District, U.S. Army Corps of Engineers Ms. Michelle Hamor, Chief of the Planning and Policy Branch, Norfolk District, U.S. Army Corps of Engineers Mr. Kyle Spencer, Chief Resilience Officer Mr. Beaver stated an update was provided at Council’s retreat in November 2024. Today they will provide an update on work that has occurred in the last six months and some next steps. Phase 1A Construction (Rendering presented) Phase one is nearest to design completion and construction. 1. Construction begins at The Berkley Bridge. It follows the shoreline east towards Harbor Park ultimately ending at The Campostella Bridge and a little beyond tying into the Chesterfield Heights community. 100% design review of Phase 1A is going to be conducted by the Corps starting this summer. 2. Pump Station (Design Build Contract) 3. Harbor Dock Ferry to the Norfolk Southern Railroad 4. Work along Clay Avenue (To the east: future sub-phases) Mr. Lockwood expressed gratitude for the ongoing partnership with the city as they progress to the design phase and construction of this project. Through stakeholder engagement they have received important feedback on the Phase 1B alignment near Town Point Park including potential utility conflicts and public access. There will be future opportunities for continued public and stakeholder engagement during and after the design charrette. -6-  Phase 1B  USACE consultant (Jacobs) under contract for 100% design  City collected field data to provide Jacobs  Design charrette planned for June 2025  30% design expected in early 2026 (#1 Alternative and Authorized rendering presented) With regard to the Phase 1C alignment, Mr. Lockwood acknowledged the concerns expressed by the city and the Freemason community. They are beginning the design of Phase 1C and as part of this effort they will apply the best engineering practices to validate the authorized alignment with respect to updated information. This evaluation will incorporate updated information related to real estate, environmental and cultural resources impacts, utility impacts, subsurface conditions, modeling and survey results, constructability, operability, and other relevant factors. Sometimes referred to as “showstoppers,” there can be substantial conflicts that may prohibit constructability or operability of the alignment . If their analysis reveals a significantly different alignment is required, a Post Authorization Change Report (PACR) will most likely need to be completed which will add some time and cost to the implementation of Phase 1C. Phase 1C and 1D  USACE consultant (Jacobs) under contract for 30% design  City collected field data to provide Jacobs for various alternative alignments  Design charrette planned for Fall 2025  30% design expected in early 2026 (Rendering presented) Mr. Beaver stated work will also continue on other phases of the project, specifically Phases 2, 3, and 4. Phases 2, 3 and 4  Phases 2 field data collection expected to continue this summer (Pretty Lake)  Phase 3 design contract to 30% expected in August 2025 (Lafayette surge barrier protection)  City already collected field data  Phase 2 and 4 overlap with Virginia Beach CSRM (Map rendering presented) Nonstructural Program  Roughly 1,000 eligible properties (dashboard on Resilience Office web site)  Tier 1 will open first for the most at-risk properties in 2025, followed by Tiers 2 – 4  Industry Day to be held this summer for potential contractors (Address Search for Pre-Eligibility) Post Authorization Changes  Two Post Authorization Change Reports (PACR) planned -7-   Validating the Congressional authorized federal cost of the entire project.  A general reevaluation report focused on recommended protection measures for Southside and Willoughby Spit.  USACE created a NCSRM PACR webpage  Funding status Updated Timeline (Timeline rendering presented) *Timeline is approximate based on authorized project and subject to change. Mr. Beaver stated that Community Engagement is ongoing and will continue through 2025 and beyond. Community Engagement  Community Corner open house meetings at multiple locations  Bi-weekly email newsletters  Project website updates  Regular Task Force updates  Focused Stakeholder engagements  Media relations: meetings with local TV and print media  Additional engagement to include summer pop-up events, monthly office hours, and WPA outreach Councilwoman Doyle stated she does not support the current alignment going through Freemason and prefers the over-the-water option. She asked how long before the 30% design work in Phase 1C is completed. Mr. Lockwood stated it is planned for early 2026. After we get to the 30% design in 2026, Councilwoman Doyle asked what the timeline is to get a PACR to look at the over-the-water option. Mr. Lockwood stated they don’t have to get to the 30% design process. They could be at 10% or 15%, find a “showstopper,” and then they would need to pivot due to a significant change in the scope of the project. At that time, they would put in a funding request, similar to Willoughby and Southside, to look at a general reevaluation report looking at the feasibility of those alignments. Ms. Hamor stated the request is contingent on available funding and so they would work through their team and submit a request which would be supported by a formal request from the City of Norfolk to pursue that. Councilwoman Johnson asked that they fully explain to our citizens the meaning of terminology such as showstoppers and shoeflys. Councilman McGee echoed Councilwoman Doyle’s concerns about Phase 1C and the Freemason alignment. He agreed that the proposed alignment does not need to be taken all the way to 30% design before exploring alternatives. Councilman Paige asked if there is any update on funding for the Southside and Willoughby. Ms. Hamor stated they expressed capability for the work plan, but it was not included in the -8-  work plan budget for FY 2025. They will continue to express it for the President’s budget for FY 2026. Councilman Smigiel asked if we need to wait for the feasibility study with Virginia Beach to be completed as opposed to continuing the proposed project at Pretty Lake. Mr. Lockwood stated that through that feasibility study with Virginia Beach, there is potential that there may be other measures that could benefit or change how that inlet looks. The timeline for that feasibility study to be completed is Spring of 2026. He added that work is being done at Pretty Lake and nothing has been paused. Mayor Alexander stated we need to move forward more definitively as pertains to Pretty Lake, Southside, Willoughby, Freemason, and the Harbor Park Entertainment District. These areas are where we already know there is consensus on what is wanted.
