The meeting was called to order by Mr. Shawn O’Leary at 3:30 p.m.
Item No. 1, Approval of Minutes:
Six members of the committee were present, a quorum was established. Ms. Lora Hoggatt was
absent. Mr. O’Leary called for a motion to approve the minutes from the meeting of August 2,
2021. A motion was made to approve the minutes by Mr. Scott Sturtz. The motion was seconded
by Mr. Bill Scanlon. The minutes were approved 5-0, with Mr. Ken Danner abstaining.
Item No. 2, Floodplain Permit Application No. 640:
Mr. O’Leary stated This Floodplain Permit Application is for the construction of a new private
road and installation of two 24 inch corrugated metal pipes (CMPs) south of Hwy 9 and west
of 120th Ave SE and a new sign for the proposed Little River Estates development located in
the Clear Creek floodplain. Mr. Todd McLellan gave the staff report for Floodplain Permit
Application No. 640. Mr. McLellan said the Applicant is Brandon Stevens, the Engineer is Jim
Speck and the surveyor is Tim Pollard. Mr. McLellan said Mr. Jim Speck of Speck Engineering

and Mr. Tim Pollard are in attendance to represent the Applicant. Mr. McLellan said this is part
of a proposed Certificate of Survey (COS) and is located ½ mile south of Hwy 9 on the west
side of 120th Ave SE. Mr. McLellan reviewed the location on an aerial map and identified the
location of the proposed driveway. Mr. McLellan noted the location of the floodplain on
the property and that Water Quality Protection Zone (WQPZ) will be added when the
property is platted. Mr. McLellan said this Floodplain Permit Application is for the
construction of a new private road and installation of two 24 inch corrugated metal pipes
(CMPs) and a new sign for the proposed Little River Estates development located in the
Clear Creek floodplain. Mr. McLellan said the applicant owns an approximately 180
acre tract, which is going to be subdivided into 15 tracts for a development entitled Little
River Estates. Mr. McLellan said new private roads will be constructed for this development
including Denali Drive, which will intersect 120th Ave SE in the Clear Creek floodplain. Mr.
McLellan said Denali Drive will be a 20 ft wide gravel road and will cross approximately
350 feet of floodplain Zone A, two 24 inch diameter CMPs will be installed at the
intersection with 120th Ave SE, and a new subdivision entrance sign with a 2 ft by 10 ft
base will also be installed near the intersection in the floodplain. Mr. McLellan said according
to the DFIRM, the proposed location of the private road, culverts and sign is in the Clear
Creek floodplain Zone A [no base flood elevations (BFEs) have been determined]. Mr.
McLellan said for this area the BFE was determined to be 1055.7 ft for the 120th Ave SE
road construction project by Atkins for Floodplain Permit No. 571 approved by the
Floodplain Permit Committee on May 16, 2016. Mr. McLellan reviewed the applicable
ordinances for Floodplain Application No. 640 and verified all ordinance
requirements have been met. Mr. McLellan said staff recommended approval of Floodplain
Permit Application No. 640 with the condition that an as built survey be provided of the

compensatory storage area prior to the COS being filed of record. Mr. McLellan reviewed
current photographs of the site location. Mr. O’Leary asked Mr. Speck if he would like to add
any information. Mr. Speck said originally the location of the proposed road was further north
outside the floodplain. Mr. Speck said he was asked by the City of Norman Traffic Engineer to
relocate the road intersection due to sight distance considerations. Mr. McLellan noted on the
photograph the original planned location was closer to the top of the hill and would have
reduced sight for traffic coming from the north. Mr. O’Leary asked when the COS would be
submitted. Mr. Ken Danner said the COS has been submitted. Ms. Stansel asked what the speed
limit is on this stretch of 120th. Mr. Speck and Mr. Danner said the posted speed limit is 50
mph. Mr. Bill Scanlon referenced the letter provided in the Floodplain Application No. 640
from the project’s Engineer, Mr. Speck, that said in the event of a major flooding event the
proposed road would become inundated as a result of backwater. Mr. Scanlon expressed his
concern about the potiential impact of that road becoming impassible. Mr. Speck noted the
concern and said there would be no impact to the road except in cases of 100 year flood events.
Mr. Scanlon asked about the potiential impact on residents or homes on those lots. Mr. Speck
said the location of the lots are at a higher elevation and all that would be affected is the road.
Mr. Sturtz added the calculation of the finished road elevation is within .71feet from the
identified Base Flood Elevation. Mr. McLellan noted that this road will be a privately owned
and maintained road. Ms. Jane Hudson inquired if the proposed sign had been permitted. Mr.
Speck said the sign was represented with a generic design, but he would notify the applicant of
the permit requirement and ensure the design fits within the dimensions in Floodplain Permit
Application No. 640. Mr. Scott Sturtz recommended approval of Floodplain Permit Application
No. 640 with the condition that an as built survey be provided of the compensatory storage area

prior to the COS being filed of record. Mr. Danner seconded the motion. The committee voted
to approve the application 6-0.
Item No. 3, Miscellaneous Discussion:
a) Mr. O’Leary said the meeting on September 7, 2021 has multiple pending applications.
b) Mr. O’Leary said the deadline for the September 20, 2021 meeting is Wednesday,
September 1, 2021.
Item No. 5, Adjournment:
Mr. O’Leary called for a motion to adjourn. Mr.Sturtz motioned to adjourn and was seconded
by Mr. Scanlon. The motion was approved 6-0. Meeting adjourned at 3:46 p.m.
