City of Norman Bicycle Advisory Committee Minutes for March 13, 2017 Meeting, 6:15 PM City of Norman Municipal Complex 201 West Gray, Study Session Room (1) Roll Call and Introduction of Visitors Members present: Sunni Bailey-Koszarek, Gordon Carrie, Kim Floyd, Tom Woodfin, Kyle Williams, Lee Krumholz Ex officio: Angelo Lombardo Guests: Christy Emig, Megan Walker Cleveland County Dept of Health (2) Approval of January Meeting Minutes - Motion by Gordon Carrie, 2nd by Sunni Bailey-Kosarek. Unanimous approval. (3) Agenda A. Norman Bike Map Review of draft: cycling routes & signage, (Angelo) Transportation Subcommittee meeting for March was cancelled. Draft PowerPoint presentation being prepared by Angelo for review with Tom & BAC for the April 27 meeting of the Transportation Subcommittee. This would mean that if requested changes from the BAC to the CTP for cycling routes is approved, then BAC would present these to City Council at their May 9, 2017 meeting. B. BAC activities for Earth Day 2017: Reaves Park Sunday, April 23rd, 2017 12 – 5 pm. We have requested a table next to the CART bus to hand out Norman Bike Maps. Individual commitments to staff table to be discussed at April 10 meeting C. Open Street Norman: Sunday, April 9, 2017 1-5 pm Campus Corner. Christy Emig and Megan Walker discussed the efforts to date: 44 community organizations, 24 Campus Corner business are participating. Map of street closures shared. Discussion of what BAC could do for the event – decision to offer local town rides to participants. Kim Floyd to prepare MapMyRide maps for Tom to send to Christy along with schedule of 3 different rides beginning on Buchanan St. in Campus Corner. D. Tulsa’s equivalent BAC would like to coordinate an information sharing with our committee (Larry Mitchell) – discussion of Skype from Tulsa at regular BAC meeting, preferably in options, dates, etc • Lee will contact Mitchell about Skype in April or May BAC meeting E. PROJECT REQUESTS FOR TAP funding (Angelo) These will be part of a presentation to the Transp Planning SubCommittee of the Council 4/27/17 (see A above) Listed in order of priority for funds application: 1. HWY 9 Multiuse Path (36th – 48th) 2. Constitution (Jenkins – Classen) – possible multi-use path 3. Flood Ave Multiuse Path (Robinson to Tecumseh; complete loop) 4. Bike Skills course (Lindsey & 24th St. East) 5. Connection to S. Canadian River/McClain County/Adkins Hill Road 6. Bicycle count technology including annual fee for the software for EcoCounters and to purchase tubes for counting bicycle traffic) Include with another project  F. One more opening on BAC to fill. G. Status reports: • CART Updates – Nothing to report(Karleene/Taylor) • Enforcement – Nothing to report (OFC Smallwood) • City of Norman Updates (Angelo, James) – • OU Campus / Bikeshare (Lee) expected to roll out by end of March through Student Government Activities office on campus. Currently installing bike racks around the university. (4) New Business for April agenda 1. Confirm Skype or GoToMeeting with Tulsa Bike Advisory Group 2. Maps of town rides for Open Street event (Kim) 3. Review of powerpoint presentation for Transp Subcommittee (Angelo, Tom, BAC) 4. Confirm schedule of participants in Open Streets (4/9/17) and Earth Day (4/23/17) 5. Discuss Bike to Work Day in May 6.
