The meeting was also posted on the City of Norman website at www.normanok.gov. I. Call to Order Co-Chairperson Rebecca Bean called the meeting to order at approximately 6:11 PM II. Discussion and Approval of the May Minutes There were some clerical errors corrected. A motion was made to accept the corrected minutes by Jennifer Kidney. Sandy Moore- Furneaux seconded. IV. Monthly Statistics and Division Updates Mark Bechtel began by going over the increase in the “other intakes” category. It saw a 700% increase that was attributed to several confiscations, a litter of kittens being born at the shelter, and the addition of the returned animals to that category instead of the owner surrender category. He highlighted the transferred out category. There were 50 animals transferred out in May. The Bella Foundation pulled 17 dogs in May, and that helped tremendously while vet staff was gone for training. Mark Bechtel talked about how full the shelter is and that there is a $10 adoption special going on to help clear the shelter. There was some discussion about the volunteer hours and the program. V. Old Business Updates and Follow-Ups Mark Bechtel said that there haven’t been any updates on the budget requests from the city. Captain Barbour updated everyone on the city website. There will be information added to the site. It will cover all types of topics that the shelter gets questions about. He described the tentative design and estimates that a complete design change will take in around 18 months. He hopes that the information will be updated by July. There was a discussion about the time it takes staff to answer the phones and the time it takes to return phone messages. There was a discussion about using volunteers to answer phones. The shelter will make a post for the Volunteer Award Nominations that are due June 30th. Dr. Tyler gave a presentation about the shelter's owner surrender statistics. We had 210 owner surrenders in 2015. After the ordinance change in 2016, we had 581 animals surrendered. In 2017, owner surrenders made up 20% of our animal intake. She wanted to look into how the shelter can help community members keep their animals in their homes. The number one reason for cat/kitten surrender was too many animals, meaning litters of kittens getting owner surrendered. She gave an example of geriatric cats being owner surrendered to the shelter. Of the 12 that were surrendered, 5 had to be euthanized. These cats specifically don’t do well in a shelter setting; they can stop eating, become reclusive, and become terminally ill. The shelter should make an effort to counsel these owners and see if there is any way to keep the animals in their home or help to rehome the cat so it doesn’t come into the shelter. Dr. Tyler said 25% of our cats are transferred out, and if the shelter didn’t have Kim Fairbanks taking the unadoptable cats, there would be a large number of the population that would have to be euthanized. The euthanasia rate is 20% for owner surrendered dogs. Some of these are dogs being surrendered specifically for aggressive behavior, but some are dogs that aren’t adapting well to the shelter environment. She talked about implementing a drive-by treat program to help the dogs have positive interactions with staff. She talked about the importance of getting more information from owners to help place the animals in good homes going forward. She has made new owner surrender forms to help facilitate gathering that information. She discussed different approaches to helping owners rehome their animals themselves, and different examples of community assistance that can be provided. Kristy Wicker asked if the shelter follows up on owner surrenders that are asked to wait.
