Animal Welfare Oversight Committee
March 9th, 2020
The Norman Animal Welfare Oversight Committee of the City of Norman, Cleveland County,
State of Oklahoma, met in the Pioneer Room at the Central Norman Library on the 9th day of
March, 2020 at 6:00PM. The notice and agenda of the meeting were posted at the Norman
Central Library on 103 West Acres Street on the 5th of March, 2020. The meeting was also
posted on the City of Norman website at www.normanok.gov.
I. Call to Order
Co-Chairperson Mark Howery called the meeting to order at approximately 6:03 PM.

III. Discussion & Approval of the January Minutes
A motion to approve the minutes was made by Sandy Moore-Furneaux. Seconded by
Dr. Biles. The motion passed.
IV. Monthly Statistics, Divisions Updates
Mark Bechtel gave a brief overview of the last two months’ statistics. Intake
numbers had been down compared to last year, as well as length of stay. The owner
surrender waiting list is also reduced and has around thirty dogs and no cats that are
waiting to come into the shelter.
There was a quick discussion on the HVAC and the replacement units. They are still
being coated and do not have an exact date of arrival but they hope to begin
installing them at the shelter in April and be done by the end of May.
V. Discussion of the Recent Meetings with the Oklahoma Humane Society
There was an introductory meeting between OK Humane and shelter management
on February 28th regarding taking the shelter private. The city of Norman has drawn
up a rough draft MOU that was sent to OK Humane and the next step is waiting for
OK Humane to look over the contract and get back with the City of Norman.
There was a discussion about information that the Animal Welfare Oversight
Committee would like to see at the next meeting regarding this privatization of the
Norman Animal Shelter. Among the questions asked were:
Who chose OK Humane and why?
Who is on the steering committee to evaluate this partnership?
Was there a feasibility study done before drawing up an MOU within the
city?
What is in the proposed MOU and who is negotiating with OK Humane?
What will happen to current staff, some of whom moved from other places
to take positions in our shelter?
What is in the language of the original bond that was passed by Norman
Citizens to build the new shelter, and would that affect any agreement
between OK Humane and the City of Norman for the Animal Welfare Center?
Why was this concept not raised with the Animal Welfare Oversight
Committee earlier in the process?
What were the FY 2019 operating cost for the shelter and a projected FY2020
operating cost?
What are the incentives or money that the city is offering to OK Humane to
take over the shelter?
Have other partnerships been considered if we are looking for ways to save
money?
Have we considered how a partnership with OK Humane will affect the other
partnerships with NGOs that are currently in place?
Why would it be more expensive to make Animal Welfare a new department
rather than leave it in its current position?
Is OK Humane prepared to operate a shelter of this size for a community as
large as Norman?
When will meetings be held with the community to gain public input on the
proposal?
Why are some of the NAWC staff not more engaged in the discussions with
OK Humane?
Will adoptable animals be shipped into and out of Norman from other metro
area communities?
Will the residents of Norman have a role in reviewing the operations of the
NAWC if management is transferred to OK Humane and what assurances do
we have that the current level of care will be provided to the animals?
There was talk about how this was started as an initiative by the city manager to
save the city money. There was a discussion on moving the shelter operations out
from under the police department vs privatizing.
There was a question on when public meetings would occur within this process.
Bill Scanlon and other committee members said that one of the biggest concerns is
what would happen to the current employees if OK Humane took over operations.
Dr. Tyler said that the reason she would like a public meeting before an MOU is
written is because she wants the City Manager to know the excellent job that the
staff are doing at the shelter currently. The return-to-owner rate is outstanding; it’s
twice the national average for dogs and four times that for cats. Before OK Humane
took over she would like to see assurances that the quality of work would be
continued.
Sandy Moore-Furneaux moved to have an additional meeting on April 13th. Kim
Fairbanks seconded. The motion passed.
VI. Update on Animal Welfare Expo 2020
Animal Care Expo is hosted by Hands Helping Paws and will be at the Cleveland
County Fairgrounds in Norman on March 28th. There will be two nationally known
