NORMAN ANIMAL WELFARE CENTER OVERSIGHT COMMITTEE January 9th, 2017 The Norman Animal Welfare Center Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met in the Multi-Purpose room on the 9th day of January, 2017, at 6:00pm. The notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray Street on the 6th of January, 2017. The meeting was also posted on the City of Norman website at www.normanok.gov. I. CALL TO ORDER Chairperson Mark Howery called the meeting to order at approximately 6:05pm. II. DISCUSSION & APPROVAL OF THE MINUTES Kellie Seeds pointed out that Kim Fairbanks wanted to make a correction for the fundraiser discussed in agenda item X. Miscellaneous Comments; she said that it should have been the “Shelter Challenge” with Greater Good, not “Shelter Me.” Kim Fairbanks briefly elaborated on the topic, saying that Norman Animal Welfare (NAW) won first in the state competition and 20 th in the national challenge. She also stated that Hands Helping Paws (HHP) had won the year before, so they were not able to enter this time. She explained that this is why she pushed for NAW to win, and maybe NAW could do the same for HHP next year. Bill Hickman inquired on having city public relations get the word out about the challenge. Dr. Joe Carter moved to approve the minutes as amended. Jennifer Kidney seconded, and the motion carried. IV. MONTHLY STATISTICS Captain Lance Arnold explained that they were in the process of trying to overhaul the website, and that he would like to get the statistics on it. He also noted that they had officially posted the statistics on Facebook for the first time that day. He said that the 95.6% live release rate was for canine and feline numbers combined, and that the numbers were pretty much on par. He compared the statistics for 2015 and 2016. He stated that owner surrenders and intakes were both up, but also acknowledged that NAW had a bigger space with more public acknowledgment than before. He mentioned that there are about 4800 calls for service in the field per year, and that the number of over-the-counter animals was increasing. Chairperson Mark Howery noted the helpfulness of the annual statistics for the biennial report, and asked for clarification on the “others” category. Captain Lance Arnold stated that it specifically focused on dogs and cats, covering anything other than strays or owner surrenders— such as confiscations, cruelty cases, and deceased animals. He said that he could run a detailed report, but that he was unsure of accuracy due to ongoing training and the possibility of errors. He said that he was unable to get the volunteer statistics. Jennifer Kidney noted that she would need them for the biennial report. Rebecca Bean stated that it was remarkable that dog intakes had doubled, while cat intakes had tripled, and yet the euthanasia numbers decreased for both dogs (↓ 5%) and cats (↓ ~10%). Captain Lance Arnold explained that it was a team effort, and that the numbers continue to get better and better. He also noted that they do feel the strain of the over-the-counter intakes. Dr. Joe Carter asked if Katherine Coffin was working down at NAW yet. Captain Lance Arnold responded yes, saying that she was doing great. He clarified that she was the replacement for Darci Poe, and followed with a discussion on the status of Kellie Seeds’ replacement. Rebecca Bean asked how long it takes to get someone hired. Captain Lance Arnold explained the process. Kellie Seeds clarified that it took from September to mid- December to replace Darci, and from about early February to late April for her to be hired. Captain Lance Arnold commented that he is not a big fan of the word “no-kill.” He said that he is a fan of knowing how long animals are staying in the kennels. He explained that he had someone from the Salina Animal Shelter (SAS) named Vanessa come to NAW, and discussed the differences between the two facilities. He announced that the first staff meeting of the year would occur next week, and that he really wants to get ideas from the group. 2 Norman Animal Welfare Center Oversight Committee January 9th, 2017 He noted that when you reduce the time in kennel and combine it with a low euthanasia rate, it means that they are not fabricating the live release rate. He discussed the high stay in kennel for cats, and how owner-surrendered animals typically stay longer and do not move very fast. He stated that, long-term, he is looking at how they can affect that number by seeing what can be done to lower the owner surrender numbers. Kathryn Schwartz-Bierman noted that on Facebook there is an effort made to point out owner-surrendered pets. She said she could see both the benefit and concern of doing this, suggesting that they change their strategy while still marketing what they know about the animal. Captain Lance Arnold said that this was not possible, stating that they were lucky enough to have a volunteer (Erin) doing most of the posts for NAW right now. Rebecca Bean said that she could mention Kathryn’s suggestion to Erin. He said that if they (NAW) have a cooperative owner, they immediately know a lot about the animal that they would not have known about a stray. Captain Lance Arnold noted that there was not very much wildlife this time of year. Bill Hickman inquired about GIS mapping for NAW data. Captain Lance Arnold explained that it is difficult to do something like that when there are two systems being run, one for police in-field dispatch and another for over-the-counter animals. He noted that Kellie Seeds had tried looking into it, and it was a lot