The notice and agenda of the meeting were posted at the City of Norman Municipal Building on 201 West grey Street on the 13th of August, 2021. The meeting was also posted on the City of Norman website at www.normanok.gov. I. Call to Order and Roll Call Co‐Chairperson Mark Howery called the meeting to order at approximately 6:02PM. Discussion & Approval of the June Meeting Minutes Rod Hall made a motion to approve the June minutes. Kim Fairbanks seconded. The motion passed. III. Monthly Statistics, Previous Business Updates Mark Bechtel began by discussing the large number of intake animals for the shelter in June and July. 350 animals came into the shelter in June, the record for a month was August 2019 when 352 animals came in that month. Mark detailed the incident that resulted in a “returned to field” dog. This happened when a dog came into the shelter as a stray, and staff were in the process of booking in the dog when, through discussion with the finder, it was discovered that the dog was not a resident of Norman and hadn’t been found in Norman. The finder took the dog back with them, but rather than deleting the account and all the information gathered, the dog was outed in the system as returned to field. Kim Fairbanks asked about the cat that was lost in care in June. This happened when a cat that was in a carrier on an AWO truck got out of the carrier during transport and then when the door was opened at the shelter, the cat escaped. A trap was set on the shelter property to try a catch the cat but it wasn’t captured. Kim asked that she be notified if this happens in the future so that she can try and recapture the cat. Mark Howery asked about the 25 cats that were transferred into the shelter in June. Those were mostly kittens that had gone through Hands Helping Paws TNR program and were spayed/neutered and adopted out through Norman Animal Welfare. Mark Bechtel said that there were over 200 animals on the owner surrender list. There was a discussion about the HVAC units working correctly, that they were being maintained by Streets Mechanical. Kim Fairbanks commented that when she has gone to the shelter lately, there has been a bad smell that others have commented on as well. She asked if here were any ongoing HVAC issues or plumbing problems that might be causing that. Mark Bechtel said that weren’t any ongoing issues that would cause that type of smell in the lobby. He would look into it. Mark went over the recent personnel changes. The shelter is still down a full‐time veterinarian, a registered vet tech, and now the shelter will need an Animal Welfare Tech as well. There is currently one application in for the veterinarian position, none for the posted registered veterinary technician, and 7 or 8 for the animal welfare tech position. The registered vet tech position had been posted to four different national websites; the veterinarian position was only posted through the city HR department. Dr. Hall commented that he has seen vet clinics struggling to hire veterinarians and staffing recently. These positions do not have closing dates and will remain open until filled. The shelter is still utilizing OK Humane for spay/neuter surgeries. An OK Humane vet and vet tech come to the shelter on Tuesdays to perform those surgeries, and the shelter sends animals on Thursdays to OK Humane for surgeries. There was a discussion about Norman Animal Welfare’s Facebook page posts being infrequent. That is due to staffing. Volunteers are welcome to come and take photos, or videos of adoptable animals for the shelter to post.  There was a discussion on the Best Friends of Pets program. They have been going strong and have not had to turn off any funds due to the end of the fiscal year. Mark said Kim Schlittler sends in monthly updates and invoices; it is usually around 20‐30 animals a month that are getting spayed/neutered. Kim Fairbanks said she does not see the post on NAW’s Facebook page that links to the Best Friends of Pets application for free spay/neuter program. She said it needs to be posted more frequently due to the Facebook algorithm. IV. Follow up Discussion of Memorial for Henry Baskeyfield There was a discussion about creating a fundraiser in AWO Henry Baskeyfield’s name to raise funds for the shelter animals, and who would be able to host the fundraiser, whether it be through the city or Hands Helping Paws, and if donations would be accepted through Facebook. There was also discussion of needing to specify what the donations funds would go toward. Officer Supervisor Trey Amrein said that the concrete slab will be poured within the month. Kim Fairbanks suggested October 23rd as a possible date for a dedication ceremony with family. V. Update on Ongoing Investigation of Animals of Rock Creek Jeanne Snider said that three people have been charged with 17 felony counts of animal cruelty. They have at this time made three monthly payments of restitution in the amount of $15,000. There was a discussion about the municipal tickets they had received, that those were still pending, and that a judge would decide the outcome for those municipal violations. Our Norman city ordinances specify that a fine of $50‐$750 for each municipal ticket they received could be possible. Kim Fairbanks asked if anyone has checked on the property since. Officer Amrein has driven by and seen from the road that there doesn’t appear to be anything on the property. When the case is seen by a judge, that judge can determine if additional inspections of the property will be made. VI. Update on Large Animal Containment Training and Supplies Officer Supervisor Amrein said that Jeff Ford, the bear specialist, has not been able to come up to give any training as planned. Jeff offered to answer any questions that the committee or staff had if anyone wanted to send him questions, and he hopes to make it to Norman soon. Trey has ordered barbed darts; they are on back order. NAW has ordered the BAM kits for Norman Animal Welfare through Dr. Joe Carter. They will be housed at the shelter, and the drugs are good for 10 months.
