Co-chairperson Mark Howery Action needed: Motion to adjourn meeting Action Taken: ______________________________ Norman Animal Welfare Oversight Committee April 9, 2018 Animal Welfare Oversight Committee April 9th, 2018 The Norman Animal Welfare Center Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met in the Multi-Purpose room on the 9th day of April, 2018 at 6:00 p.m. The notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray Street on the 4th of April, 2018. The meeting was also posted on the City of Norman website. I. CALL TO ORDER Chairperson Mark Howery called the meeting to order at approximately 6:05 p.m. II. ROLL CALL. City Attorney Norman Animal Welfare Oversight Committee April 9, 2018 Mark Bechtel, Norman Animal Welfare Supervisor Natasha Hankins, Norman Animal Welfare III. APPROVAL OF THE FEBRUARY 12, 2018 MINUTES There were some grammatical errors and wording corrected in the minutes. A motion to accept the minutes as was amended was made by Jennifer Kidney. Sandy Moore- Furneaux seconded. The motion passed. IV. MONTHLY STATISTICS & DIVISION UPDATES Captain Barbour went over statistics for February and March. Return to Owner increased by 300%. There was a rise in euthanasia in relation to owner surrenders. Captain Barbour commented that this is the season of flux. Jennifer Kidney talked about the Oklahoma City Shelter and the effort they make to keep animals out of the shelter. Mark Bechtel had just spoken with Jon, Oklahoma City Shelter Manager, about looking into scheduling owner surrenders and how to get those numbers down. Captain Barbour acknowledged that Henry Baskeyfield has been an employee of Norman Animal Welfare for 40 years. Captain Barbour also spoke about our success at the Animal Welfare Expo including 12 adoptions and microchipping 94 of the citizens’ animals. Reviewing the ordinances will be an ongoing process with hopes of an amended version to be brought forward this summer. Animal Welfare had two cats that tested positive for FELV, and they were transferred to Austin Pets Alive through Hands Helping Paws. The preliminary budget should be out by this Friday, April 13th, and we should know what will be approved by May’s meeting. Rebecca Bean asked if we knew what was potentially on the chopping block for the budget. Captain Barbour said he knew of nothing specific. Kristy Wicker asked if we had heard how much the Rob Lake show had brought in for the Center. Captain Barbour said the show had generated $7200.00 for Animal Welfare and the donation will be on the next city council agenda to be accepted. Norman Animal Welfare Oversight Committee April 9, 2018 V. OLD BUSINESS UPDATES AND FOLLOW-UPS Rebecca Bean asked how the public was responding to no private trapping. Mark Bechtel replied that we have not really had any pushback at all. Captain Barbour gave an update on being able to post our found dogs to the internet and said that it will require building an interface between our Shelter Buddy program and our new website so that citizens can log on and locate their lost animals. It will be a very involved process that will take IT personnel to help and may have to wait behind their more pressing projects. Sandy Moore-Furneaux asked if it was a one-time cost or a monthly subscription we would have to pay. Captain Barbour stated it would be a one-time fee. Dr. Tyler asked if there will be a FAQ page on the new website. Captain Barbour stated that the Animal Welfare page would be separate from the City page. Jennifer Kidney asked about the PAWBOOST alerts she receives on her Facebook feed; she mentioned that there are lots of lost pets in the City of Norman. Rebecca Bean asked if Animal Welfare would have to enter the animals’ information into the third party website. Captain Barbour stated that, once we entered animals' information into Shelter Buddy, it would transfer automatically into the third party site, so it would be maintenance free other than checking it occasionally to make sure it was working properly. Dr. Joe Carter stated his concern about waiting on IT and that taking too long would create a public outcry. Rebecca Bean asked about the search feature on the stray website. Captain Barbour stated there would be a search feature. There was also discussion about Shelter Buddy and Chameleon and which program fits our needs better. Dr. Tyler stated that neither was designed for medical use. Looking into the future, the animal welfare staff would be in need of more training. Mark Bechtel stated that he was told Chameleon had good customer service. Norman Animal Welfare Oversight Committee April 9, 