City of Norman Bicycle Advisory Committee Minutes for December 10, 2018 Meeting, 6:15 PM City of Norman Municipal Complex 201 West Gray, Multi-purpose Conference Room (1) Roll Call and Introduction of Visitors Attendees: Hal Cantwell, Meghan Wieters, Michelle Carr, Gordon Carrie, Chris Southern, Lee Krumholz, Tom Woodfin Visitors: Laura Matlock, Taylor Arnold – Health Dept, Open Streets (2) Approval of October Meeting Minutes & New Business for January 2019 agenda Spelling error on Angelo Lombardo’s name, page 2 paragraph (Angela to Angelo) nd Motion by Hal Cantwell 2 By Gordon Carrie; approved unanimously (3) Agenda • Norman Bike Skills Park public meeting recap & contract schedule (Briggs) Design-Build contract scheduled for approval tomorrow night Manufacturing jumps, etc in winter, construction in spring – opening in late spring/summer (yay!) • Review homework routes by members to promote cycling in Norman (Wieters) Sample maps passed around to look at; Meghan will continue working on the maps through Jan. Asked for people to prepare text that can support each promotional route. • Open Streets Norman 2019 Laura Matlock LauraMa@health.ok.gov th th * April 14 (back up weather date as May 19 ) * Indicated that selected boundary is Rambling Oaks (might be River Oaks??/Sooner Mall  • Bikeshare / CART / Scooters in Norman – Walter at Buchannan is coordinating repairs on Bikeshare bikes, T. Woodfin to ask about counts/miles/usage th • 24 St. SE speed limits & potential MUP between Lindsey & Hwy 9 Multi-Use Path Angelo Lombardo – reminded the committee that roads are designed to a certain speed and simply reducing the speed limit actually doesn’t reduce the speed. They will look at the 85% speeds/speed study for the road to determine if it is feasible to reduce the speed limit. Pursuing a multiuse path –with amendment to CTP – may be the more likely pathway to connect the bike lanes on other sections of 24thSE with the section that was designed/built before the CTP was in place. • Legacy Trail Eco-counter disposition: (Woodfin/Wieters/Lombardo) – unclear at this time • 2018 Annual Summary to Council Subcommittee:
