The notice and agenda of the meeting were posted at the Norman Animal Welfare Center on 3428 South Jenkins on the 10th of May, 2019. The meeting was also posted on the City of Norman website at www.normanok.gov. I. Call to Order Co-Chairperson Mark Howery called the meeting to order at 6:04 PM. II. Discussion and Approval of the April Minutes A motion to approve the minutes was made by Jennifer Kidney. Kristy Wicker seconded. The motion passed. IV. Monthly Statistics and Division Updates Mark Bechtel spoke first about the unusually high “other” intake category. He explained that the 800% increase referred to the three litters that were born in the shelter in April. He also mentioned that the owner surrender number has increased to 92 animals on the wait list. There was a question of whether staff could add the previous month’s waitlist numbers to the statistics. Mark Bechtel said that he would add that to the packet. Rebecca Bean asked about the shelter’s pregnant spays policy in regards to the three litters born in the shelter. Mark Bechtel said the shelter does spay pregnant cats and dogs, but these three cases happened quickly while the animal was on stray hold, or even the very next morning after intake. V. Previous Business Updates Mark Bechtel went over the owner surrender data from 2018 that was compiled. There was a total of 263 animals that were placed on the owner surrender list that year. There was an average wait time of 45 days from being placed on the list until someone from the shelter contacted that person to bring in the animal. The top three reasons for surrender were: behavior issues, too many pets, and financial constraints. Forty-three percent of those on the list did not return staff phone calls. Dr. Amy Tyler, whose non-profit works to keep animals in their homes and who had compiled the shelter data from 2018, mentioned that their non-profit tries to reach out to those wanting to surrender their pets within two days. She said even within two days it is difficult to get in contact with those who have left their information with the shelter to owner surrender animals. Mark Bechtel said he wanted to reiterate that this is a triage tool. Whether they are calling us or coming to the shelter, if there are urgent cases, those animals are surrendered to the shelter at that time. Rebecca Bean asked if the financial reasoning would be the easiest to address. Mark Bechtel said if he had to guess most of those requests are because of pet deposits. The shelter already helps with food if that is the issue.  Kate Bierman asked about the longer length-of-stay number for kittens. The average of 12.7 days included time spent in intake and adoption, and excluded time spent in foster. As of the meeting date, there were only four kittens in intake. There was a discussion of utilizing fosters more. Mark said he would look into that situation. Kristy Wicker asked if the shelter had seen an increase in students surrendering animals before the summer. Staff hasn’t seen a significant increase in student surrenders. Mark Bechtel gave a quick update to say that the shelter was utilizing SpayWay this week while Dr. Toomoth is on vacation. There was a question of whether overtime at the shelter was enough to justify paying for another position. Major Teuscher said that considering all the community events that had required overtime, probably not. Mark Bechtel spoke about the adoption event that took place in partnership with LoveWorks Inc. on Friday and Saturday. Forty-three animals were adopted out during that event, and students brought grab bags for the adopters that included bowls, leashes, and toys. Kate Bierman spoke about the next part of the city budget process. Major Teuscher briefly went over some of the anticipated cuts to the animal welfare division budget, including cuts to services and supplies. Tuesday May 14th animal welfare ordinances will be on the City Council agenda. VI. 2017/2018 Biennial Report Update Mark Howery sent out the biennial report to the committee. He asked that committee members get any comments to him by the first week of June. There was a discussion about having future annual reports completed by April before the city budget discussions. VII. Volunteer of the Year Call for Nominations Mark Howery had sent an email to Dr. Otto for the plaque names of the last two recipients of the award. Rebecca Bean said she would take care of updating the plaque. There was talk about following up with Annahlyse Meyer who handles the city press releases for the call for nominations. The deadline could be the week before the July meeting. VIII.
