CITY OF NORMAN, OK AIM NORMAN COMPREHENSIVE PLAN HOUSING SUB- COMMITTEE Development Center, Room B, 225 N. Webster Ave., Norman, OK 73069 Wednesday, November 13, 2024 at 9:00 AM MINUTES The AIM Norman Comprehensive Plan Housing Sub-Committee of the City of Norman, Cleveland County, State of Oklahoma, met in Regular Session at the Development Center, on Wednesday, November 13, 2024 at 9:00 AM and notice of the agenda of the meeting was posted at the Development Center at 225 N Webster Ave, Norman Municipal Building at 201 West Gray, and on the City website at least 24 hours prior to the beginning of the meeting. CALL TO ORDER Chair Richard McKown called the meeting to order at 9:00 am. INTRODUCTION/ROLL CALL SUB-COMMITTEE MEMBERS PRESENT STAFF PRESENT Sally Allen Lisa Krieg (Planning Staff) April Doshier Jane Hudson (Planning Staff) David Kinnard Whitney Kline (Planning Staff) Richard McKown Lora Hoggatt (Planning Staff) Heidi Smith Tara Reynolds (Planning Staff) Zachary Stephens Destiny Andrews (Planning Staff) Colton Wayman Anthony Purinton (Legal Staff) OTHERS PRESENT Charlie Cowell (RDG) Remote Amy Haase (RDG) Lee Hall – Steering Committee MINUTES Sally Allen made a motion to accept the Minutes from the October 22, 2024 meeting of the Housing Sub-Committee as presented. Heidi Smith seconded. Minutes were approved unanimously. CRITICAL DISCUSSION ITEMS FOR MASTERPLAN UPDATE ITEMS This is the eighth meeting for the Housing Sub-Committee. The general discussion focused on refining the Norman Strategy Plan, continuing the conversation of the October 22, 2024 meeting. Charlie Cowell presented the document dated November 13, 2024 which reflected all the proposed changes discussed by the Committee. AIM NORMAN COMPREHENSIVE PLAN HOUSING SUB-COMMITTEE - Wednesday, November 13, 2024 Page |1 The review of the final document was completed and the Committee requested the following Amendments: 1. Page 18, add a map to go with the data in Figure 1.3; 2. Page 33, remove the Land Use Map, it will be covered in the Land Use Plan and updating would be burdensome; 3. Page 52, add “Those Experiencing Homelessness” to the Priority Households; 4. Page 53, add “Attainable” to read: Strategy A: Enact Target Metrics requirements for Attainable Housing for Large Developments; 5. Page 54, Add a sentence to the Norman Forward II section to include support for a day/night shelter as a component; 6. Page 57, Expand section on Redevelopment to include statement pertaining to addressing infrastructure issues in older areas of the City; 7. Page 60, Add “curated” to Goal 5, Strategy A; 8. Page 81, Change map to reflect Renter Occupancy Levels. Motion made by Heidi Smith to approve the presented November 13, 2024 Housing Strategy Plan with the eight proposed amendments. Colton Wayman seconded. Unanimous approval. CLOSING COMMENTS  Chair Richard McKown thanked the subcommittee members for their participation and time to be there for the meeting.
