The notice and agenda of the meeting were posted at the Norman Animal Welfare Center on 3428 South Jenkins on the 8th of October, 2019. The meeting was also posted on the City of Norman website at www.normanok.gov. I. Call to Order Co-Chairperson Mark Howery called the meeting to order at 6:05 PM. II. Roll Call MEMBERS PRESENT: Co-Chairperson Mark Howery Co-Chairperson Rebecca Bean Councilman Bill Scanlon David Biles, D.V.M. Kim Fairbanks Kristy Wicker Sandy Moore-Furneaux OTHERS PRESENT: Major David Teuscher Jeanne Snider Ill. Discussion and Approval of the September Minutes A motion to approve the minutes was made by David Biles. Kristy Wicker seconded. The motion passed. IV. Monthly Statistics and Division Updates  David Teuscher presented the monthly statistics. Rebecca Bean asked about reasons why waived fee adoption events have been less frequent this summer. David Teuscher responded that return rates increase as a result and greatly reduced adoption rates occur in the periods between adoption events because people appear to choose to wait until the next free event. Discussion continued regarding research proving no statistically significant difference in return rate due to cost of adoption. Rebecca Bean asked if we had the numbers of returns from animals during waived fee adoption events versus regular fee operations. Kim Fairbanks argued given the average cost of each animal per year that it would be an actual cost savings to the city to move animals out of the shelter as quickly as possible. Mark Howery remarked changing the fee schedule to waive all adoption fees would be a city council decision. Rebecca Bean asked about finding the data driven equation to address the optimum frequency of waived fee events. V. Discussion Regarding Use of PetSmart Cat Adoption Center Kim Fairbanks discussed communication challenges between PetSmart and Norman Animal Welfare. PetSmart is requesting Norman Animal Welfare visit once a month to provide information and bring dogs for adoption. Kim acknowledged Norman Animal Welfare is short staffed and proposed a volunteer or AWOC board member may be able to assist. PetSmart has also offered an employee to sit at shelter to hand out PetSmart Adoption packets at Norman Animal Welfare during adoption events. Rebecca Bean suggested discussing this topic again at the next AWOC meeting and possibly inviting PetSmart staff to attend. VI. Update on Tethering Exemption Requests Mark Howery asked about the volume of tethering exemption requests and praised the limited-term exemption duration discussed previously. David Teuscher discussed the three instances to date and reminded all that this is a complaint driven process. Animal Welfare Officers will not be actively seeking out violators. Rebecca Bean asked about the number of calls to the shelter with questions on tethering and the new ordinance. David Teuscher replied that he was aware of none. VII. December 7th NAWC Event Cookies with Santa  Kim Fairbanks confirmed that the event is from 10am-2pm and decorating will begin at 8am. Tom Turner will play the role of Santa. Kim requested help from the committee members to assist with guest interaction and to bring baked goods during event. Sandy Moore-Furneaux and Mark Howery both indicated they will attend. Please contact Kim Fairbanks to coordinate your attendance and any needed items. Kim Fairbanks reminded all that the Kitten Bowl will be the 1st Saturday in February 2020. Mark Howery had a question regarding whether the Norman Animal Welfare Center would be closing at lunch during event. VIII. Call for Agenda for the Next Meeting Mark Howery requested more discussion on: PetSmart Partnership Staffing at Norman Animal Welfare Mark Howery reminded all that next meeting will be on November 18 and that December's meeting is canceled. Starting January 2020 AWOC meetings will be every other month. Jeanne Snider will confirm location availability. Rebecca Bean requested an update on annual shelter financial information. Rebecca Bean will send David Teuscher an example of a past financial report as an example. David Teuscher said a financial report of donations will be easily accommodated. Sandy Moore-Furneaux recalled conversations regarding term limits for committees. Jeanne Snider remarked that all city committee charters are in the process of being reviewed. Rebecca Bean asked about the status of dumping animals at Lake Thunderbird. David Teuscher informed the committee the topic has been discussed by City of Norman and Cleveland County leadership. Due to the complexity of the issue and numerous stakeholders, this topic will require work beyond the scope of Norman Animal Welfare.  Rebecca Bean asked about microchipping in the field and general discussion occurred between Rebecca and Amy Tyler. Due to the complexities of administering microchips in the field, Rebecca Bean asked to discuss mandatory micro chipping of all animals entering Norman Animal Welfare. Kim Fairbanks asked about plans for natural disasters. Kim Fairbanks asked for the FIV/FeLV press release. IX. Miscellaneous Comments Amy Tyler, DVM updated the committee on her efforts to assist with contacting people on the owner surrender list. Jeanne Snider thanked Kim Fairbanks for presentation the volunteer of the year awards at the October 8 City Council Meeting. Rebecca Bean will be picking up the updated volunteer plaque. X. Adjournment A motion to adjourn the meeting was made by Sandy Moore-Furneaux at approximately 7:02PM. Kristy Wicker seconded.
