Mark Howery Action needed: Motion to adjourn meeting Action Taken: _____________________________________________________________ Norman Animal Welfare Oversight Committee March 13th, 2017 Animal Welfare Oversight Committee March 13th, 2017 The Norman Animal Welfare Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met in the Multi-Purpose room on the 13th day of March, 2017, at 6:00 pm. The notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray Street on the 10th of February, 2017. The meeting was also posted on the City of Norman website at www.normanok.gov. I. CALL TO ORDER Chairperson Mark Howery called the meeting to order at approximately 6:05 pm. II. ROLL CALL BOARD MEMBERS PRESENT: Chairperson Mark Howery Councilman Bill Hickman Ginger Noble, D.V. M. APPROVAL OF THE MINUTES A motion to accept the minutes as is was made by Kathryn Schwartz Bierman. Sandy Moore-Furneaux seconded. The motion was carried. IV. MONTHLY STATISTICS Chairperson Mark Howery went over the monthly statistics. He addressed a cat listed lost in care as being the last of the Foster to Adopt program animals. The cat's owners had moved away and had not brought it back to finalize adoption. Ginger Noble inquired as to why the ending animal count numbers for January are not the beginning numbers for February. Jeanne Snider added that it would be a question for Captain Lance Arnold and to ask for a better overview of the numbers. There was a discussion about volunteer service hours and clarification on those hours being volunteer only. Bill Hickman asked if any staff members were walking or handling dogs and if that time was included in the service hours. There was a discussion on how a dog’s time outside of its kennel is tracked at the shelter. Rebecca Bean said volunteers have made boards for each room that keep track of which dog has gone out for each day of the week and it is kept up by volunteers only. Staff don’t have time to take the dogs out while cleaning. Kathryn Schwartz Bierman said she was at the shelter today and had seen the boards in the rooms. She noted most dogs were not walked last Tuesday, Wednesday, and Thursday. She encouraged people to come walk dogs. Ginger Noble asked how do staff use the outside pens, do they rotate dogs as they’re cleaning? Rebecca Bean said what she has seen is that while cleaning, dogs are moved to one side of their kennel and then the other while the empty side is cleaned, that rotating dogs outside while cleaning would take much more time. Chairperson Mark Howery said he was unsure of community service hours. Rebecca Bean said the numbers vary from day to day. Chairperson Mark Howery went over the outcome statistics and noted that overall euthanasia is low on both dog and cat sides. As Captain Lance Arnold mentioned, the shelter has phased out the foster to adopt program. He hopes to get the part time vet to go full time. There was a discussion on the increase in intakes from the previous year and that policy change and the community being more comfortable with the new shelter has possibly led to a rise in owner surrendered animals. There was a discussion on the need for counseling to encourage people to keep their pets and that more staffing is needed to incorporate that at the shelter. Chairperson Mark Howery said thank you to Kim for her barn cat program, and that he thinks that helps with the low cat euthanasia numbers. Kim Fairbanks said she has places for them; there should be no cats put down before consulting her first. Norman Animal Welfare Oversight Committee March 13th, 2017 V. UPDATE ON PETDATA ONLINE SYSTEM FOR PET LICENSE SALES Chairperson Mark Howery read the email from Lance regarding PetData: the City Council approved the contract. We have started the process with PetData to build their data base, but don’t have a firm timeline. It could possibly be up and running late April to early May. VI. DISCUSSION OF NAWC FY’18 BUDGET NEEDS Chairperson Mark Howery said city department heads had a budget retreat a week ago. He had a confession that the recommendation letter he was to send to council was not sent, and handed it out for members to edit. There was a discussion of budget meeting process and dates. Rebecca Bean noted that the kennel shades and trailer carport have gone forward as a capital fund request and asked about the status of the kennel improvements and about the medical supply increase, food supply increase, and software management fund, were these under capital funds? Chairperson Mark Howery referenced the strategic plan and stated the software was under an equipment fund and medical supply was a base budget item. Deputy Chief Jim Maisano replied that when the budget process started this year, they were told there would be no base budget adjustments, and if it was felt an adjustment was needed, then submit they could be submitted as a new or expanded program. They are still in the process, and will not know if those items are approved until it gets it back from finance. Depending on how it is worded would determine if it is a reoccurring budget item. Rebecca Bean stated that we have a generous community and can raise money for smaller needs, but the concern is we can’t raise money to hire new employees that we desperately need. Ginger Noble stated that Captain Lance Arnold had mentioned trying to reclassify positions. Deputy Chief Jim Maisano described the reclassification plan and how it would be a more efficient use of current employees and that the request for reclassification was in the process. Chairperson Mark Howery said he would submit letters for each request, both for capital improvements and for the positions needed. There was a discussion about how specific the board should make the letter of recommendation for the budget requests and to advocate for what is being asked for by the original strategic plan. Deputy Chief Jim Maisano stated all budget requests were due by Feb 2nd; if not already submitted, they would not be in the process. Bill Hickman commented on the request for more staffing. Getting new staff is very difficult within a city budget and should be a big focus. Bill Hickman wanted to add in the letter for the city that the committee supports the personnel reclassification and cross training of current and new staff. Norman Animal Welfare Oversight Committee March 13th, 2017 Jeanne Snider noted that the official committee name is ANIMAL WELFARE OVERSIGHT COMMITTEE. Deputy Chief Jim Maisano confirmed that Police Chief Humphrey is the department head over Norman Animal Welfare. VII. FOLLOW-UP ON BENEFIT FOR FRIENDS FOR FOLKS AND NAWC Rebecca Bean said the total raised at the benefit was $15,924.55 for Animal Welfare. She credits Dr. Otto with the large success; it was a joint fundraiser and the same amount went to Friends for Folks. Sereta Wilson at Annie’s Ruff House is taking care of the funds for us. A committee will take requests from the shelter and disperse funds as needed. Deputy Chief Jim Maisano asked if the funds from that project were not coming to the city. Jeanne Snider said the benefit was advertised that way and marketed as to benefit Norman Animal Welfare. Deputy Chief Jim Maisano said all appropriations from the city have to be budgeted and approved by City Council. He explained the process of using donation funds for expenditures. Rebecca Bean said they were trying to avoid the shelter using the donations for regular types of expenses that would violate the spirit of how the money was raised. Jennifer Kidney said if the money goes to a 501C3 to benefit Norman Animal Welfare, there should be no problem. Kathryn Schwartz Bierman explained that this was done before, referring to a freezer for Kong treats. Annie’s bought the freezer and donated it to Norman Animal Welfare. Rebecca Bean said people gave generously; they were specific on how they wanted the money spent. Donors want to know their money is going to help the animals, not to base line budget needs of the shelter. She believes that would be the city’s responsibility. Ginger Noble read the flyer for the event. It states the fundraiser will be benefiting the Norman Animal Shelter. Deputy Chief Jim Maisano said, theoretically, if the item donated or donation itself is over $250, it has to go to city council for approval. There was a discussion on how donations that are made to and received from a 501C3 foundation can be made, and using Annie’s Ruff House Foundation while also going through the appropriate approval procedures for the city. Rebecca Bean gave an example of dogs at the shelter diagnosed with heartworm. One dog she fostered and paid for the treatment because heartworm treatment is an expense above and beyond what the shelter normally would pay. The community wanted to donate to the treatment, and having an angel fund was forefront on her mind for the shelter. Kathryn Schwartz Bierman said it’s important to have an emergency fund that can be used without going through approval for animals coming into the shelter with a treatable but urgent medical need. Deputy Chief Jim Maisano gave a few examples of donations and what has to be done for City Council approval.
