FLOOD PLAIN PERMIT COMMITTEE MEETING 201 West Gray, Building A, Conference Room D Monday, March 6, 2017 3:30 p.m. Minutes PRESENT: Scott Sturtz, City Engineer Susan Connors, Director of Planning/Community Development Ken Danner, Subdivision Development Manager Sherri Stansel, Citizen Member Neil Suneson, Citizen Member OTHERS PRESENT: Todd McLellan, Development Engineer Carrie Evenson, Stormwater Engineer Rachel Warila, Staff Amy Shepard, Staff Johnny Hennessey, Citizen The meeting was called to order by Scott Sturtz at 3:32 p.m. Item No. 1, Approval of Minutes: Sturtz requested a roll call of the committee. Five members of the committee were present, and a quorum was established. Shawn O’Leary and Jane Hudson were absent. Sturtz called for a motion to approve the minutes from the meeting of December 19, 2016. A motion was made to approve the minutes by Ken Danner. Seconded by Sherri Stansel. Approved 3-0, with 2 abstaining. Item No. 2, Flood Plain Permit Application No. 581: Sturtz stated this application is for the demolition of an existing house and installation of a manufactured home at 7100 W Rock Creek Road. Sturtz identified Johnny Hennessy as the Flood Plain Permit Committee meeting March 6, 2017 Page 2 representative in attendance for both applications, and the engineering firm is Cardinal Engineering. Todd McLellan gave the Staff Report for this application and confirmed the property is entirely in the floodplain. McLellan reviewed the current stuctures on the property and the information about the new manufactured home. McLellan informed the applicant that due to the location in the floodplain, a waiver of liability may be required at the building permit stage due to restricted access of emergency vehicles during flooding events. McLellan confirmed that the engineering plans met all requirements related to the BFE and the compensatory storage area. McLellan confirmed all ordinances will be met and that staff recommends approval of the permit. Johnny Hennessey asked if the exact location of the compensatory storage had to match the plan. Neil Suneson asked if a change to the compensatory storage location occurred, would the committee have to be notified. McLellan advised that an as-built drawing could be required after the fact along with the Elevation Certificate. Sherri Stansel asked if that location has flooded recently. Mr. Hennessey indicated that he could not recall much flooding over the last 20 years or so. A motion to approve was made by Susan Connors with the condition that an as-built drawing be sumbitted if the compensatory storage location moves. Motion seconded by Suneson. Approved 5-0. Item No. 3, Flood Plain Permit Application No. 582: Sturtz stated this application is for two (2) carports and a metal building at 2301 72nd Ave NW and is adjacent to the location of Application No. 581. Sturtz identified Johnny Hennessy as the applicant, and the engineering firm is Cardinal Engineering. Todd McLellan gave the Staff Flood Plain Permit Committee meeting March 6, 2017 Page 3 Report for this application and indicated the structures to be added include a new metal building just west of the current house, a carport to be used as a livestock shelter for animals and a carport in front of the house structure. McLellan confirmed all work will be completed within the floodplain. McLellan confirmed that the engineering plans met all requirements related to the BFE and the compensatory storage area. McLellan advised that an Elevation Certificate will be required for the metal building to ensure the elevation requirement is met. McLellan confirmed all ordinances will be met and that staff recommends approval of the permit. Connors asked about the setback of the structure from the property line. Sturtz stated plans show 34.33ft from property line. Sturtz asked about the depth of the proposed compensatory storage area because he was concerned about shallow groundwater. Mr. Hennessey stated that the area shown on the drawing has plenty of space to reduce the depth and increase the width of the area. Discussion occurred about the size and depth of the compensatory storage area. A motion was made by Ken Danner to approve and was seconded by Connors. Approved 5-0. Item No. 4, Miscellaneous Discussion: Sturtz gave an update of the Havenbrook bridge repair project; it is open to traffic and congratulations on a job well done to city staff. Central Contracting Services, Inc., finished the concrete street surface. Sturtz stated that due to no increase in the pipe size, there was no impact to the Base Flood Elevation. Other items discussed: Flood Plain Permit Committee meeting March 6, 2017 Page 4 1. McLellan gave an update on 310 S. Lahoma that was substantially damaged by fire and had to be rebuilt. McLellan stated that an Elevation Certificate had been received and presented photos of ordinance compliance. 2. McLellan reviewed the 2016 Floodplain Permit Committee yearly summary with the committee that detailed activity in the floodplain. 3. The University House Norman project’s Letter of Map Revision (LOMR) has been received from FEMA. McLellan confirmed the LOMR will go to Planning Commission on April 13, 2017, and second reading before City Council on May 9, 2017. 4. McLellan stated the next committee meeting would occur on March 20, 2017, with two (2) pending applications. Sturtz asked if there was anything else from the committee, and Suneson requested an update about Sherwood. Carrie Evenson stated that the pit has not been completed but that the City’s Stormwater Inspector has been confirming that correct fill material is being placed. Suneson requested an update on the timeframe. Sturtz confirmed Sherwood has paid the fine and conducted the investigations that were required. Sturtz added that Sherwood has been a good partner with the City. Sturtz called for a motion to adjourn. Danner motioned to adjourn, seconded by Connors. Motion was approved 5-0. Meeting adjourned at 4:01 p.m.
