Co-chairperson Mark Howery Action needed: Motion to adjourn meeting Action Taken: _________________________________________  Animal Welfare Oversight Committee May 21st, 2018 The Norman Animal Welfare Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met in the Multi-Purpose room on the 21st day of May, 2018, at 6:00 p.m. The notice and agenda of the meeting were posted in the municipal building at 201 West Gray Street on the 16th of May, 2018. The meeting was also posted on the City of Norman website. I. Call to Order Co-Chairperson Mark Howery called the meeting to order at approximately 6:00PM II. City Attorney Major Kevin Foster Mark Bechtel, Norman Animal Welfare Manager Natasha Hankins, Norman Animal Welfare Trey Amrein, Animal Welfare Supervisor III. Introduction of the New Committee Member Mark Howery introduced Kim Fairbanks, the new Animal Welfare Oversight Committee member. Kim Fairbanks is the director of Hands Helping Paws and has been helping Norman’s cat population since 2006. They have helped more than 10,000 cats through adoption programs, medical treatments, and TNR. IV. Discussion and Approval of the Minutes A correction was made that the dog that was mentioned as being dropped off at the shelter was actually dropped off at the expo event. A motion was made to accept the corrected minutes by Jennifer Kidney. Sandy Moore- Furneaux seconded. The motion passed. V. Monthly Statistics, Division Updates and May Adoption Event Mark Bechtel briefly went over the statistics for May. He talked about the trend of owner surrender dogs as being dogs that needed behavioral evaluations and the slight rise in euthanasia for aggressive behaviors. Mark Bechtel talked about wanting to see a decrease in animals coming through the shelter from year to year. Mark Howery asked about the Other Intakes category. Trey Amrein said it is a category that protective custody and confiscated animals fall into. VI. Old Business Updates and Follow-Ups Mark Bechtel talked about the two adoption specials at the shelter in April. These were spontaneous events because the shelter was full. He also spoke about the other events in April that the staff attended. There was a discussion about the flow of animals during events that empty the shelter. Mark Bechtel said that Dr. Tyler was working on providing a speaker for the veterinarian outreach event that could provide education credits and that is tentatively scheduled for September. Mark Bechtel spoke about talking to a representative from Adopt -A- Pet about having the stray animals posted to the website. He was quoted a price of $125 a month for that service, and Mark will continue to research that option.  Co-Chairperson Mark Howery asked if there was a veterinarian that is in talks with the shelter now who would offer after- hours’ emergency services. Mark Bechtel said yes; they have not entered into an agreement yet, but they are in talks to do so. There was a discussion about how that process would be funded, whether through the Annie’s Rescue Fund or through some other means. Mark Bechtel talked about the getting quotes for the repair work that needs to be done in the shelter both in the food prep area and the flooring in the dog kennels. There was a discussion about looking into replenishing the Annie’s Rescue Fund. VII. Kirkpatrick Foundation’s Save Lives, Unite Oklahoma Initiative Kristy Wicker spoke about the Kirkpatrick Foundation becoming involved in improving animal welfare in Oklahoma. The focus will be on making their initiative work for Oklahoma shelters. There was a meeting at the end of April with a huge turnout from non-profits and municipal shelters. She spoke about Norman having the highest live release rate in the state and that we have the opportunity to try new things. VIII. Volunteer of the Year Award Announcement There was a discussion about announcing the Volunteer of the Year Award and how the nominations will be collected by the July meeting. IX. Call for Agenda Items and Location for Next Meeting Items for the June agenda: An update on the volunteer nominations, a discussion on how to support the ARF fund, and an update on how long citizens are waiting on hold on the phone. X. Miscellaneous Comments Rebecca Bean asked about the handling of animals while Dr. Tyler is gone for the next week. Mark Bechtel said that he was hoping the empty the shelter event would help with the amount of animals in shelter, along with managed intake from the front office staff. They approved an RVT to come in for two days during that week.