2018 VI. PURCHASES FROM DONATION ACCOUNT A portion of the Freeman Estate was donated to Norman Animal Welfare in the amount of $77,000.00, and Captain Barbour will be in contact with the Freeman family once it is been decided what to spend the money on. There are several items that are needed at the shelter, including the following: 90 Kuranda Beds for all of Animal Welfare intake and adoption dogs, feral cat boxes, dental equipment, holding cages, cat carts, washer and dryer for the veterinary clinic, surgical instrument table, and wire kennels with shades for adoption events. The discussion of donations was opened to the public. Emily Flores stated she was excited to see everything move forward with regard to getting items for the shelter from our donations. Recently, a portable x-ray machine was donated to Animal Welfare by Dr. Joe Carter. VII. DISCUSSION FOR LOCAL VETERINARIAN PROGRAMS AND OUTREACH Dr. Joe Carter stated he and Mark Bechtel had been speaking about having an open house for the all of the local veterinarians in and around Norman to develop better relationships with them. Rebecca Bean stated that she loved the idea and wanted Dr. Tyler’s input. Dr. Joe Carter stated he had someone who would donate food for the open house, and it would be good for veterinarians to hear more from Dr. Tyler on the issue owner relinquishment. VIII. CALL FOR AGENDA ITEMS FOR NEXT MEETING Rebecca Bean suggested that we ask OSU Professor Scott Loss to speak about the impact of cats on wildlife, and Mark Howery said that he would contact him with regard to speaking at our May meeting. There was discussion about changing the date of the May meeting due to several people having to be absent due to travel or training. A motion was made by Jennifer Kidney to move the May meeting from the 14th to the 21st. It was seconded by Bill Hickman. Motion passed. Norman Animal Welfare Oversight Committee April 9, 2018 Councilman Bill Hickman mentioned that we still need to discuss standard operating procedures and that they should be a priority. Captain Barbour and Mark Bechtel stated that they have been working on this matter. IX. MISCELLANEOUS COMMENTS Rebecca Bean had a question from the public in regards to the Center's being closed on the Saturday of the Animal Welfare Expo and if that was going to be an ongoing occurrence Captain Brent Barbour stated that it was a once a year occurrence and that we only had one real issue with someone dumping a dog at the Center that day. Councilman Bill Hickman brought up a program that his daughter is involved in called SPUD (Students Performing Unselfish Deeds) that raises charitable funds for projects within the community and wanted to know if there was something that we could apply for with them to have done. Opened to Audience for questions: Kim Fairbanks had a few questions: First of all, why had the transfer out statistic gone down by 56% in March? She also wanted to confirm that the Chameleon laptop was available to all staff on the weekends Kim asked Rebecca Bean to clarify the conversation regarding free roaming cats and bringing in Scott Loss to talk to the committee. Rebecca stated that any change to the ordinance would only apply to pet cats, not to feral or barn and shop cats. Kim Fairbanks stated that she feels that if Scott Loss is going to speak about the impact of free roaming cats on birds, then someone from the other side of the discussion should speak as well. Kim also said it would be a great idea to have workshops to show people how to build cat patios (catios) to help keep pet cats off the streets. Councilman Bill Hickman wanted to clarify that the intention of an ordinance change regarding pet cats is not to prevent cats from going outside, but to require that they be on a leash or in close proximity to their owner, just as dogs are required to be on a leash or in a yard. Rebecca Bean stated she had no interest in stopping the TNR program; it is a great resource. Increased cohesion, cooperation and efficacy among staff continues to build as a result. Opportunities abound for staff to emphasize particular skills and passion. They approached NAW to become foster ambassadors. • Mark Bechtel and Amy Tyler, DVM attended Kirkpatrick foundation symposium – Monday April 30th • Mark Bechtel spoke to Cross Timbers Rotary Club - April 17th • Mark Bechtel met with Bella Foundation Director, Matt Goodwin – April 18th • Considering project proposals from an Eagle Scout to be completed this summer • Working with Dr. Tyler to provide a professional event for area animal professionals to include a speaker and CEU.
