NORMAN CITIZENS ADA ADVISORY COMMITTEE MEETING 201 West Gray, Building A, Multipurpose Room Monday, August 31, 2020 1:00 pm Minutes Present: Jesse Hill, ADA Technician Shawn O’Leary, ADA Coordinator/ Director P.W. Administrative Tech Tim Powers, Director for IT Brenda Hall, City Clerk Pete Gibson, OU Intern Jack McMahan, ADA Coordinator and city Consultant Taylor Johnson, Public Transit Coordinator Linn Blohm, Citizen Committee Member Chris Nanny, Citizen Committee Member James Barnett, Citizen Committee Member Tom Burke, Citizen Committee Member Robb Carr, Citizen Committee Member Nelson Dent, Citizen Committee Member NOT PRESENT: Kathy Bayliss, Citizen Committee Member Ronita Jones, Citizen Committee Member Chelle’ Guttery, Citizen Committee Member Susan Favors, Citizen Committee Member This meeting was called to order by at 1:04 p.m. Item No. 1, Welcome: Linn Blohm welcomed committee members. The committee members introduced themselves. Item No. 2, March 9, 2020 Meeting Minutes: Quarum was established. Linn Blohm asked if someone would make a motion to approve the committee meeting minutes from the previous meeting of March 9, 2020. Chris Nanny made a motion to approve the minutes, which was seconded by James Barnett (unanimous approval). No. 3, Chairperson Updates: Jesse Hill introduced himself as the new City ADA Technician and gave some background information/ work history. Linn Blohm updated on new member openings and those now inactive. Jeff Hughs has resigned from both committees. Linn will send out an inactive member list to Brenda Hall so the Mayor knows how many openings are available. Item No. 4, 2020 ADA Projects Update: Jesse thanked Jack for getting the ball rolling on several projects. Lions Park – Jesse met with the parks department project managers. They will meet with architect to reconfigure restroom facilities and will work on the tables, fire pits, handrails, sidewalks, bridges and access ramps to come into accessibility compliance. Sidewalks – Main Street has been started and quite a bit completed. Pictures shared of the progress. An additional 11 buildings are being evaluated. Some have been evaluated and Jack McMahan will give an update on some. New ADA signs have been posted on/in city buildings. Staff advisory committee – Jesse has met with each person individually so that he can determine where we are on things. He is working on getting familiar and up to date on all current projects. He will also will be generating a monthly committee update/newsletter. Taylor Johnson gave a brief overview on what will be discussed in the ADA Public Transportation Sub-Committee Meeting following this meeting. Item No. 5, Evaluations of City Buildings and Parks: Jack McMahan presented on Phase II facilities plans discussed and voted on in the previous meeting. These include 11 buildings – they are recreation centers, entertainment centers, municipal parks and buildings. Site inspections/evaluations have been completed and reports generated. Copies of these reports were given to all members on thumb drives. Jack walked attendees through the reports. He wanted to be certain that each member knows how to read and understand these reports. Jack when into excellent detail to explain each item/comment/explanation and gave explanations for these things. Item No. 6 Accessibility Updates: Brenda Hall – Library is prime concern with making it ADA compliant – receiving high priority. Discussions in process to remediate all the issues that were identified. 25-30 items have already been remediated. For larger, more expensive items, the contractor and architect are being held accountable for remediation. Item No. 7 City Website Update: Tim Powers – Worked with Interpersonal Frequency who designed our site with ADA in mind. Site went live in June. Continued communication with Interpersonal Frequency to be sure we are completely ADA compliant. Item No. 8 Visibility Ordinance: Shawn O-Leary – The Visibility ordinance is a modification/amendment to building codes to single family housing that makes that housing more accessible. This item has been established as a priority by City Council. He will transfer the project over to the Planning Department since it is a building code issue which they handle. Item No. 9 Next Meeting December 14, 2020 at 1:00 p.m. Motion to adjourn by James Barnett, seconded by Linn Blohm.
