The meeting was called to order by Jack McMahan at 1:02 p.m.
Item No. 1, Welcome:
Linn Blohm welcomed committee members and guest. Then committee members
introduced themselves. Folders were given to new members. Linn said there would be
a lot to go over and asked guests to keep questions till the end.
Item No. 2, December 9, 2019 Meeting Minutes:
Quorum was established. Linn Blohm asked if someone would make a motion to
approve the committee meeting minutes from the previous meeting of December 9,
2019. James Barnett made a motion to approve the minutes, which was seconded by
Nelson Dent. (Approved 8-1).
Chris Nanny questioned the motion to approve minutes by new members.
Item No. 3, Review: FYE 2020 ADA Budget/ Projects:
Jack McMahan reviewed the FYE 2020 ADA budget with the committee reminding
them that the money was going to be distributed between the following three projects:
Police department Building B, Lions Park in its entirety, and sidewalks on Main Street
from 24th to Berry Road.
He spoke about putting assisted listening devices in some city locations, along with
training programs to do with ADA. Cite evaluations to be done on facilities owned by
the city.
Item No. 4, City Attendance Policy for Committees
Kristina Bell went over the city’s attendance policy: If for any reason three scheduled
meetings in a row were missed that the committee member would be asked to resign.
Tom Burke wanted to know if it made a difference if it was excused or not and the
response was that it did not matter.
Item No. 5, ADA Grievance Policy
Jack McMahan stated that there should be an Action and Inclusion Policy posted at all
city facilities. A Grievance should be filed by the individual within sixty days of incident.
It should describe the incident and include contact information. He gave a couple of
examples to do with ADA compliance. During this presentation Jeff Hughes stated “if
a claim is forthcoming, you might be cautious”, there are other issues that have not
been addressed. This might go further”, There is an attorney involved. In this I don't
know if she is going to file or if someone else is going to file. The New library discussion
was not able to resolved due to pending information, and will be continued at a later
date. The other example was of the writing on utility bills to small for some people to
read, and the solution was to take bill and enlarge before mailing to customer. When
does a grievance become a claim? When more than one entity is involved who is
responsible?. The library has two entities the City of Norman being the owner and the
Pioneer Library System the Lessee (operator). City to make reasonable
accommodation for individual. The Grievance Policy is mainly for individuals with
disabilities. Should be posted in all facilities.
Item No. 6, Committee Member Updates:
Linn Blohm talked about as a committee going through the proper channels so that
all parties are notified.
Item No. 7, Norman Staff ADA Liaison Committee Updates:
Jack McMahan said the ADA Liaison Committee meets bi- monthly next meeting
March. They are staff meetings.
Item No. 8, Public Comments
John High stated that there were three projects completed and that they were not
ADA compliance and he was unable to enjoy them and he was wondering when they
would be corrected. He said the city needs better education and training. City needs
to have proper procedures for complaints. John says city engineers need better
training.
Item No. 9, Adjournment:
Linn Blohm called for a motion to adjourn. James Barnett motioned to adjourn and was
seconded by Nelson Dent. Motion was approved 9-0. Meeting adjourned at 2:46 p.m.

1:00 p.m.
