No: None. -1-  New Maury High School Update Mr. Roberts asked that this presentation be deferred. He stated staff will commence negotiations on a comprehensive agreement to move forward with the remaining design and construction of Maury High School. They will use a target date of July 15th to have an Ordinance before the City Council to authorize the execution of a comprehensive agreement for the remaining design and construction of Maury High School. The interim time will be used to further the design under the existing interim agreement with the current allocation of funding so that there is no delay in the continued design of that facility. Polling Place Update Presenter: Ms. Stephanie Iles, Director of Elections Ms. Iles reported as follows: Relocation & Polling Place Name Request Larchmont Library is undergoing renovations in 2025/2026. This facility served as the polling place for Larchmont Library Precinct. Larchmont Library Registered Voters: 1,843 Active Voters: 1,791 Nov. 2024 Ballots Cast: 1,505 Election Day Ballots Cast: 631 Larchmont Brancy Library, 6525 Hampton Blvd. → Larchmont United Methodist Church, 1101 Jamestown Crescent Larchmont United Methodist Church has parking and is ADA accessible. Curbside voting may be offered in front of the church. Ms. Iles stated that they reached out to the civic league and they are supportive. They will be open to public comments for feedback. Timelines & Notification  The Public Hearing and City Council vote is scheduled for July 15, 2025, Formal Session.  Voter Information notices must be mailed to all registered voters who are affected by the polling place change.  This will impact elections beginning November 4, 2025. -2-  FY 2026 Beautification Plan Presenter: Ms. Trista Pope, Deputy City Manager Mr. Roberts stated that through citizen surveys and outreach in budget development, they identified a significant concern and priority of citizens is to focus on beautification, cleanliness, and maintenance of our rights-of-way and public spaces. This is the approach for the remaining calendar year and will serve as a template of how we collaborate across multiple departments to maintain our infrastructure and open spaces. Ms. Pope stated this plan will highlight the city’s efforts to ensure that Norfolk is a clean and attractive city for residents, businesses, stakeholders, and our visitors. The plan includes efforts to enhance grass maintenance, beach activities, as well as trash and debris and wetland waterway resolution matrices. He suggested partnering with Norfolk Southern and asked that they maintain the landscaping by railways and he cited Wards Corner as a particularly unsightly area. Councilman Smigiel asked that appropriate staff look at who is placing yard signs all along Little Creek Road and not removing them. He suggested that citations should be issued. Ms. Pope stated that Right-of-Ways will try to find a way to address and enhance those efforts. Regarding the traffic control cabinets that have been covered with visual art, Councilwoman Johnson suggested covering more of these throughout the entire city. She stated that a location map of the art had been created so that visitors of our city could locate the art when they tour the city. Councilwoman Johnson asked citizens to continue utilizing Norfolk Cares because they keep track of all the data and any tickets in progress can be tracked accurately. Regarding landscaping and trash and debris removal components, Councilman McGee asked when citizens will begin to see the results of these efforts. Byrdsong has dedicated 26 years to Norfolk Public Schools, serving as assistant principal, principal, senior director of alternative options, executive director of secondary schools, assistant superintendent of human resources, chief of staff, and superintendent of schools, continually demonstrating an children; and Whereas, Dr. Sharon I. Byrdsong earned statewide and national recognition for her exceptional leadership and distinguished contributions to academic excellence, being named the 2005 Virginia Outstanding Middle School Principal of the Year and the 2006 National Middle School Principal of the Year; and strategic plan, Continuing the Drive - Equity and Excellence for All, marking the first time in many years that community stakeholders were actively included in charting a bold vision for the future of our schools; and Whereas, Dr. Sharon I. Byrdsong successfully led Norfolk Public Schools through a 1 to 1 student to mobile device division, provided internet access for students in their homes, and established the NPS Virtual Scholars Academy - the only remote learning instructional program of its kind still operating in the region; and Whereas, alongside her superintendent colleagues, Dr. Sharon I. Byrdsong was named 2020-2021 Virginia Superintendent of the Year for her collaborative and compassionate leadership, ensuring students and families received vital academic, technological, and emotional support during the pandemic; and Whereas, Dr. Sharon I.