of manual work. Bill Hickman discussed a GIS street app used to identify issues (i.e. potholes); he suggested a similar concept be used for stray animals. There was a brief discussion on the issue of people not always knowing where they found animals. Captain Lance Arnold announced that Trey Amrein was promoted to Animal Welfare Supervisor. He explained that they were currently training the new officer, and that a new Animal Welfare Officer (AWO) position would be open. He discussed localized data and how AWOs know what areas they spend a lot of time in. He conceptualized going to those heavy traffic areas to pass out city pet license (CPL) fliers and spay/neuter applications on slow days. Chairperson Mark Howery noted that mapping the dispatch data could be beneficial on its own. V. UPDATE ON THE NAWC STRATEGIC PLAN Captain Lance Arnold noted that “Personnel” was the only section that really changed. He explained the difficulty of answering when the Animal Oversight Committee (AOC) or his bosses ask what is needed at the shelter. He expressed the struggle met when working in a unique environment where you never know what you are going to get in a day. He noted that every shelter does something different. He corresponded with two shelters with communities similar to NAW, and they both responded at opposite ends of the spectrum to the amount of staffing at NAW. Bill Hickman asked how many staff members NAW currently had, and Captain Lance Arnold responded 13. Dr. Joe Carter asked if the two shelters were city-operated facilities. Captain Lance Arnold explained that the Lawrence, Kansas facility was contracted through the Humane Society, and that the SAS operated under Parks and Recreation. Dr. Joe Carter asked if privatization for NAW was possible. Captain Lance Arnold stated that he was previously trying to steer the City in that direction with his strategic plan. Assistant City Attorney Jeanne Snider asked if they could exempt NAW employees from the polygraphing process. Captain Lance Arnold responded that he was unsure, but that he could look into it. Dr. Joe Carter pointed out that NAW was being robbed of employees with the Administrative Technician II’s moving to Administrative Technician III positions. Captain Lance Arnold stated 3 Norman Animal Welfare Center Oversight Committee January 9th, 2017 that nonprofits are not really open to the idea (of privatization); the more help they provide, the less help the facility provides for themselves. He mentioned splitting with a nonprofit. He elaborated a lot of rules in city government can make privatization look good, but that it does not always end up for the best. He expressed that he thinks they get dangerously close to going beyond the scope of city government, versus what is still within the scope of city government. He noted that he did not think the non-profit in Norman could run NAW. Dr. Joe Carter expressed that no one would consider running an old facility, but with the new building maybe Bill Hickman could explore that as a councilman. This was followed by a discussion on the expediency in filling positions and how the Union affects that process. Captain Lance Arnold stated that he thought it was worth establishing an outside group to study that idea. Dr. Joe Carter commented that they would have to have a dedicated revenue stream. He elaborated that, if it was arbitrary, then maybe Bill Hickman could look into that as well. Captain Lance Arnold said that it was definitely worth a discussion down the road. From the audience, Sereta Wilson inquired about auxiliary services. Jennifer Kidney said that it could work, but that it was not working right now. Sereta asked if CPL revenue went into a general fund. Jennifer Kidney responded that it goes into the low-cost spay-neuter fund. Sereta said that she would like to see those funds dedicated. Jennifer Kidney said that it does go to NAW, it just has a circuitous route; Assistant City Attorney Jeanne Snider said that everything in the City worked that way, going into a general fund before being appropriated. Sereta asked if a low-cost spay-neuter clinic be done at NAW as a revenue source. There was a brief discussion over the process of how NAW obtains revenue from CPL sales, followed by Captain Lance Arnold’s explanation of technicalities and possible liabilities with doing a clinic at NAW. Captain Lance Arnold explained that he changed the Administrative Technician II, Adoption Coordinator, and Kennel Attendant (KA) positions to Animal Welfare Technicians (AWTs). He explained that duties would be distributed among each of the Technicians. He discussed the issues that arose with both Mandy and Amy having been gone. He also stated that Kellie does more administrative duties at her current job now than she ever did at NAW. Jennifer Kidney stated that the last time she was at NAW, the only person who greeted her was a KA; she elaborated that they can do other things too. Rebecca Bean commented that they know the animals as well as anyone. Captain Lance Arnold summarized the changes he made to the strategic plan. Rebecca Bean asked for clarification on the differences in employees; Jennifer Kidney stated that it was a reclassification of one positon, along with 3 added positions. Captain Lance Arnold noted that the KAs are now on 10-hour days and stated that if he put the AWTs on 10-hour days that there would be 4 of them every day. Rebecca Bean asked how many employees were involved in the previous strategic plan. Captain Lance Arnold explained that there had been 3 KAs, the same reclassification