City of Norman Bicycle Advisory Committee Minutes for January 9, 2017 Meeting, 6:15 PM City of Norman Municipal Complex 201 West Gray, Study Session Room (1) Roll Call and Introduction of Visitors Attendees: Tom Woodfin, Meghan Wieters, Gordon Carrie, Michelle Carr, Kim Floyd, Gary Miller, Kyle Williams, Lee Krumholz Ex officio: Angelo Lombardo Following members’ terms coming to end, require re-appointment by Council: • Kyle Williams (completing the end of a previous term) – interested in continuing to serve • Lee Krumholz (term ending) – interested in continuing to serve • Gary Miller (term ending) –TBD on availability (2) Approval of December Meeting Minutes Motion by Gordon Carrie (approve with edit to spelling of Jud Foster’s name to Jud), 2nd: Lee Krumholz Unanimous approval with edit to spelling of Jud Foster’s name (3) Agenda A. Bike Skills Park subcommittee nominees & vote on formation (Tom/James) • Nominations for subcommittee: Kyle Williams, Michelle Carr, Kim Floyd, and Tom Woodfin. • Motion to appoint to subcommittee nominated members by M. Wieters, 2nd by L. Krumholz • Unanimous approval B. Proposed Bike Skills Park schedule, budget, logistics (Tom, James) T. Woodfin reported on meeting with J. Foster with Parks Dept. o Some funding may be available for Bike Skills Park planning o Request to Council from Parks for this activity (using the room tax) is proposed for $28K for Design, $225K for construction. This will be forwarded for the budget review process in next few months. Committee discussed preparing a 1 page summary (images for helping others understand what a bike skills park could be. Resources for the subcommittee for Bike Skills Park: Tegan Malone (OEF), Chris Southern Committee to include some information about this park as part of the CTP amendments to have a discussion with Council about this positive project.  C. Norman Bike Map Review of draft: cycling routes & signage, preparation of new Norman Bike Map (Angelo) Angelo presented the work to update the CTP based on the BAC’s requests over last few months. Committee went over the updates to the map and the chart that explains the map revisions (see below image of chart). Motion to forward desired changes to the CTP to the Council Transportation Committee at the earliest available date the Council can review by M Wieters, 2nd Lee Krumholz; Unanimous approval Angelo will let Tom Woodfin know the date; T. Woodfin to make presentation. D. Discuss BAC activities for Earth Day 2017: Sunday, April 23rd, 2017 12 – 5 pm • Committee wants booth directly next to CARTS to be able to co-locate our activities. • Potentially pass out old bike map if there are leftovers still • May be able to pass out bicycle safety brochures (M Carr) • Need to contemplate what else we may do at the booth E. Status reports:  • CART Updates – (Karleene/Taylor) i. OU Bikeshare is supposed to be up and running Feb. 1; 5 stations??? Committee indicated would like more details about station locations and details about coordinating with City of Norman budgeting process to allow for connections within the city as well. • Enforcement (OFC Smallwood) - not in attendance • City of Norman Updates (Angelo, James) – IH35 Corridor Study (Main St in Norman to 4th Street in Moore) • Need to insure that ODOT include bike and ped improvements for Indian Hills/IH 35 (interchange/SPUI/etc) Rock Creek/36th – design is getting close to being done; need ROW for traffic circle; Fed $ for FY 18; could be under construction within a year. Waiting on Fed $ allocation which we should know by end of the month. 15 new video detectors have been funded and going to construction ACOG is looking to have the TAP funding be multi-year instead of the annual call for projects; 8-10 year program of $8-10M for bike & ped projects BPAC is defining selection criteria ACTION ITEM: Request to have locations for information to committee at next meeting. (Angelo Lombardo) ACTION ITEM: Committee would like to discuss with James Briggs possible improvements graphically for new bicycle map. ACTION ITEM: Would like the term spans for the committee members updated (see chart below) as we know there are errors (James Briggs, please assist) • OU Campus / Bikeshare (Lee) – no new information (3) New Business for February agenda
Tulsa’s equivalent BAC would like to coordinate an information sharing with our committee (Larry Mitchell) – discuss options, dates, etc
