City of Norman Bicycle Advisory Committee Minutes for December 12, 2016 Meeting, 6:30 PM City of Norman Municipal Complex 201 West Gray, Study Session Room (1) Roll Call and Introduction of Visitors All committee members in attendance; James Briggs attending (ex officio member) (2) Approval of November Meeting Minutes Motion by Kim Floyd 2nd: Lee Krumholz; unanimous approval (3) Agenda A. Norman Greenways Vision follow-up – presentation from Mark Nanny at last meeting well-received by BAC; future coordination with Planning Dept. staff to link greenways with bicycle facilities B. Bike Skills Park sub-committee (Tom/James) • 12.7 acres Site at 24th SE and E Lindsey – owned as parkland land dedication by City of Norman. Committee discussed: • need for some parking (gravel), • need to look into option of using service road behind business for the Bike Park (James Briggs to talk to developer), • Tom Woodfin/Kyle Williams to meet with Jud at Park Dept. to discuss budgeting for this small project (this week!), • Discussed opportunity to make the skills park accessible and creating a unique space; coordinate with Jack McMahon (spelling?) • Sub-committee to form
email Tom if you want to be on subcommittee to work on preliminary design and coordination issues for this project. o James Briggs will look into ‘rule’ about sub-committee (max # of members, etc.) o January meeting

discuss Bike Skills park logistical issues such as access to service road for potential parking and budget issues C. Norman Bike Map Review: cycling routes & signage • Need draft bike map for review at BAC meeting Jan 9, 2017 • Goal to send revisions for review by CC Transportation Committee in Feb. D. Earth Day 2017: Sunday, April 23, 2017 12:00 – 5:00 pm • Agreed that this venue is not suitable for bicycle skills rodeo  • Want to have our table directly next to CART and coordinate our efforts together E. Meeting time change discussion • Motion to move meeting time from 6:30 pm to 6:15 pm – Meghan Wieters, 2nd Lee Krumholz – 8 in favor, 1 opposed; motion passed. Next meeting will be at 6:15 pm F. Status reports: • CART Updates – (Karleene/Taylor) Update sent by Karleene – Bikeshare program consultant approved for 3 years with 2 year option to renew by Gotcha • Enforcement (OFC Smallwood) – not in attendance City of Norman Updates (Angelo, James) – o Angelo would like to continue pursuing funding for the bicycle facility for Hwy 9 section o Downtown work, west of tracks – spring 2017 o Legacy trail (36th) at % design plans, fully funded o Main, Gray
discussion in Norman community to move to two-way; still not clear and consensus by businesses on corridor does not seem to have been achieved; not sure where that proposal is at; discussion by BAC regarding bicycle lanes and back-in parking for safety of cyclists and transportation movement o Gary expressed interest in an update on Rock Creek at 36th (roundabout area) 2 lanes to 4 lanes with bicycle lanes?; fully funded and designed o Discussion on Lindsey – bicycle lanes from hwy to Pickard and then improvements will just stop and end where no sidewalk nor bicycle lane will be there – no ROW. Discussion by BAC that at least a wide sidewalk (multiuse path) will desperately be needed between Pickard to Elm; this will be glaringly needed when the Lindsey project ends and the abrupt end to the improvements will be very evident. • OU Campus / Bikeshare (Lee) – no updates available (3) New Business for January agenda