for the Veterinarian, and one additional position, which equaled a reduction of one position. Jennifer Kidney corrected that he had originally asked for 2 KAs, so the amount of employees had not changed. Chairperson Mark Howery commented that this plan could be easier to sell, because they would have one position performing several duties. Rebecca Bean stated that she just wanted to make sure that they were asking for as much as possible. Bill Hickman asked if the strategic plan had gone public and up the chain of command. Captain Lance Arnold stated that he knew the City Manager had a copy, but that the AOC was as public as it had gotten. Bill Hickman noted that it would be at the next City Council meeting. Rebecca Bean summarized the changes and commented on how long it would take to acquire all of the FYE 18 positions. Captain Lance Arnold explained how long it takes with new 4 Norman Animal Welfare Center Oversight Committee January 9th, 2017 job specifications and reclassifications. Chairperson Mark Howery stated that they were eventually going to write a recommendation letter to City Council regarding these positions. Rebecca Bean asked who NAW currently pays for spays and neuters. Captain Lance Arnold responded that it was Best Friends of Pets. Rebecca Bean revisited the idea of doing their own spays and neuters at the shelter. This was followed by a discussion over the $20,000 fund cap, and how it can carry over to the next year if encumbered. Captain Lance Arnold noted that they had about $5000 remaining in the fund. Dr. Ginger Noble initiated a discussion on the potential legal ramifications with having the NAW veterinary staff working on public animals. Kathryn Schwartz-Bierman brought up the topic of the carport for the adoption trailer. She asked if they could use the remainder of the Gann’s Family fund for the carport instead of waiting until FYE 18. Captain Lance Arnold stated that he thought there was enough left in the account to do that, but that he was trying to see if the City would provide the funding first. Chairperson Mark Howery asked if the items under the “Facilities” section would be midyear adjustments. Captain Lance Arnold responded by reviewing the items and noting the status of each. Rebecca Bean asked if he received an answer on the flexibility of changing items. Captain Lance Arnold said no. Chairperson Mark Howery asked if it was true that anything from the Gann’s Family fund had to go to City Council; Captain Lance Arnold responded yes. VI. UPDATE ON PETDATA ON-LINE SYSTEM FOR PET LICENSE SALES Captain Lance Arnold stated that Assistant City Attorney Jeanne Snider got the contract rewritten, and that it was all approved that day. He explained that it was all worked out verbally, and that the two of them would work together to get it submit by the January 24th City Council meeting. Chairperson Mark Howery said that he thought the process was on hold; Captain Lance Arnold clarified that they were moving forward with completely outsourcing CPLs. Rebecca Bean asked if they would have control over how much of their information was given out; Captain Lance Arnold said yes. Bill Hickman asked if they would be able to have the registered animals marked on a map. Captain Lance Arnold said he did not know, and Assistant City Attorney Jeanne Snider noted that she had not seen anything like that in the contract. Chairperson Mark Howery asked if moving to PetData would mean eventually moving away from Chameleon. Captain Lance Arnold expressed that he would have liked to have moved away from Chameleon a year ago, and that it would be on a future agenda item. This was followed by a brief discussion over PetData and what they do. Bill Hickman commented that they should get press coverage to make citizens aware. Captain Lance Arnold noted that PetData’s work will be branded as NAW. Jennifer Kidney commented that it had been put on Facebook. Captain Lance Arnold also noted that Sarah Jensen had done a full press release on it. VII. DISCUSSION OF NAWC GOALS & CURRENT BUDGET Chairperson Mark Howery noted the opportunity to write a letter of recommendation to City Council regarding the strategic plan and maybe even budget add-ons. Captain Lance Arnold explained that he is working on the discovery of teams and selves, and how they fit into both the process and progress of the facility. He stated that they are trying to establish identity as a group, how they are going to press forward, and what kind of shared vision they are going to have. He 5 Norman Animal Welfare Center Oversight Committee January 9th, 2017 said that he wants staff to be passionate about achieving their goals and involved in the development of what they are trying to achieve. Bill Hickman told Chairperson Mark Howery to move forward with the letter to City Council, and that Captain Lance Arnold could bring back goals he learns from his meeting. Jennifer Kidney noted that they will basically be asking for positions in the letter. Bill Hickman suggested the inclusion of the capital budget. Jennifer Kidney commented that those things were already covered in the budget, but Captain Lance Arnold said that not all of them were. Dr. Ginger Noble pointed out that Captain Lance Arnold knows what he is doing and what he needs, and that the Committee will basically support what that is. She further commented that he had not said anything so far that anyone had disagreed with. Captain Lance Arnold discussed the possibilities of having the call system installed to track statistics and data. He additionally noted that he