The notice and agenda of the meeting_were posted at the Norman Animal Welfare Center on 3428 South Jenkins on the sth of September, 2019. The meeting was also posted on the City of Norman website at www.normanok.gov. I. Call to Order Co-Chairperson Mark Howery called the meeting to order at 6:03 PM. II. Roll Call MEMBERS PRESENT: Co-chairperson Mark Howery Councilman Bill Scanlon ~ David Biles, D.V.M. Kim Fairbanks Kristy Wicker ABSENT: Co-chairperson Rebecca Bean Sandy Moore-Furneaux OTHERS PRESENT: Ashley Battiest, Norman Animal Welfare Jeanne Snider, Assistant City Attorney Major David Teuscher Mark Bechtel, Animal Welfare Manager Trey Amrein, Animal Welfare Supervisor Ill. Discussion and Approval of the August Minutes A motion to approve the minutes was made by Dr. Biles and Kim Fairbanks seconded. The motion passed. IV. Monthly Statistics, Division Updates Mark Bechtel went over some of the.shelter statistics from August. There was an increase in stray intake from last year, Trey Amrein said that could be attributed to cooler mornings and evenings lately. Owner-intended euthanasia numbers were also up. Word seems to be getting out that it is a service the shelter provides; however, it does need to be scheduled due to staffing constraints. The length of stay for animals in the shelter has increased and adoptions have dropped by 21% in August. Mark is trying to push back on the cyclical nature of the shelter's free adoptions, as they were starting to become monthly. Going forward there will be an internal conversation about how to continue them in the future. Mark Howery asked if only animals that had been at the shelter for at least two weeks were free at the free adoption events. Mark Bechtel explained that at any time an animal that has been at the shelter for more than 30 days is a free adoption, and at free adoption events, generally every animal available is a free adoption. The owner-surrender waiting list is currently at 172 animals. All transfers out in August were to rescues. None were to Tulsa Humane Society. Kim Fairbanks asked about the need for Tom Turner to cover the event at the downtown library in July. Mark Bechtel said Norman Animal Welfare (NAW) is down two positions and was unable to cover the event. If Tom had not volunteered to represent NAW during the event, NAW would have had to cancel. Animal Welfare Technician (AWT) staff schedules have been temporarily modified to account for the shortages. An Animal Welfare Officer (AWO) was temporarily brought back into the AWT role. A police officer on light duty will be answering phones for approximately four weeks. V. Revisit and Discussion of Two Recently Passed Ordinances  • Municode.com website has not been updated yet. This is an outside company that the city has no control over. • David Teuscher said the ordinances have been in the newspaper and pus~ed on the cities' social media platforms. • To address earlier concerns regarding language removed about a temporary exemption process on tethering, exemptions will be limited to no more than 90 days. There ha"'.e been two calls: · 1) one was given 30 days to·complete fence 2) was unverifiable when the officer arrived. To be proactive, residents have called requesting exemptions. They have been told this process will be complaint driven and preemptive exemptions will not be provided. • When people call about the reptile registry they will be registered into the CAD system. This is just for public safety. A detailed list will not be kept nor expected to be updated by the citizen. VI. Donation Fund Discussion • Mark Howery asked staff what are some foreseeable needs and would a committee policy statement regarding use of donation funds be beneficial? • Kim Fairbanks remarked that she didn't think a blanket statement would work, as staff and facility needs would change plus city council will make any changes on final donation approvals. Kim did not feel approval from the oversight committee was appropriate. Kim asked if the families planning to donate could be asked to provide more specificity as to how the money should be used. Jeanne Snider replied that if asked during the estate planning, details can be added. However, this money will come in the unforeseeable future or not at all. • David Teuscher brought forth concerns. If the committee and/or a policy statement deny a request for the funds and the request is never heard by city council, what appeal process will the shelter have? • Dr. Biles shared a concern that unnecessary oversight surrounding the use of the donation account may inhibit individuals and estates from including the shelter in their gift giving. • Items currently on the donation account list: -Fencing to enclose yard for use in forming dog play groups or hoof stock holding. -Kuranda beds to replace those damaged -Remove glass front doors from 404 and cat adoption to be replaced with bars  -Portable X-ray unit -Office chairs and meeting tables -Surgical cauterization machine -Hooking up the facilities audio system • Discussion was also raised regarding funds available from Annie's Ruff House. This needs to be clarified. VII. Raising Community Awareness Mark Howery suggested that the committee host an open house. Kristy Wicker added that if the purpose is to get people into the shelter, we should not do this while the shelter is short staffed. Kim Fairbanks asked for committee participation for the annual pictures with Santa and cookies. VIII. Discussion of Future Meeting Locations The question was asked, "What is easier for staff'? Kim Fairbanks recollected discussion about moving to city hall. David Teuscher cautioned about meeting room availability at city hall. Kristy Wicker made a motion to move meetings back to city hall if space is available. Dr. Biles seconded. Motion passed. Kim Fairbanks made a motion to meet every other month in 2020. Dr. Biles • seconded. Motion passed. IX. Call for Agenda Items for Next Meeting Kim Fairbanks made a motion to cancel the December meeting. Dr. Biles seconded. Motion passed. Kristy Wicker asked about adding new members. X. Miscellaneous Comments • Mark Howery asked about volunteer recognition at city council. Jeanne Snider said she would check with award winners. • Dr. Tyler discussed the Oklahoma Link Coalition presentation on September 1sth at 19:00 at the central library.  • Mark Bechtel addressed an error on the statistics. Four cats who died in care were double-counted in euthanized-other as well. He will correct this. • Jeanne Snider mentioned comments made about how Animal Welfare participates and helps the homeless population and their pets. • Kristy Wicker commented how really responsive Animal Welfare Officers are to wild ca re issues. • Kristy Wicker asked about the growing owner surrender list. Dr. Tyler is volunteering to update the owner surrender list. XI. Adjournment Dr. Biles made a motion to adjourn.
