The notice and agenda of the meeting were posted at the Norman Animal Welfare Center on 3428 South Jenkins on the 5th of April, 2019. The meeting was also posted on the City of Norman website at www.normanok.gov. I. Call to Order Co-Chairperson Mark Howery called the meeting to order at 6:04 PM. II. Discussion and Approval of the March Minutes A motion to approve the minutes was made by Jennifer Kidney. Dr.Biles seconded. The motion passed. IV. Monthly Statistics and Division Updates Mark Howery asked the committee about holding public comments to the end of the meeting. Jennifer Kidney said that, in the interest of saving time, comments should be held to the end of the meeting. Kate Bierman said she thought it would be a good idea to ask for public comments before a voting action was taken by the committee. Mark Bechtel talked about the drop of owner surrender intakes from 2018 to 2019. He also pointed out that the length of stay is dropping. He said the owner surrender list is currently around 67 animals waiting and is being worked on by staff. V. Previous Business Updates Kate Bierman asked about the increase from January and February's owner surrender waiting list numbers to March’s numbers that increased by about a dozen animals. She asked if this was due to space or staffing. Mark Bechtel said that it was due to a lot more calls for owner surrenders and a capacity issue as well. He talked about the crowded shelter and the adoption events held in March. There were 110 animals adopted out during the Saint Patrick’s theme adoption event. Even after that event, the adoption side was full, and there were 22 dogs processed and waiting or space on the adoption side. There was an additional free adoption event after Saint Patrick’s Day that helped to clear out the shelter more. There was a discussion about how much better shelter social media is with a shelter staff person assigned to the page. Kate Bierman said that there was training for social media through Annie’s Ruff House if the shelter is interested in sending that person for more training. There was a discussion on demeanor training for dog play groups and how beneficial that would be for multiple reasons, including social media posts and transport availability. Kate Bierman asked how long the volunteer orientation was and whether hours shown in the orientation column in the statistics indicated how many people have gone through orientation. Ashley Battiest said that yes, while the orientation is actually an hour and a half long, Jacob Hunt only gives them an hour, so it is an easy way to see how many came for orientation. Kim Fairbanks asked about tracking foster hours and keeping track of those coming through orientation who have signed up because of the kitten lady workshop. The shelter is keeping track of those who are fostering and have gone through the workshop, but not recording foster time. Mark Bechtel said that there was a discussion on how to record foster time, but nothing had been decided on. Mark Howery said maybe it would make sense to just record number of animals out in foster as opposed to time spent in foster. Jennifer Kidney said that the shelter could provide a time sheet to fosters to fill out at home. Kate Bierman said that it could be done the same way that orientations are recorded and just give one hour per animal fostered per month. Mark Bechtel introduced Dr. Michelle Tomooth, the new shelter veterinarian on staff. She spoke a bit about her background, starting in private practice, then moving to relief work, and finally working for county and city shelters.  Mark Bechtel spoke about the two newer Animal Welfare Technicians who had been hired since January. Currently there are no staff positions open at Norman Animal Welfare. There was a reminder discussion on what the shelter was asking for the upcoming fiscal year as was discussed at the last meeting. VI. 2017/2018 Biennial Report Update Co-Chairperson Mark Howery passed out a draft for the 2017/2018 biennial report. Mark Howery asked if there was a closed Facebook group for volunteers. There is both a volunteer and foster closed Facebook page. Mark Howery also discussed adding more to the sections on the 2018 recipients of the annual volunteer award. There was a discussion about moving to an annual report after having caught up. VII. Updates on Recent Animal Welfare Events As discussed before, there were two adoption events in March to help make space at the shelter. Norman Animal Welfare also participated in the Animal Welfare Expo on March 30th and adopted out 10 dogs at that event. At the Expo, Norman Animal Welfare helped with 102 Bordetella vaccinations, 118 DHPP vaccinations, 23 FERCP vaccinations, 166 Rabies vaccinations, and 134 microchips for a total of 270 people assisted. Kim Fairbanks spoke about the reason for developing the Animal Welfare Expo in response to the May 13th Tornado; she wanted to encourage microchips and tags for pets to help them get home during storm season. The second reason for the expo is to encourage fosters for neonatal kittens. She mentioned that Mutts Club gave out 80 engraved pet tags, and 150 people attended the Kitten Lady workshop. VIII. Action on May 2019 Meeting Kate Bierman gave an overview and summary of the city budget process. There was a discussion on forgoing the June meeting instead of the May meeting so that there would be a meeting during the city’s budget process. There was a discussion on developing more take-home informational packets or brochures for adoptions. There was a motion made by Jennifer Kidney to have a meeting in May and not to meet in June. David Biles seconded. Motion passed. IX. Call for Agenda Items for Next Meeting Topics for the May agenda could include the volunteer of the year announcement, Save Lives Unite OK conference, a budget update, and the biennial report. X. Miscellaneous Comments Dr. Tyler asked where the biennial report is posted. Kate Bierman said that it is included and formally accepted by city council so it is probably posted in the city council minutes. She said she would talk with Brenda Hall about getting them posted in the AWOC minutes page as well. National Volunteer Week is April 8-13th National Animal Welfare Officer Week is April 15-20th. Bark for Life will be hosted at Andrews Park on September 14. It will be an event for the American Cancer Society.