changed the recording; it now beings with a salutation, and then notes that they take in over 100 calls a day, so they may be sent to voicemail. Jennifer Kidney asked if they needed to make a motion to write the recommendation letter. Jennifer Kidney motioned to make a recommendation to City Council to fund all requests included in the strategic plan. Dr. Joe Carter seconded, and the motion carried. VIII. UPDATE ON RECOMMENDATION TO CITY COUNCIL Chairperson Mark Howery thanked Bill Hickman for moving forward with City Council. He explained that it started in 2011, was formalized around this time last year, and had now moved to the Council Oversight Committee. He said the most visible change was going from “no kill” to “no euthanasia”. He said it would be on the City Council agenda the next night. Rebecca Bean commented that this goal would not be sustainable without the support of the community, beyond the AOC. Captain Lance Arnold noted Rebecca Bean’s volunteer activity at NAW. He stated that his only concern was that the wording looked like it put the entirety of the weight of the resolution on the shoulders of NAW staff, with no ownership on adopters or people who surrender their animals. Jennifer Kidney commented that they needed to emphasize responsible pet ownership more. IX. DISCUSSION OF BENEFIT/FUNDRAISER FOR NAWC Rebecca Bean opened by discussing the work of award-winning magician Rob Lake. She shared that Rob was going to dedicate his time to help raise funds for Friends for Folks and NAW. She gave a brief introduction to Friends for Folks and what they do. She stated that NAW would be partnering with Friends for Folks, and would be splitting the proceeds fifty-fifty. She explained that the goal was to raise $40,000, and that they were projected to raise about $24,000 of that amount in ticket sales alone if they sell out one show on Wednesday night. She said that it would be at the Nancy O’Brian Center for the Performing Arts, which holds about 1200 people. She noted that anyone, including companies and organizations, can purchase a ticket and sponsor a child of incarcerated parents to be able to come to the show. Jennifer Kidney asked how much it would cost to attend. Rebecca Bean said that tickets start out at $20 and can go up to $40 for fancier seats, while kids can get in for $12. She additionally explained that there were lots of ways to contribute, including stuffing letters for 6 Norman Animal Welfare Center Oversight Committee January 9th, 2017 Thursday Folders. She stated that they would also need volunteers the day before to set up, as well as the night of the event. Captain Lance Arnold stated that they still wanted to bring the adoption trailer out. Rebecca Bean stated that they were working with 30 different media outlets. Captain Lance Arnold noted that Claudia Deakins had posted about the event on the Facebook page. He explained that part of the reason why they got involved in this fundraiser was because they did not increase the medical budget when they brought on Dr. Amy Tyler. He further explained that they took money out of the spay-neuter fund. X. MISCELLANEOUS COMMENTS Rebecca Bean noted that everyone should go down and volunteer at NAW to really understand what is going on. She said that a lot of her own assumptions were wrong. She also expressed a need for janitorial staff. Chairperson Mark Howery stated that Kristy Wicker had contacted him before Christmas. He explained that she had been volunteering and working with WildCare, and that she wanted to invite the AOC down to their facility. He explained that they had offered up the week of February 6th, possibly from 3:00 – 5:30pm. Kathryn Schwartz Bierman asked if they could do it after February 14th, and Rebecca Bean said she would be gone the first week of February. Rebecca Bean pointed out that there were two City Council hopefuls sitting in the room. Chairperson Mark Howery asked what wards they were running in; Kathryn Schwartz Bierman said she was in Ward 1, and Sereta Wilson said she was in Ward 5. Bill Hickman asked if Saturday, March 4th would be a good day to have a tour at NAW. He suggested that they could do it closer to lunch time and have food donated. Captain Lance Arnold stated that it did not matter what time of day, because they were always busy on Saturdays due to it being the lowest staffed day. Kim Fairbanks asked if they could help spread the word on the barn cat program that started at NAW on September 22nd. She explained that in 101 days the program had saved 71 cats from being euthanized at the shelter. She asked for people to like the Facebook page. She explained that when she works with someone through the program, she delivers, inspects, and revisits. She additionally asked for assistance with network with contacts, and said that she had delivered as far as 4 hours away. Chairperson Mark Howery asked what the name of the page was, and Kim Fairbanks responded that it was called “Norman Barn Cat Program”. Kim Fairbanks further explained that a lot of the cats saved had been owner-surrendered to NAW, and that the reason why they were considered unadoptable was due to behavioral issues. She discussed how the shelter environment throws house cats for a loop, saying that even though some of them are being placed into barn homes and at shops, at least they still have a chance. She stated that she had done a video over the program and posted it to the Facebook page. There was a discussion over "stray" cats that may have owners and how they should be brought to the shelter first to double-check.
